This served to benefit the boy as he fell in love with science from a young age. Even while constantly shifting his living situation he kept a high interest in academics and learned a lot from a young age.
His grades in school never seemed to reflect his actual knowledge, and many of his teachers could tell that. He was more likely to get an incomplete than he was an F, as when he did finish his work he had some of the best marks in his class every year. It was when Chan was 12 that his intelligence was noticed by less than reputable agents. A group of his peers that were involved with one of the local gangs saw Chan has a great opportunity to do much more than they had. Chan was simply excited to have a group of friends, regardless of what they were asking him to do.
Chan was incredibly well versed in computers by this point in his life, and was a better hacker than any of the adults in this gang. The young boy was used to infiltrate buildings, disable security systems, and hack city infrastructure to assist in getaways. Chan was in an environment where people seemed to actually care about him. He would hang out with them after their criminal acts, he'd play video games with them, it was like he finally had a family to call his own.
Until one night when he was 15.
Everything was going wrong. It was like the place they were breaking into was ready for him specifically. Viruses that he had crafted solely on his own where countered with such precision that it had to be a trap. It was. The money and tech they were there to steal had never been there in the first place, the police just knew it would be too enticing for the gang to avoid. When fleeing, the gang left Chan behind, seeing him as expendable. Chan was arrested. More importantly to him, however, he was betrayed.
He was lucky in that the judge saw him as just a lost kid who had been taken advantage of. But that didn't change that he had stolen a lot over the past few years. Still, he was given a light sentence of two years in jail. A year into his sentence however, he was given an option. Get out early if he was willing to work for the government and become an "ethical hacker". Chan hated the idea of working for the cops, but he loved the idea of leaving jail early, and so he spent the remainder of his sentence working for the cops, helping to take down the very gang he used to work with.
Working for the government was not entirely for him though, and staying in Shanghai now that his old friends wanted him dead didn't seem like a good idea either. Using the connections he had gained working for the government, he managed to get some glowing recommendations sent to UAU, and was given an offer to join the school. As such, having only recently turned 18 the boy would move to Japan and join the support department of the prestigious university.

Electro-Stasis is, simply, the ability of Chan to manipulate the electrostatic force that his own body emits. All objects have some level of static electricity; Chan's quirk allows for him to temporarily modify his own electrostatic field to cling to whatever surface he choices in the same way a balloon clings to a wall. While the forces governing this are the same as a balloon, Chan's quirk allows him to make that force incredibly strong. To the point that he can stand upside down on the ceiling or stand on top of a moving vehicle without having to worry about. being thrown off. Chan Juan can't manipulate the electrostatic field of others, meaning that his quirk only allows him to stick to things, not stick other things together.
The secondary element of the quirk is a large boost to Chan's Awareness. The constant manipulation of the static force of his body has led to his mind being able to track his electromagnetic field. Being that his quirk as allowed for him to manipulate that force he can also manipulate how strong this situational awareness is. In a passive environment his mind can react to things entering the space up to a foot around him. This means that he can sense when a punch or projectile is coming from behind him. This does not affect his actual speed of reaction, it just means that he will notice it. While the quirk itself does not give him boosted awareness, this nature of his quirk as made him push far more energy into his personal awareness.
QUIRK DRAWBACKS:
One of the issues caused by Electro-Stasis comes from its use to consistently change the angles he is standing at. He's not affecting his gravitational field; he's just using static to stick to surfaces, meaning that he can have consistent issues with blood rushing to his head when he's upside down or sideways. There's also the issue of where the electrostatic discharge of his quirk goes. Static is an electric charge, after all, and charging it to the point that Chan does puts a lot of potential energy into an electric charge, which his body distributes internally. This causes damage and fatigue over time. This doesn't cause too much injury unless using the quirk for a long period of time, instead just causing chronic pain in his muscles.
The sensory gift of his quirk also comes with an incredible downside, as it doesn't fully discern between something that's dangerous and something that's pointless. A fly entering his space would trigger his senses the same way a bullet would. The only difference is how fast it's moving. This causes quite severe anxiety issues at times.
