A beacon of optimism, it is often difficult to find moments where Etsuko is not smiling while passionately toiling away at some random creation. Known to find worth in every piece of scrap she finds, her resourcefulness almost knows no bounds; she has even been known to try to salvage old broken down technology into something new! No matter who you are, Etsuko is more than willing to give you an unwarranted gadget or two, although most of her creations are useless, being made of refurbished scrap and filled with a multitude of 'features' that often bog down those who try to use them. Despite seeming like a never ending bundle of jokes and smiles, there are times where this side of her seems missing.
Her optimistically goofy and whimsical nature exists simply to hide the pain of her past. Each useless invention is a reflection of her internal self, at least, to her it is. When these inventions are rejected it often feels like a personal slight against her. To Etsuko, these are challenges that need to be beaten. Normally something she loves to solve, sometimes she can be overburdened with the feeling of needing to perfect one of her devices, often seeking collaborations with other inventors to try to improve upon herself as well as her own design; Although it is rare for her to seek assistance a second time as feeling dependent on others, as she fears, could send her down a dark spiral.
She is a musician at heart, her emotions run wild in all directions. Etsuko just does her best to make sure the world only sees her good emotions; luckily for her, singing is a great outlet for stress.

Etsuko Eto stands 5 feet 4 inches, or 162.5 centimeters tall with a surprisingly lithe hourglass figure yet has formed little to no musculature. Her eyes are a crimson red, the same color as the highlight-like streaks in parts of her hair. She has long, bright blonde hair that extends past her shoulders, ending just above the halfway point of her upper back. Her hair is often brushed, but never stylized, allowing it to drop naturally. Instead of the normal ears that one would expect, Etsuko's ears are replace with her quirk factor; two long metallic antennas that protrude above her head at different heights and completely encompass where her ears would normally be.
When it comes to clothing, Etsuko wears basically anything she can get her hands on, but if she bought it herself the outfit is likely dark black and red. When working in the support room/her office/workshop, she has specialized headphones that fit around her antenna that are designed to block out external noise so that she can listen to music and focus. Her favorite outfit, however, is a heavy duty zip-up jacket with a thin white shirt underneath, a black frilled skirt, black thigh highs with red accents, and angular designed boots with red heels. No matter what outfit she has on she always has a black and white bandana tied loosely around her neck.

Born to ███ and ██████, Etsuko was almost destined to be a star. ███ was an █████, and ██████, while ██████ was a ████████ and ███████; both of her parents were borderline savants in their own right. Their daughter was anything but different, almost like a perfect combination of the two. Full of musical talent, she would often assist ███ by singing the songs ███ wrote, or even help put together small child-like robotic toys for ██████. Her school life wasn’t all that different; she made many friends, some of which likely chose to befriend her because of her █████s while others befriended her because she had a knack for making them smile. Eventually, she joined ███ on a radio talk show as their adorable little girl. Unfortunately, this life couldn’t continue forever.
Suddenly, one day, she was waiting for someone to come home who never did. She knew how to cook, but wasn’t very good at it; someone else did the cooking for her. Who stocked the refrigerator? She was only 14, and now she was fending for herself. School didn’t change, but her fellow students ceased mentioning... something. Something was wrong, but she couldn’t put a finger on it. Back home there were photographs of her, laughing, smiling, but she couldn’t figure out who the silhouettes were behind her. Shouldn’t her █████s do something about this? Where were they, anyway? Whenever she thought about her ██████, they wouldn’t appear in her mind. Instead, black silhouettes replaced their bodies, white static replaced their voices, and thick black bars replaced their names wherever written. Outside of her memory, she looked through what appeared to be her █████s' room, but everything that linked to whoever slept in that room’s existence was seemingly erased.
She knew she needed help. The police tried to help, but all of the information regarding her ████████s was somehow erased from the database. There were signs that suggested she was there, but everything was empty. Everything outside of her house appeared to have been wiped clean of everything in her family. Etsuko was nobody, a ghost in the system. She was Japanese, her records existed, but that was it. Knowing the little girl couldn’t live on her own in that house, they instead assigned her to an orphanage; Everything she didn’t want to keep from her old house was donated to the orphanage and promptly auctioned off if it was of no use to them.
Luckily for Etsuko, the orphanage chose to keep everything invented by ██████. She remembered most of the inventions, and opted to practice on them day in, and day out until eventually... she had an epiphany. Without █████s, she couldn’t really attend school past normal graduation; that cost money. She needed money but had limited skills to earn it without spending money to start. Instead, she chose to do something that very few would have ever attempted in their life; Something she was uniquely capable of doing alone than her peers. Salvaging materials from some of ██████’s inventions, she created a device that read radio waves. Wirelessly, she could determine what frequency it would be set on, and also allowed her to do anything she wanted with it. Setting up an anonymous donation box online, she began the first broadcast of Justice Radio.
She called it this because she now had a plan. She would be the one to solve the disappearance of ███ and ██████. To do that, she needed resources, and who had more resources than the hero association? After several years of broadcasting her own music, songs that she remembered from her past with the silhouettes, while also talking about the modern happenings of heroes and vigilantes performing sweet JUSTICE on the villains, she managed to raise enough money to get accepted to UAU as a support student. Thanking everyone who tuned in and donated, she dismantled her radio, and arrived at UAU; the only things she brought were some clothes, and a ton of scrap.

Relay
Mutation/Emitter - C
With the use of wireless signals Relay allows the user to connect and interface with electronic devices and store in memory all of the necessary data to do so. Relay manifests itself as two advanced mechanical antenna where the users normal ears would be. These antenna regenerate like skin over time but can also be manually repaired.

[attr="class","etsuko-title2"]Drawbacks
- To connect to a protected device, Etsuko needs to know the encryption type, and password. Learning both of these can take a long time to figure out.
- Relay has a limited range based on the device she is trying to connect to; if the device can only connect up to a max range of 3 feet, then that is how close she needs to be to it to connect.
- Two-way connections leave her vulnerable to being attacked from the device she is connecting to.
- If her antenna are damaged information she sends or receives could become corrupted or her quirk could be forcibly disabled until her antenna are repaired.

86.5 Justice Radio (JSTC) - D-
Manufactured by: Etsuko Eto
Description: Etsuko's not-so-portable FM Radio Emitter. Currently located in the support classroom at Etsuko's desk. If you know the encryption key you can connect to it as a broadcaster from anywhere inside of UAU. It currently can broadcast to the same district of Tokyo as UAU is located in, but otherwise is unable to pass connections from one device to another. Lacks all peripherals so to control it you need wireless capabilities. Stores all information related to 86.5 Justice Radio, or JSTC, including the songs Etsuko has written, sung, and recorded, as well as several voice modulators that allow connected users to warp their voice.
Inert Droid: Wan - D-
Created By: Etsuko Eto
Description: Her current attempt at creating a semi-intelligent artificial intelligence. Currently, it is completely inert mentally and might as well be an RC car. It is exactly 30x20x25cm in size, has a single red eye on the center and is painted with yellow racing stripes. It can't run very fast, can't jump very high, and currently can support only a single attached peripheral device.
