As dramatic as they are cruel, as loud as they thoughtful, as bombastic as they are miserable, Monitor is a man of odds and ends. Unpredictable and irresistible, he walks through life like it was a runaway, never missing an opportunity to dazzle, impress and shine. At heart, they an entertainer that sees existence as a stage--and they're going to make you laugh, even if it kills you!
First and foremost, they're fun. There doesn't exist a topic on earth that he doesn't have something to say about, and if he's got time he'll make it a story; he is so dedicated to conversation that even in the midst of battle, they will launch into long spiels about the color of his opponents' shoes (though whether this is as a legitimate form of distraction or genuine interest varies). Monitor is considerably charismatic, inspiring a decent amount of warmth and laughter from those who don't know any better. These jokes tend to be light-hearted, too; generally, Monitor prefers to keep the mood light.
They have a notable lying streak, having little use for the truth unless it makes for a better story; this makes him an excellent storyteller and an unreliable agent. This extends to his outright impressive ability to remain calm when he feels like it and tell jokes even when near-death; combined with his lack of proper facial expressions, truly discerning what Monitor thinks and feels at any given moment, even if he tells you himself, is a feat. Are they truly angry, or putting on a show? Does he feel a shred of sympathy or think it's a better story for later?
One of his more surprising traits is his penchant for introspection; despite Monitor's ability to never shut up, he is shockingly analytical, with opponents and allies alike often surprised by the smart observations peppered between his stories. A lot of his seemingly impulsive behavior is backed up with decent amounts of pragmatism, making him a surprisingly capable villain when the time calls for it. All of this begs the question of just exactly how random his behavior is. It wouldn't be possible for him to make it this far through sheer luck, and many of his schemes make that obviously not the case...
...but one of the few things Monitor doesn't lie about is his erratic behavior. Above all else, he is an unpredictable and rebellious personality that has no inherent regard for peace, security and authority beyond how it serves him and his friends--and even then, it does not take much for him to slip. This is not to say that his actions are random, but that understanding their reasons is often difficult, and they can change at a moment's notice. Monitor's temperament is best equivocable to a diamond; unbreakable in the obvious spots, and more fragile than glass if you know where to strike. Indeed, no matter how charming Monitor appears to be, underlying every action is a borderline-psychopathic lack of empathy for his fellow man.
But that's what makes it funny!

The exact inner workings of his body are unknown but x-rays indicate that it functions remarkably similar to a human's from the neck down. As a result of their quirk, their head seems to be some mix between a computer, a television and an actual brain.

The exact inner workings of his body are unknown but x-rays indicate that it functions remarkably similar to a human's from the neck down. As a result of their quirk, their head seems to be some mix between a computer, a television and an actual brain.
He possesses a startlingly large wardrobe of clothes, all of which are designed to help him stand out across the crowd even without looking at his head. A fun, Hawaiian t-shirt, a white tuxedo with dashing pants, or a butler getup with a black vest and bowtie; everything's fair game so long as it's fun! Monitor bears a penchant for adorning their television with human-like accessories like sunglasses and hats, sometimes adding more 'usual' adornments like antenna. The picture in his TV is not entirely static: when sleeping, he emits no light; when enraged, their display becomes eerie, corrupted and red.
Their voice, on a normal day, is that of an excitable, somewhat deep young man's, with an automatic filter given it a robotic undertone. Their exact pitch and cadence vary dramatically, however; depending on his mood, it can undergo erratic and extreme shifts; very useful for singing, and doubly so for intimidation. Exactly how much control Monitor has over these voice breaks is uncertain; it alternates between a nervous stutter and simple comedic timing. His conversation is sometimes marked with erratic starts and stops that make him occasionally hard to follow; "Good morning, [dearest]!"
