This is a whole ass W.I.P
Dreamland Resort was nothing more than a dream of a man named Elouan Favager, a man who wanted to make it so that any and all families could enjoy a proper vacation in the lap of luxury regardless of their income. Fighting the struggles in what felt like an uphill battle, he managed to make it through connecting with various businesses and the help of his adoptive son, Beaumont Favager. Small family businesses found a way to flourish through partnerships and deals, saving quite a few from closing their doors. Elouan and Beaumont would intentionally seek out business on their last leg and offer them a light in the dark, hope in an otherwise hopeless situation.
For those they were too late to help, they'd immediately hire them and get them back on their feet as a means of keeping them off the street and in some cases, purchasing their homes placed on sale to give it right back to them in exchange of working under Dreamland Resort. Building up a good reputation over the years, Elouan was known for having a heart, even going the extra mile to deliver left over food to various kitchens open to those without a home or struggling and contributing what they could to aid in building shelters.
Although their efforts didn't make headlines, the fame isn't what mattered. When Elouan Favager was asked about the lack of media coverage on his efforts, he said "We're supporting the community because we're able to. It's the right thing to do, I don't need recognition or fame for that. In fact, no one with a good head on their shoulders requires fame in exchange for helping others." Which prompted some to question his views on whether or not the Pro-Hero system was something he agreed with, he told sources, "It's a necessity. Although some of them don't have their heart in the right place, as long as they're doing their best to protect everyone, then I suppose I can tolerate the way some of them ride their high horses. Though I wish more Pro-Heroes would care a bit more about property damage, if someone is stuck in a building they happen to crash into, or worse yet, throw a criminal into? There's no amount of insurance that can replace the loss of a life, you can put a price tag on the funeral, but the life itself is beyond monetary value. If we're going to celebrate the efforts of Pro-Heroes, it should be those who have a heart for the people they're working to protect."
When Elouan's untimely passing came due to a Pro-Hero's carelessness, Beaumont Favager continued the legacy and continued his adoptive father's practices. Although Elouan didn't get the good news about finally acquiring the property of an abandoned theme park he fought hard to get ownership of, his dream lives on and flourishes through his adoptive son, Beaumont Favager. When the young businessman was asked about his feelings on the matter, he said, "I'm going to carry on with Elouan's way of doing things, it's what he would have wanted and I feel like that's the right way to go about it...and before you ask, yes, even the Celebration of Heroes section of the park will see the light of day. Elouan believed in highlighting the Pro-Heroes who had their heart in the mantle they've taken up, the Pro-Hero who took his spark away from the world wouldn't have made it in the Celebration of Heroes anyway." A somewhat cold response, but there was a criteria to meet.

Pro-Heoroes to honor in Celebration of Heroes section (defaulting to NPCs, but will happily take volunteers for folks who want to highlight their Pro-Heroes as well). Only criteria is that they don't have a history of heavy collateral damage and when they did, made sure civilians were safe. Elouan believed in celebrating those who had their heart in it and to him, that was shown by their actions showing lives around them had value beyond the dollar signs and recognition.
