Church could best be described as a snake in a candy-coating. First impressions often leave people thinking he is a harmless, meek young man with a humorous disposition, but that is only the surface. In reality, Church is enthralled by violence and the human condition, loving nothing more than to pull the strings and watch chaos unfold around him. He has no morals to speak of, and cares little for the concept of good vs evil, merely acting according to what amuses him and what doesn't. Because of this, he is extremely unpredictable. Given the right circumstances, he is just as likely to assist a Hero in taking down a Villain as he is to help a fellow Villain. In the end, it all depends on who captures his amusement, aka whom he deems his 'toys'.
Despite the air-headed act he puts on and his careless behavior, Church is what most would call a prodigy. What he lacks in strength he makes up for with intelligence and a talent for strategic thinking. He is surprisingly sharp and manipulative, though he rarely shows this part of himself directly, preferring to portray himself as vulnerable and powerless to drop the guard of those around him. If you think you have the upper hand over him, he's likely enjoying it.

Church is a lean almost-feminine young man with feathery medium-length white hair and vibrant red eyes. After loosing a bet to a woman at a bar, Church let her use her quirk to change the color of his hair and eyes permanantly. Although she was the one to pick the cotton-candy theme, Church has since embraced his new color scheme. His right eye is now pink while his left is a light blue, and his hair shifts from white to blue on the right, and white to pink on the left.
While out to cause mischief, he often wears a colorful costume of pinks and purples, styled rather Mad Hatter-eque complete with top hat. Contrary to what most might presume of someone that became a Villain, Church had a very supportive upbringing and was raised by very loving parents, but perhaps that was his downfall. Church was the second son of Dr. Alice Blackburn and Dr. Jason Blackburn, a couple that ran an illegal clinic offering medical services to Villains. Despite their profession and lack of typical morals, his parents put nothing above family and cared deeply for Church and his two siblings. Young Church was happy and often helped his mother and father in the clinic alongside his twin sister, Faith. Of his siblings, Church was the only child to inherit both of his parent's Quirks, although not as potent as the originals.
Two tragedies likely helped shape Church into the young man he is today, the first being the loss of his twin sister. Faith had inherited their mother's Quirk, Vishakanya, but had very little control over it. Because of this and the dangers of her own power, she was instructed to not use it for fear of her safety. However, as they grew older Faith began to feel useless compared to her two siblings who could use their quirks without issue. When she and Church were fifteen, she began to practice in secret to try and learn how to control her power, until she made a fetal mistake. While trying to change a drop of her blood into an acid, the blood inside of her body took on the properties instead. Without the control necessary to protect herself, the acid began to do what it did best, consume. At the time, their parents had been out and there was nothing Church or their older Brother, Arch, could do to save her. All Church could do was make a compound to knock her out and hold her until it was over. He suffered burns across his chest and arms from the ordeal, but unlike the mental damage, those healed in time.
The second tragedy came when Church was eighteen. His older brother had grown increasingly distant, and sometimes even violent, towards him and their parents over the years since Faith's gruesome death. The atmosphere in their home slowly become tainted and strained, everyone walking on eggshells to avoid another fight with Arch breaking out. Church often took the brunt of Arch's rage, and more than once the two were badly injured in an altercation with each other. Because of this, Church began to roam aimlessly in the city most days, refusing to come home until well after Arch had gone to bed. It had been one of those nights when Church returned to find firetrucks surrounding the building his family lived in, except that there was no building. Where it had been there was merely a pile of rubble, still burning and smoldering in some places. Here and there he could see remnants of their home and the clinic. A metal tray on the street, a charred blanket snagged on the hydrant beside him, the skeleton of their sofa half-buried by what had been their living room wall. Church stared at the scene in numb silence until a police officer mistook him for a nosy passerby and shoo'd him away, leaving him to wander off confused and in shock.
Later on, Church learned his home had been destroyed by an explosion. Both of his parents had been killed in the blast, but no evidence of his brother had ever been found. A part of Church believed his brother was responsible for their parent's demise, but Arch had seemingly vanished without a trace so he held no real hope of revenge or even just confirming this. Instead, he simply gave in to the effects of his quirk and trauma and slowly slipped away mentally, becoming the deranged man he is today.

There are two aspects to Church's Quirk;
The Hydra- Church's body is capable of changing the chemical composition of it's fluids such as blood, sweat, tears, etc. He can do so either inside or outside of his body so long as he is touching it during the changing process. Compounds created within his body do not effect him physically nor impact his health unless he consciously chooses to let it do so, i.e. if his blood becomes poison it will not poison him as it typically would, unless he wants it to. Due to his quirk, his body itself is not only more resistant to chemical attacks, but also generates fluids such as blood much faster than your average person. He can still die from blood loss, but it might take quite awhile.
The Decay- Church's body is capable of creating a mutagen that, when fed to a small creature no bigger than a cat, can cause mutations in said creature and allows him to control them. (narrative use only) Once the mutagen is ingested, his control over said creature is permanent and can only be broken if it dies, or should he die then they will all die.
QUIRK DRAWBACKS:
The Hydra- Church must know what he is making in order to make it. For example, he can not tell his body to generate a deadly poison if he has no idea what chemicals make up the compound he wants. Nor can he manipulate the flow or shape of said compounds. Also, although the components created by his body do not hurt him physically, he can still experience pain when it comes to things like poisons or acids, which grows in intensity with it's potency. Lastly, this quirk has had adverse effects on his psyche, causing him to become enthralled with his own mortality as well as that of other's. This leads him to take risks with his safety in the pursuit of danger and can make him unpredictable as well as mentally unstable.
The Decay- The range that he can give commands to his creatures is limited. He can issue new commands within a medium range from his creatures, but should they leave his area of influence they can only act according to their last command. For example, if he told one simply to 'bring this package to Jack', and a person attacked said creature enroute, the creature would not defend itself but merely flee and continue to try and reach Jack. Because of this, his commands often need to be detailed and precise to be most effective.
