The hair on JoJo's head is its own living entity known as Samson. It has its own thoughts, feelings, and personality while also being able to freely grow, shorten, reshape, alter, and manipulate all the hair and oils on JoJo's body like an appendage. It can create simple structures like tendrils and weapons, appropriately changing its properties (density, sharpness). As a final trick, it can change colors, too!

At the end of the day it's still hair. Even if it's sharp or dense it's vulnerable to the elements such as fire and ice. And the more JoJo (or Samson) uses her quirk the more dehydrated she becomes. Those oils ain't cheap! Gotta drink lots of water all the time always.
