Ryusei is the son of a police officer and a quirked mother who was anti Meta Liberation Army as her group had concerns about the law. The group his mother was part of did not to see the point of rebelling against the governments of the world as a good option. His parents meet at a peaceful protest for quirk rights, and during this time his mother caught the eye of his father, and they spoke for a while. His parents hit it off and went on dates that went very well to the point that they got engaged. It was a few months later that his mother revealed she was pregnant with their first child, and they celebrated it and told his grandparents and even other family members and friends and coworkers. He was born nine months later to his excited parents, weighing in ten pounds and nine ounces. His birth was in the later years of The Advent Of The Extraordinary and the talk of quirk usage laws and quirk rights movement were a big thing at that time. After the Meta Liberation Army was defeated when he was a toddler, during this and then the response to it was the Quirk law coming into existence.
As the new rights and quirk law came into effect, his mother fulfilled her duty and registered her quirk with the government as she was supposed to. Ryusei childhood was not really anything to write home to during earlier infant to near preschool age. He spent days playing with kids at school and in the neighborhood playing games, taking on the roles of famous hero's and villains and playing out scenarios their child like imaginations can create. He did worship hero's like most kids his age did, through he tended to drawn towards the more edgy on the border hero's than typical hero's kids liked. His quirk appeared at the age of four, as bullies took their game of hero and villains too far. This caused his quirk to trigger cause the wounds onto the bullies, causing them to receive all the injuries that he should have gotten instead. He went to the Doctor to confirm he had a quirk and not something else, and his mother the registered his quirk with the government afterward. His mother tried to teach him to control his quirk, but his quirk not the type that can be controlled or is automated.

He did rather well in school grade wise, and rumors of what happened gave him a bad rep that made others see him in a bad light. He entered after graduating from primary school, he entered junior high school and had a little rougher time adjusting to it, but he would settle into it. Like primary school, he moved up in grades and soon found himself in high school as a grade ten student. It was in high school that lessons on quirks came available in hopes of getting students ready for collage and entry into UAU. He was a decent high school student that got good grades and with his goal of getting into UAU he studied hard, but he illegally started doing in secret vigilante work throughout his high school years.
