Fuyuko is a girl who has long had high expectations put upon her. Born into a wealthy family, from a young she was often used as a political tool of such. She was at all of the big events alongside her family so that she could be brought up in the "proper" way. She was also, however, rather sheltered. Her experience with the world was primarily that of her parents business friends. She has been homeschooled her entire life, waited on hand and foot by countless maids and butlers, and given every present her heart has ever desired. Because of this her perception of most normal people is rather warped. She rarely understands the struggles of people without money or family connections.
The lack of companionship that most of her childhood afforded her often leaves her longing for attention. Wether this be friends, admirers, or even negative attention from people like police. She is incredibly insecure, and a way she counteracts that is a constant desire for attention, this effect also stemming somewhat from the function of her quirk. At the same time however she is incredibly shielded due to the nature of her upbringing, hesitant to let people into the real aspects of her personality. She flirts with people primarily because it's the main way she knows to interact with others.
Her quirk has lifted some of the burdens of her upbringing as due to it's very nature she has always been gifted a sort of natural charisma which carried her through much of her life. She's also incredibly flirtatious at almost all times. Sometimes on purpose, but often simply as a standard reaction to her situation. She will compliment others in incredibly sultry ways, enjoys physical contact, and rarely gets bashful in any sort. She is outwardly a quite nice, if not overtly flirtatious person.
Fuyuko is, however, pretty disconnected from others. She has little care for most people, only making a few exceptions for those she considers close friends. Outside of those friendships she often doesn't understand the purpose of other people. She's not sadistic by any means, but rather simply uncaring about others. Fuyuko has put a lot of effort in looking as appealing as possible to outside observers. To that end her body is well maintained in the gym to give her a curved figure. She has a delicate musculature system, aiming to accentuate her waist, butt, and chest for the ultimate purpose of making her more alluring to others. This carries over to her movements as well as she seems to move as if she is trying to entice anyone watching her. She has bright pink eyes that instead of having circular black pupils are actually a lighter shade of pink and the shape of a heart.
She looks fairly normal from an outside glance, but her body has a lot of subtle differences from that of a regular humans. When looking closer one would notice that the pupils of her eyes have a glow to them, making them stand out even more than their pink color normally would. Her ears have a slight point at the tip of them, and her canine teeth are incredibly sharp, and actively retractable. While they are a normal length most of the time, when opening her mouth her fangs will elongate another inch. These fangs are easily able to pierce into skin.
This is also assisted by Fuyuko having a great aesthetic eye of her own. She keeps her long purple hair perfectly done as often as possible, and she wears outfits that accentuate her figure and appearance. This is usually a rather professional attire, button-up shirts, overcoats, and stockings. She will however wear all of them in ways to draw attention to her attractiveness.

Fuyuko's childhood was spent more as an object, a status symbol. To that end the girl was pushed into plenty of "hobbies". She did ballet, she learned the violin, she learned to sing and act, and whatever else her family thought would impress the cavalcade of highfalutin judges they barely considered "friends".
All of this painted Fuyuko's idea of what it meant to have friends, or be around people at all. To her parents, friends were tools that were used to advance their own desires, and so that's what they were for Fuyuko as well. Enrolled in one of the top private schools in Japan from Kindergarten on she was quite consistently one of the most popular girls in school at all times. This even came when her quirk came in. She simply went as over the top into her alt vamp aesthetic as she could and hid the aspect of her quirk that made people more suggestible to her needs. She'd even begin to use that aspect of her quirk to her advantage. She could convince people to do things for her that would make her more popular, or, in some instances, make someone else less popular if she thought they were getting too close to her. By the time she was in middle school she was a quite stereotypical mean girl. A bully with a flock of underlings. Most of them never even needing a bite to listen to what she told them to do.
This began to change when Fuyuko was at the end of her time in junior high. While figuring out which of Japan's prestigious high schools Fuyuko would be attending, the young girl herself was growing as a person. Meeting a new friend, who despite being a fellow rich scion from a prestigious family, was very different from Fuyuko herself. Throughout high school Fuyuko's friendship would make her grow into a better person, a nicer person. Still someone who resented her upbringing, her family, but not someone necessarily taking it out on those around her as severely. The nicer nature she had, and the beauty that she developed in part thanks to her quirk made her an incredibly popular girl in high school still. She would regularly be flooded by love confessions and flirtation from other students.
She didn't really have friends other than the one, instead she was either ignored by her parents, or flooded with infatuation from her peers. All of this combined to make her hate her schooling experience, and so upon graduating she, to spite her parents, became a host. It allowed her to be constantly given the love and attention she had grown accustomed to, while avoiding the stress of the school environment she hated. But, even as a hostess her friend reminded her a way that would bother her parents even more, so she decided to follow her friend to UAU.

Fuyuko's quirk is outwardly fairly unassuming without further investigation. However, her fangs are more than just aesthetic, allowing her to easily suck the blood out of someone with a bite. Her quirk makes her especially adept at sucking blood, able to drain the average human body of it's blood in an hour if she can sit and drink unimpeded. Her body is able to do these things because it survives off of blood.
Her teeth don't simply allow her to remove blood however. The second, and far more dangerous aspect of her quirk is the venom her body emits to worsen her abilities. Fuyuko's body generates a special toxin which secretes from a special gland at the back of her throat and reacts with the blood of anyone which she is drinking from. This toxin will make the target she is drinking from incredibly suggestible, the more of the toxin that has entered the bloodstream the longer these effects take hold. For most this toxin will cause a deep infatuation that makes Fuyuko able to entice people to do what she asks of them.
Her abilities even with the toxin are not unlimited. The stronger someones mental fortitude (constitution) the easier it is for them to fight against her control.
QUIRK DRAWBACKS:
Fuyuko has to consume blood to survive, her body cannot function without the specific nutrient make-up found in Human blood. This means that she needs to either find a willing participant to give her blood, have a legal source for blood to drink, or find less legal means of feeding. She needs to consume around half a liter every 8 hours to maintain the same level of nourishment that a person eating 3 square meals a day would.
The other large drawback of her quirk is her body's reaction to sunlight. Like the vampires her quirk has found her so similar to Fuyuko's skin has been made incredibly sensitive to light. Direct sunlight causes her skin to blister and burn with incredible pain. Because of this she can't go out in the day without shading herself from the sunlight. This relegates most of her life to the night where she can travel freely.
