Basic conditioning proceeded according to expectations until early adolescence when the subject began exhibiting signs of rebellious action and rejection of normal conditioning methods, on multiple instances subject was exposed to Division Head Medusa’s quirk leading to damage that although repaired has left permanent scarring on the subject no long lasting damage has been noted.
Subject has begun leaving facility of their own volition although returns to the facility as well, Division Head Medusa has given orders to not pursue the subject as subject’s quirk has progressed to the stage at which he is no longer capturable by force. Subject appears to spend their time at a boxing gym run by Kenji Gamogawa, former stuntman and professional boxer. As interaction with Gamogawa has increased over time, the effect of the conditioning has decreased by a large margin although physically the subject has increased in both speed strength and durability. The sudden interest in Kamen Rider is concerning and both the subject and Gamagawa must be watched more closely.
Exposure to Gamogawa has continued to increase during the subjects multiple years of conditioning and as of now the subject is of legal age to leave the program and is doing so. Although this is rare and conditioned subjects rarely leave the program and are instead reassigned subject has rejected most of the conditioning attempts including exposure to correctional enforcement. Subject appears to be leaving the US to apply for admittance to UAU in Japan with Gamogawa accompanying him. Division Head has allowed this to proceed as research into the long lasting effects failed conditioning will have on subjects.

Leo acts as a hole in the fabric of time. all around him time is sapped from sentient beings and drawn into himself. This in turn increases the amount of time Leo has to work with. In practice, this acts as the reduction of speed to those around him, which results in a proportional increase to his own speed. This quirk functions in two parts which Leo refers to as 'Action Radius' & 'the path of heaven'
Action Radius: Leo exerts an aura that draws time into himself by sapping it from sentient beings within a large area around himself. This results in the target having less time to work with as compared to the passage of time outside of this zone or even when compared to non-sentient objects within the area. Leo can sense the directions in which time is flowing to him from, This applies a penalty to speed equal to 1 rank per 3 tiers (currently 4)
The Path of Heaven: Only while Action Radius is in effect, the siphoned time is applied to Leo giving him proportionally more time to work with when compared to the passage of time outside of the zones area of effect or non-sentient objects within it. This Modifies Speed increasing it by 1 rank per 3 tiers (currently 4)
QUIRK DRAWBACKS: Zone generates a large amount of heat, This causes Leo to run hot and if he's not careful he can succumb to heat stroke or organ failure if he reaches critical condition, this can cause streams of steam to trail off Leo when he is outputting sufficient heat. Because Leo is a hole in time he suffers from Dyschronometria. Dyschronometria is a condition where a person cannot tell the amount of time that has passed. This leads to Leo being late fairly often and missing the timing of things. Zone can not affect non sentient beings that being said Ranged attacks have the advantage against Leo’s quirk as he would have to close the distance while avoiding being hit.
