She was there because she wanted to conduct some live research on recreating the methods in which quirks operated and making support equipment for those like herself with less of a ‘traditional’ quirk. Sure, there had been plenty of research into the application of equipment to facilitate quirk usage with heroes and villains popping up over the last few decades with a wide variety of quirks, some similar to what one would expect from a comic book superhero and others swung wildly in either direction from being very mundane to completely uncontrollable. She even knew some people personally who were actively researching the potential to extract the quirk factor to see if it could be applied to other people or even inanimate things! Truly fascinating stuff.[break][break] The idea to conduct this study in this originated from a question posed by a student in a class she was subbing. ‘Why can’t we make gear that could work like our quirks?” It was truly one of the few times in recent years she was completely caught off guard, having spent a long time sorting through the well of a brain she had for either an example or any studies actively being conducted before ultimately coming up with nothing. Even though she likely hadn’t been the only person to ever think of this she did have the means to put it into practice. So through a combination of the school's network and navigating the hero network she put a word out.[break][break] Looking for willing test subjects to demonstrate and explain the functions of their quirk in a controlled environment.[break][break] At the predetermined place deep in the heart of Tokyo, she waited in the control room for anyone who chose to accept this offer, sitting at a console in front of a glass window where the person, once they entered the room and greeted her, would end up to conduct the tests. [break][break] Shion Utsui, another first-year student at UAU. Man, it seemed like the 1st years were much more eager to participate in extracurricular activities than the previous year's students. From his student profile, he had a fairly rare type of quirk that was often coequally dubbed a 'summon'. Being able to imbue objects with sentience or at least give them temporary complex thought would be a massive boon in support equipment, especially with the potential application for civilian use. [break][break] Farrin O'Rourke, another first-year student at UAU. From his student profile, he was a transplant from Ireland who attended UAU with much to prove. He had one of the most interesting quirks she'd seen, similar to Sebastian and May, which worked as a concept that wasn't even provable by science: Time Manipulation. Iphi was by far the most interested in this quirk out of the recent ones she's studied, as the application of being able to speed up or slow down the passage of time had enormous potential when it came to creating support equipment. He wasn't much younger than she was and yet he had an infectious energy to him. Part of this was why he was invited to the agency even without a hero license with the other being how specialized his quirk was when it came to this sort of work. It was similar to Lonewolfs just more potent in regards to their usual cases. "We'll have to see how unstoppable we really are. Hopefully this lives up to your expectations." she smiled slightly as they headed outside to get into the car. [break][break] "Unfortunately, 51 is still a work in progress, and I always put a failsafe in my support gear which means it won't work for anyone else but me." This was usually done by making the process of working the things she made extremely complicated such as the specific order of muscle movement in her hand to use the Pneumatic Cannon. Unless someone else had High Spec they wouldn't be able to pull it off in a functional way. She'd start the car and once the GPS was on she'd pull out to the road and begin their drive. "You know, as a member of Ouros, you have full reign of our support lab?" As of now, Iphi was the only one who used the support lab as the rest of the members didn't have any aptitude for engineering. She had hoped Gabriel felt comfortable enough to take advantage of their inventory now that he was official. [break][break] "I'm sure Felix probably mentioned this, but I've been working with Nittosystems CIC." If Gabriel paid attention to the news, he would likely know that this was a new organization that combined two research companies into one to collaborate with the government to develop new technology. "I've had a few opportunities to study some quirks, and I've been looking into creating an application of those into support gear. This combination of two students' quirks is more of a defensive tool." She was confident she'd get to use it as this stakeout would escalate if the group were trying to move their product today. From her own investigation, she was 95.7% sure this would be happening today. She had only gotten here a few minutes before the police would respond. Her goal had been to bring them both to safety before the police arrived and used more forceful methods. This would ultimately not come to pass as Jun was barely hanging on, and Kaida ignored her call completely. The flashing lights and sirens just meant time was up. She relaxed, allowing her foothold to descend towards the ground slowly, and took out her license in preparation for the line of questioning she was likely to receive about her involvement. Lo and behold, she was also faced with gunmen. "Hero Name: Recall, Iphigenia Pavlina of Ouros Investigation and Hero Agency. I did not sanction this illegal activity and only arrived 4 minutes and 32 seconds prior." As the captain examined her I.D. and looked her up within the database, he would have the others stand down and instead focus on the two girls.
She felt conflicted as she was made to watch them get arrested for their actions. Regardless of their intentions, they had been reckless and broken the law. An infraction of this caliber was enough to get them in front of a review board at UAU under threat of expulsion. Their only saving grace was that no one was injured aside from themselves during this excursion. Kaida especially had been on thin ice during her early UAU tenure, so an incident like this guaranteed her expulsion.
"I would like to take these two under my care. I'm also a registered faculty member and alumni from UAU." she would flip through her wallet, pulling out her former I.D. from her days as well as her teacher license. "Lady, there ain't no freakin way we're letting these two walk free." the man in charge barked at her. Unfortunately for him, Iphi knew their handbook down to the letter: "Page 144 of the Tokyo Metropolitan Police Department handbook stipulates that in the event of unauthorized hero work by a university student with a provisional license that they are to remain in UAU's custody until a formal review can be conducted unless there is substantial evidence that they are a danger to the general populace." the man gestured towards the sinking ship and the damage to the public property. "Page 147 also states that in the case of unauthorized quirk usage, a registered professional hero or UAU faculty member, assuming all damages can be covered, as long as the provisional licenses are revoked, can have any offending parties released into their custody. I want to invoke that right." She would pull out her agency's business card and hand it to the officer. "Please forward a bill for the damages to this address. Just know that you can rest now." she stood up and gave the go-ahead for the medical team to prep them for UAU transport.

They had been tasked with crowd control for a larger agency dealing with a turf war. Overall, it was a very successful endeavor without any casualties; however, there was always more to fill out.
Chirps sudden interruption wasn't too uncommon. He had a lot of talent and a LOT of eccentricities. She wanted him to get more field experience so she had arranged for him to come out with her for a case she'd been working. "Weekly is getting a bit ahead of yourself. We need to make sure this one goes off without issue first." she'd place the stack of papers and stand, grabbing her jacket and a briefcase with #50 on the front.
"I'm going to be testing a prototype for some gear. Assuming the Kojima Gang finally makes their move, we're going to be getting into a firefight. Last chance to sit this one out." she already knew the answer and would grab her keys on the way out to drive them to the abandoned area where the gang would be planning their heist.

A troublesome one for more reasons than she could count with the most important of the two being ties to the Yakuza and the fact that one of UAUs own was a member of this family: Kaida Ikarashi. A young woman with a lot of anger and poor impulse control when they were first introduced back in her freshman year through Sadako. Since then their relationship had evolved just as Kaida did with her calming down over the years. Even still, there was a lingering feeling from Iphi that if not supported properly, she would eventually get herself killed, and for what?
Because of this, she used her contacts to keep tabs on the family and their movements. She had been alerted to a potential sighting of part of the family by the harbor and based on her previous interactions she fully expected Kaida to attempt something stupid. When she went to check up on her on campus she could see that she had left her ID in her dorm room but was nowhere to be found. Because of this, Iphi was delayed in getting to the incident scene as she had to detour to grab her gear at home.
This was a disaster.
When she pulled up to the scene she saw the chaos firsthand as Kaida, in her dragon form, was firing wildly into the air and was clearly injured, given the blood dripping from her maw. Hurriedly exiting her vehicle, Iphi loaded her weapons and support gear using her 'Storm Boots' allowing her to fasten a stable platform for her to stand on as she walked into the air high above the battlefield. Her yellow eyes illuminated her form that was cloaked in shadow as they burned with cold anger; Iphi felt like an overprotective mom as she scanned the battlefield to get caught up to speed.
'Multiple individuals. Jun is among them. Assuming they've been fighting this whole time, priority is deterrent rather than detainment.' As much as she wanted to take them all in for questioning, getting the girls to safety was her only focus. Fastening her 'Mind's Eye' device to her head, she would send a mental pulse towards Kaida that would appear directly in her mind: "Kaida, I'm here; you need to calm down." For Kaida, it would be pretty clear who it was speaking to her. "You're injured. JUN is injured." Iphi would scan the battlefield, finding a figure aiming to strike at Kaida in her rampage. Readying her Pneumatic Cannon, Iphi would fire an air bullet at the target, strong enough to knock them off their feet if successful.

They were gaining some momentum with their agency for the first time in years. They had consistently been able to find work outside of their day jobs and even managed to recruit a few new people! Overall, it looked like times were looking up for Ouros!
Recent events, however, kicked their work into overtime, with the Elementalist case being especially problematic as it launched so many threads that no one could quite keep up. Heavy coordinated attacks on the same day in multiple locations was a headache on its own, but this was further compounded by the injuries many of the students who were responding received. In her case she had managed to protect most of the students around here, but Emilia was...
Best not to dwell on that. As she had arrived first, she carried the donuts into the conference room and set up some cups and plates for people to help themselves. They likely wouldn't show up for at least an hour so in the interim, she would go over some paperwork from UAU. They had a lot of ground to cover, and with the extra manpower, this just meant that the work they'd be getting moving forward would steadily increase. It is best to develop a game plan while they have the chance!

She was by far the most skilled of the bunch and despite her small stature, she carried herself taller than anyone else here.
The groups being assigned made perfect sense to Iphi how to split everyone up and being paired with Noa seemed like objectively the best choice for her. She had watched her entrance exam performance before coming here and saw that she had a lot of potential, but her movements didn't flow as well as her quirk did. She would give a quick bow as she approached, "Recall is my hero name; Iphi is fine if you prefer that."
"You call your quirk Hydro Hand, correct?" she would gesture for Noa to put some distance between her and the other groups "I think because of the nature of your quirk you'd have a natural aptitude for Tai Chi. Tai Chi is a Chinese practice that dates back more than 400 years ago and is largely a defensive tool with offensive capabilities." She pointed to Sadako "As you could probably see from the display it is highly effective when used against physically stronger opponents." She would place her finger on her temple "You see, I don't have a quirk in the traditional sense like the rest of you. So I've found that supplementing my abilities with a martial art that relies on others has made me much more effective in the field."
Assuming a basic stance, she would look over at Noa and give her an encouraging smile "Try to take this stance and then-" Iphi would slide her feet, relaxing her muscles and moving into a stance with a palm thrust that focused her energy into the base of her hand without missing a beat "Try to flow into that strike. Going slower helps at first." she would take a step back to give Noa some room in her attempt "This advice might seem counterintuitive but the idea behind Tai Chi is that you're doing all this with what we call a relaxed alertness — your mind is quiet, your muscles are relaxed, you're calm, but you're also really alert." not the easiest thing to emulate but this was only step one. Soon she would bring her quirk into the fold.

Iphi always spent the weekdays doing her best to keep in shape. A necessity when trying to keep up with the superpowered criminals and villains of the world, as aside from her equipment and martial arts, she didn't have much else she could offer. So here she was in joggers and a T-Shirt making her way up the hill towards the blueberry farm. Too bad they were out of season or she would have picked up some to make something with. The old farmer was a very nice man.
As she made her way up the steady incline, her phone would buzz with an alert of trouble nearby. Odd, given the time of day but nonetheless she would stop, jogging in place to keep her heart rate up, and she flipped through the phone. The pin put the call from...the direction she was coming? She would clicking hit the button to show that she was responding and send a quick text to Sadako to let her know what she was up to. Dashing off in that direction she hoped it wasn't someone trying to destroy the farmer's livelihood, he was a very nice man.
Coming over the hill, she finally laid eyes on the scene a boy covered in blood with the farmer trailing behind him nervously. A villain? She readied her gauntlet and called out to the farmer, "I've got it from here! Please get somewhere safe." until she could figure out why/how the young man had ended up covered in blood, and she would keep her distance. The exact distance she had calculated since arriving would give her the most time to react to any assault. "I'm going to need you to stop and explain yourself." she would hold up her hero license so he would know she was serious.

About MeAs the other half of the agency Sadako is known to slack more than Iphigenia. That isn't to say that she doesn't do her job, she just loathes paperwork and acting serious all the time. To some, this might make Sadako more approachable, but she will be the first person to defend Iphigenia and the central role she has in running the agency, while choosing to downplay her own achievements to avoid the spotlight.[break][break] Sadako is a people person, between her job as the student counselor at UAU and working for Ouros, dealing with people is where she truly shines. Rin originally had asked if Sadako could take her and her 3 roommates on patrol. Sadako ultimately had work to do so she passed it on to Iphi, who eagerly said yes. She hadn't seen Rin in a while and wanted to see how UAU was treating her.
Nothing particular was going on that day, so Iphi chose Nerima as their patrol. It was usually peaceful and she would be able to explain how patrols worked and get to know the other freshmen. That was until all hell broke loose. Just a few minutes after they met up, a massive earthquake could be felt throughout the whole ward.
As much as Iphi's concern was keeping the students with her safe, she was even more concerned over losing contact with the last member of their group: Emilia Hall. From what she told her roommates, she was in the epicenter of whatever was going on with no way to contact them as the rumbling had knocked over phone lines. "Stay right here. I need to go get Emilia." Iphi was about to head over to where the golem had appeared when miniature ones popped out and began to attack the group. She bit her lip slightly as she weighed her options, but ultimately, she would have to put her faith in Emilia to survive and focus on protecting those closest to her.
"This is an emergency. Per the UAU handbook, page 25, section 4, you are authorized to use your quirks in times of crisis." she readied her gauntlet and fired it at a golem running at her, blowing it into pieces "Rin and Yunagi. You are going to evacuate as many people as you can. Freja and I will assist you two in dispatching these golems. Are you all prepared?"

The difference between my earlier explanation and this new development is that this would be less of a quirk suppression device and more of a mental inhibitor. I'm giving you an off switch for how your quirk works, not turning off your quirk entirely." she took a moment to scan the screens, splitting the three brain scans so she could look at them sequentially. The newest addition to the original scans confirmed her hypothesis. "This version of an inhibitor can be used indefinitely. Although, in my professional opinion, I would reach out to Ms. Gotoh, the guidance counselor, as I can attest that she is excellent at working through problems such as yours." Sadako helped Iphi work through her guilt after the Ouros disaster years ago.
As she had gotten all the readings and recorded them in her mental vault, she stood up from the console, clipboard in hand and reentered the room where Kei was performing the test. "A sensory dampener? That one would be easy. I'll extrapolate the patterns for when you identified the water sources and isolate the section of the brain that makes you aware of existing water sources." she jotted down a few extra notes on this for bookkeeping purposes as part of the deal of being able to use this facility was that she needed to write detailed reports on each test subject—not like Iphi needed to write these for her benefit.
"So! I'll evaluate your quirk and you should be able to come back tomorrow as I'll have these ready for you by tonight." she scribbled Sadako's number on a piece of paper and tore it off before handing it to Kei "Glepnir's office. You can tell her Iphi sent you and she'll see you immediately." she would give Kei a reassuring smile and take the headpiece off his head "You got this. Everything will be okay. If you need any more help, you know where to find me."

She had never made an inhibitor before although conceptually, it was a rather simple task. Luckily, Sadako had tuned her into a lot of lectures and seminars on psychological phenomena and their effect on a quirked society. "Indeed, there is no reason you shouldn't be able to do the same with blood." from a scientific perspective, if it was considered a liquid, then it should be something Kei could affect. "I did say that; however, it is an inhibitor for the mind."
She would scribble down some notes as she watched Kei's brain waves. His amygdala and hippocampus lit up slightly when he attempted to envision the right sample as a human being. "The basics of this inhibitor would be to force the pathways in your brain that let you control your quirk to hijack your higher operating system. This in turn would make you unable to use your quirk on living things. I can condense this into a wrist band and as long as you're wearing it, you won't risk incidental quirk usage."
He made a good point about having a hard time visualizing this. With the data she was given, she couldn't create something as effective at blocking quirk usage on other living beings. "Fairly good point. I don't want to create too many variables so I'll keep the two as water. Still, instead-" she would hit a few buttons on the console in front of her and speak into the microphone "Send down target 9-B, Average Human Size." from the ceiling what could be considered a crash test dummy would be placed next to the glasses of water. "Okay, Kei. This is filled with water in the place where we'd usually use fake blood; it's just dyed red. I want you to treat the first sample as regular water, the second as you picturing it as water, and the third?" the dummy would stand up, cloaking itself in a hologram of an average person. "Now, if this doesn't work, I have another idea, but hopefully, this will give us what we need."
