Born in the city of Bordeaux to an older hero couple, Julienne would live a rather interesting life. Wealth was already there in the family but with her parents having already been retired they would often hide their money from their daughter. To Julienne, they were never strapped for cash; if she wanted something, she would need to work for it and she would always get it in the end. They never had to eat cheap food, but they never ate luxuriously either. Public schools were even stricken from her learning process; it wouldn’t be until she was in her middle teens before realizing other types of schooling were even a possibility when she met some of her early friends. Granted, these friends weren’t even her fellow French, no, instead they were part of the sister city program her family took an active part in.
Fukuoka, that’s where she was to be sent at the age of 14. One summer when she was out of school, she was flown to Japan where her parents would care for, and teach the Bordeauxian French way to a Japanese child of roughly the same age as Julienne, while the opposite was true for Julienne. Arriving in Fukuoka, she would stay for two full months; learning Japanese and the culture there. It shocked her, how seemingly free people with quirks there were compared to back home and it struck an idea with her. Her parents were retired heroes; when she returned home, she too would attend a university to become a hero. After living with newfound friends, and being shown a life without pure wealth, she returned home with vigor. Everyone should be able to be carefree like her family was, and she had naive ideas to make it work. Heroism.
Of course, in her eyes, if people didn’t hurt each other with their quirks, then there would be plenty less for people to worry about. After all, her family wasn’t worried because they could defend themselves; both her parents were ex-heroes and knew how to handle themselves. The bad guys would most likely avoid her family because of that fact; something she didn’t realize could be a reason for them to be targeted. Once she graduated from high school, she would attend an early university for heroism, fully intent on becoming a hero just like her parents.
Unfortunately, this wasn’t something her mother and father were too thrilled about. Julienne’s sudden views on heroism were deemed a mistake in their eyes; after all, they had seen the horrors of what being a hero truly meant. Fallen comrades, near misses, permanent injuries... they saw it all. After a full year of academics, Julienne had learned far more than her fellow students and was working to get moved to a more prestigious academy in Bordeaux when her parents sprung their trap. Julienne’s quirk was strong, and that led to being easier to accept in academies that were newer on the hero side. Instead, they had a plan; move to Japan, and drag their daughter with them. Specifically, they chose to move very, very close to UAU, as if baiting her to apply. Julienne did.
Julienne applied in not even the same heartbeat that she heard; UAU was globally famous, so why wouldn’t she try? Sending an application for the recommendation exam, it would be a few months until she heard about it. During that time, she had just gotten set up in her apartment in Japan when the acceptance for the test came in; success! Either it was her familial ties, or her exceptional academic performance back in France that led to her application being accepted. Now she would need to prepare for the final test, something which her parents believed she would fail at.
Her physical abilities were tested first; a rather normal test. Unfortunately for her, she was still not physically built up for full heroics; on this test, she didn’t score fantastic marks. On the quirk portion of the test, however, she surpassed it with flying colors. This was the biggest turning point in her testing, and one of the reasons proclaimed to her when she received the video tape telling her of her acceptance into UA. When doing so, the air is compressed around the place where the fuel is ejected, before being expelled at a much faster rate than which it entered. Performing both of these actions simultaneously creates directional explosive force several times stronger than if they were just simply blowing air.

Hovering can be done without expending fuel, but any movement past that requires extra thrust. - Jetstream, as per it's nature, creates an obscene amount of noise that can be described as a high pitched whistle. This deafens the user while the quirk is in use.
- When fuel is used, it creates intense heat which if used for too long will leave the user intensely fatigued
- To create the fuel, the user needs to eat copious amounts of food and even then, it takes a long time to make; intense usage can leave the user empty for days.
- If debris enters the quirk's 'engines' it can cause intense structural damage rendering that part useless; subsequently a simple clog at the wrong time may threaten mortality.
- High humidity can cause the fuel to ignite on a delay which can cause the user to be unable to properly gauge distances or to become unusable until they dry their 'engines'.
