Tokyo was always a hustle and bustle of pedestrian traffic, all manner of people coming and going. People in suits, the latest gothic fashion, over-the-top costumes, more casual clothes, and even some folks going around in animal themed onesies. It was much more lively and crowded and different than back in Iya Valley. Well, some parts of Iya were a popular tourist area these days but she was from a cozy little part tucked away in the hills that barely had a hundred people in it. There was always some new and unfamiliar face here in Tokyo.
"Enjoy!" Nami declared with a beaming, big grin on her face as she handed over a fresh, piping hot serving of okonomiyaki to a customer. "If you like it come back for another any time!"
Her food cart was one of the older style ones, mostly made of wood and with fold-out counterspace and a big wooden block for a brake under the wheels. There was a big hand-written 'Yatta! Yatai' sign up on top of the little roof the cart had with a big thumbs up doodle on the corner. She was often out and about all over Tokyo selling Okonomiyaki so she wasn't a rare sight. Still, with how big and busy Tokyo was it wasn't unusual for people to have never seen her before either. Which was always fun, since they tended to be delightfully surprised by her old style cart compared to the much more modern food micro-trucks that most vendors like her used these days.
Humming to herself as she scraped away and wiped down the grill top to get ready for another customer, a small group in suits approached - popped collars, rolled sleeves. From the corner of her eyes she noted bits of tattoos on their arms and necks. Not one of Gramps friends, one of the other less-friendly yakuza groups. Were they here to try to get a message to gramps or one of his friends? She hated running errands, it was so boring half the time, so she hoped it'd be short if so.
"Oi, woman." The 'greeting' prompted a tip of her head and a smile from Nami, ignoring the rude attitude for now as she gave a louder 'Hmm?' to acknowledge their presence while she worked. "All the food trucks around here have to pay a sales fee. Now, you probably didn't know so we'll let you-" "This is a cart, not a truck." Nami cut him off with a raised finger and a laugh, getting a few snickers from the other yakuza. Apparently the man didn't have a sense of humor though, squaring his jaw and harshly slamming his hands on the counter as he leaned forward with enough force to make the cart shake and Nami had to scramble to quickly stop some bottles from falling over. "Are you an idiot? A food truck is a food truck, even if it's an old rickety piece of junk like this. And rules are rules, you sell here you pay up, got it?"
Nami blinked at the man, then at the others with him. To an observer it probably looked like she was stunned. In reality, she was simply speechless at how stupid this guy was. He wasn't even here to start a gang fight or anything, he just thought she was a normal vendor and trying to brute-force some protection money out of her! She didn't even pay legal fees, why the hell would she pay this idiot?

There weren't many empty spots in Shibuya. Even when a business went under or a company shut down, someone else was quick to buy the building. That didn't mean there weren't any places in need of renovation that might as well be abandoned, but someone somewhere owned it. It usually came down to one of a handful of billionaires or one of the yakuza clans vying for control of the area.
On a quiet lot a sneeze away from the hustle and bustle that filled Shibuya at all hours, Nami was doing her best not to fall asleep where she was standing.
Bringing a fingerless gloved hand up to stifle a yawn through the blacked out motorcycle helmet on her head out of reflex, the men in suits gave her annoyed glances and prompted her to turn her hand around into a sheepish wave. Putting her out of mind they went back to business, and Nami found herself wishing she was running her food cart right now. The lunch rush was actually a pretty good time for Okonomiyaki, but Gramps had needed a favor to make sure some kind of deal went down. All she knew is it was something about real estate, which meant it was the boring and not even remotely cool kind of villainy.
Someone came staggering in, yelling something and everything went to hell all at once. Weapons were pulled out, accusations tossed around, and Nami was suddenly alert and swinging one arm up to point at a man attempting to brain one of the dealmakers with a shovel. With a burst of light and heat and a series of bangs like a firecracker, Nami fired off a quick burst of fusion ‘bullets’ that peppered the attacker. Catching a glimpse of a familiar tattoo as the man fell, and fighting escalated, Nami came to one quick conclusion that she cheerfully announced out loud.
“War time!”

Nami presents herself as a cheerful and encouraging food cart vendor that happily serves her customers and is always up for small talk, letting someone run a tab, and lending a hand when needed. To her credit, she sincerely is all of those things. She is also someone with a petty streak a mile wide and incredibly stubborn about people and things she doesn't like. Which is a short list, but once you're on it its nearly impossible to get off of it. She has little regard for any form of laws or rules, often saying "Rules Schmules" even in her civilian life whenever someone cites a rule or law at her. Even though she is genuine in her overall friendliness, and certainly doesn't like it when her friends are in some kind of trouble, she struggles to feel any real sense of concern, fear or worry for others and rarely has her own mood impacted by things that don't directly involve her. She is fond of intentional asymmetry, such as wearing one knee sock and one ankle sock. When she was very young she had black hair, brown eyes and pale skin, but for some reason her Quirk manifesting turned her hair and eyes red and added a hint of red to her skin - most notable in her almost always rosy cheeks. She has three freckles on each cheek, and a black tattoo shaped like a wavelength on her left side. Partially because of her Quirk and partially because its fashionable and convenient, she wears fingerless gloves on a day to day basis. As the villain Blaster Master, Chixia currently wears a blacked out motorcycle helmet as a mask, a leather bikers jacket, leather pants and boots. She hopes to one day get a proper outfit for herself, once money and inspiration strike at the same time. Rather than this being intentional in any way on her part, she is simply an orphan that slipped through the cracks and never got any form of proper registration in any of their systems. No birth certificate, no surname in the registry, and never legally adopted. She was taken in by an old man she refers to as "Gramps" when she was very young, a former Yakuza boss spending his retirement years in Iya Valley, a secluded part of Shikoku that considers even other Japanese visitors to be outsiders. Kept off the grid intentionally, Nami learned quite a few less-than-legal things during her childhood and ended up with no real sense of right and wrong at all. While her adoptive grandfather intended for her to join the Yakuza, she was always much more interested in super villains, big monsters, and much more exciting things than the more mundane property and smuggling related crimes the Yakuza tended to engage in. Even though she didn't join the Yakuza, she still left Iya Valley with her grandfather's blessing and moved to the city. Presently, she lives in a run-down little apartment in Shinjuku thanks to a landlord that doesn't care about any sort of legal formalities like ID or background checks and started up an Okonomiyaki food cart business of her own that she calls Yatta! Yatai. Although she has been told to get the proper licenses in the past when its come up, her lower-class status and cheerful demeanor (and some free Okonomiyaki bribery) has let her get away with slap-on-the-wrist warnings from officials. She is still in touch with her grandfather through various means, and often does favors for him by acting as a go-between for Yakuza members while maintaining the cover of a clueless quirkless Okonomiyaki cook.
