Expressive is a good way to sum up Jingjing, her mood and thoughts and opinions clear as day from the way she talks and how she moves. She is quick to compliment or complain and can give the impression of an easily swayed person, but she has deep rooted convictions and a stubborn streak that results in anything she has to say about a situation not having much impact on whether or not she'll see it through. Her determination doesn't stop her from trying to do things as easily as possible and if she can weasel out of something she doesn’t want to do, as long as there's no high stakes and it won't seriously inconvenience others, she will. Beneath her happy-go-lucky attitude she has a lot of anxiety that she does her best to circumvent by staying busy or having background noise of some kind, and she has a hard time in situations where she has to sit still and be quiet.
As far as Jingjing is concerned, people who turn on their friends, family and allies are truly evil and far worse than even the most cartoonishly evil of villains. She believes that vigilantes are necessary because heroes, police and other officials are limited in their ability to handle corruption and other problems. Even though she is one, she thinks its good that vigilantism is vilified because it encourages better regulations and fixing blind spots and loopholes that get abused. Despite these beliefs, the biggest reason that Jingjing chose to become a vigilante is because hero and police training, schedules and paperwork sounds like a tedious nightmare that she would never ever want to deal with.

She has a terrible poker face and wears her feelings on her sleeves and even those who don't know Jingjing that well can tell at a glance what kind of mood she's in from the look on her face and the way she moves about. Although her frame is small she is closer to a couch potato than any kind of athletic sort and lacks much muscle mass at all. She keeps her hair short and has pierced ears, and usually doesn't wear much makeup beyond painting her nails. When using her Quirk she sprouts a large pair of ram horns from the sides of her head and a 'mane' of fluffy white wool.
She likes mixing sporty and baggy clothes together in her outfits and little accessories here and there, and her general sense of fashion could be called very skater-punk-inspired. She happily wears the various outfits her job requires when working at the Costume Cafe and if it weren't for her body language and personality she would often be hard to recognize. As a Vigilante she focuses on hiding her face and hair more than anything else and often borrows pieces from various costumes to use as her disguise.

Fan Jingjing here! Where should I start? I'm from China, a sort-of-smaller city that isn't too small to be a village or anything but isn't really a big hustle and bustle kind of place either. I used to joke that we got anything new two years after everyone else did when I lived there. We had a lot of ups and downs growing up, going from pretty well off to super poor to comfortably in the middle. Not in that order either, and several times every couple of years! It wasn't the most stable but I don't have too much to complain about, and my parents always made sure I had what I needed. Which makes me pretty lucky, I think!
I've always gotten into trouble a lot, but usually not on purpose. Accidents happen, and the not-so-accidental ones aren't really my fault either! What are you supposed to do when you see something bad going on, just ignore it? That doesn't help anyone! But if a good quick headbutt from Lion-mode can get someone to knock it off, I don't see why I should get in trouble for it too! Before you say anything, it is too a Lion-mode! Lions are symbols of strength and stability, and I can headbutt really hard and knock just about anyone over when I use my Quirk. Plus, I even have a big fluffy white mane when I transform, so if that doesn't make me a Lion then I don't know what does. And who says Lions can't have horns, anyways?
Being serious though, I was a vigilante back home too but I wasn't all that good at it and blew the whole secret-identity-so-the-government-doesn't-get-mad-at-me thing enough that it wasn't a good idea to stick around. I can't help anyone if I end up in jail for headbutting a mugger, you know? So I ditched my old alias and came to Japan, and got a job at a Costume Cafe. It's a lot of fun actually, but it also means I can do this whole Vigilante thing properly too. I even have some vigilante friends to help me out!

QUIRK DESCRIPTION: Thanks to a special Quirk Organ replacing her adrenal glands, she can trigger a transformation when excited, stressed and so on that causes her to grow ram horns and fluffy wool. While transformed the strength of any head or horn based attacks as well as the durability of her horns, skull and neck depend on how strong her Quirk is.
QUIRK DRAWBACKS: Little Fugue has all the normal downsides of an adrenaline rush such as carelessness, not thinking and acting on reflex and impulse while also causing a form of temporary memory loss if overused. Her personality and mannerisms remain the same and her memory will return, but the time spent in a haze can be anywhere from a few minutes to an entire day without her realizing it. Because of it relying on unique body chemistry, interference or complications such as blood loss can force the transformation to end early or prevent her from transforming entirely. While parts of her do become stronger and more durable while transformed, it is not a full body effect and most of her body is just as vulnerable as always.
