The entire agency was in truth self contained within the larger ATSA corporate headquarters, though entire floors of the skyscraper were sequestered off purely for Hero Agency use. Titanomachia enjoyed a corner office, with floor to ceiling glass windows on two sides of her office, flooding the room with natural light. It was early in the morning, but not too early, she wasn't exactly a morning person and ran frequent night patrols.
Normally, Titanomachia was rather chipper in the morning once she got some iced coffee in her. Though today she had a dour look on her fair face, one hand rubbing her chin as she mulled over reports that had been turned over to her office. Sunadokei ran a tight ship, a very tight ship. It'd be easier sneaking on Noah's Ark as a unicorn than to fly under her radar. ATSA strived to be the best, and their sterling reputation was their hallmark of proof. As both the Chief Marketing Officer and the Director of the Hero Agency, preserving that image fell to Sunadokei, on top of all the typical duties expected of a Pro-Hero running a busy agency.
But the reports in her hand painted a different picture. A smudge, on her otherwise unblemished corporate record. Every fiscal quarter Titanomachia hired independent auditors to run assessments over all completed cases by the agency, critiquing them in various categories such a collateral damage, time duration, civilian casualties, and overall performance. Well the reports in her hands confirmed her growing suspicions, that ATSA was sleeping. Complacency breeds mediocrity, and her Heroes were getting very complacent with being one of top Hero Agencies in all of Japan.
Titanomachia sighed, tossing the reports into a wastebasket besides her desk, leaning back to recline in her seat as she gazed up at the ceiling. Rescue missions were slipping the hardest, it was the conclusion their assessments had come back to time and again without fail. It was systemic at this point, and even she wasn't too proud to realize the issue started at the top. Sunadokei. Hated. Rescue Missions. It had been a fact since U.A. all those years ago. She felt the point of being a Hero was to fight Villains. Almost as important, to bask in the adorations when you defeat Villains.
But rescue missions? Unceremonious work against mother nature herself. Japan was one of the most tectonically active countries. Earthquakes were commonplace, tsunamis were rare but disastrous, and this wasn't even factoring the winter months or the typhoon season. Every rescue mission she'd been on had been some awful combination of mud, rain, soot, or ash. Ruining her hair and makeup, soiling her costume, or otherwise just being miserable to be part of. Her Quirk didn't make matters better, Titanomachia couldn't even use Gigantification safely in structurally sound buildings. Those weakened by natural disaster or fire? Fat chance, she could sneeze and they'd topple over.
Anytime there was a disaster, it was always the same. "Hold this heavy thing up. Hold this in place. Carry these disabled vehicles. Move this debris." It was inglorious work, for a glory hound of a woman. No one cared if Titanomachia held up a cracked dam long enough to make repairs, or held up a bridge on her shoulders allowing emergency vehicles to cross. The media only cared about whatever Pro-Hero was pulling the survivors out of the rubble, or charging into a burning building. Grunt work went entirely unrewarded in her mind.
Because of this philosophy, ATSA purposely ignored disaster and rescue missions unless it was absolutely imperative they be there. When they did arrive on scene, her Heroes were unpracticed, unfamiliar, and unable to perform to their fullest potential. Well that changed today, Sunadokei was nipping this problem in the bud. She reached for her smartphone on her desk, scrolling through her contacts list. Titanomachia had been no shortage of connections, if not from ATSA then from her earlier career under her father working at Jotenheim Hero Agency.
ATSA may have been second rate when it came to rescue missions, but she knew who wasn't. Sunadokei was dialing up Sands of Time Hero Agency, eagerly waiting for a reply with each ring of her phone. Normally, she'd delegate phone calls and 'busywork' out to one of her Sidekicks or her secretary, but this was different. This was important, a matter of agency wide performance, herself included. Titanomachia was far too vain to ever slack off, it was perhaps the most endearing part of her hubris.
Someone picked up the call, and Sunadokei leaned forward in her seat against her desk. "Hello... Whom am I speaking to. …Tooth Fairy, is Saturn around?" Titanomachia raised an eyebrow, pressing the phone firmer against her ear. "You sound like you're in a tunnel darling, you'll have to speak up.... Mmmhmmm… Mmmhmmm. Parking garage!? Oh, right. I did hear about that, well tell me when the grand reopening is, I'll see that ATSA caters the event. Now could you please put Saturn on the phone."
Titanomachia sighed as she heard the sound of the phone being carried around the parking garage, it picked up the wind, the idle ambience of city traffic below, and the sound of Tooth Fairy's footsteps on concrete. Did they not even have hold music? God, imagine if they wee just using cellphones as a stopgap solution until they got a real phone system put back in their new offices? She couldn't even imagine, the horror. It'd be like when she had to Sidekick for low ranking Hero Agencies for a semester. Father had said 'Not to become accustomed to luxury.' Easy for him to say, he never had to clean out the bathrooms at Brawlstar's Bruisers Hero Agency. That place was practically a frat house.
Sunadokei was sucked out of her day dreaming by a familiar voice answering the phone. "Saturn! Darling! I haven't spoken to since... oh... heavens how long as it been? Spring Festival at U.A. we sat next to each other. We really must keep in touch better." Sunadokei leaned back in her chair, kicking up her heels onto her desk and inspecting her pedicured fingernails as she spoke. "My condolences on the loss of your Agency darling, I know that must be hard. You tell me first thing when it's fully renovated, I'll see if I can't work out an ATSA sponsorship on your office supplies and support equipment."
"That's not why I called though. I've got a small proposal for you..." She trailed off, giving the other Hero a chance to digest everything she'd said thus far. "I've been reviewing my agency's internal metrics, and we're slipping from last year's numbers when it comes to rescue missions. Now, I know that's Sands of Time's forte, which is why I'm calling." Sunadokei leaned forward, her tone switching from bubbly and gregarious to much more stoic and professional. "Have you got a one week long gap in your schedule any time in the immediate future? Say... any time from now until the first?"
"I'm proposing to you, a joint training exercise between our respective agencies. It'll be like U.A. all over again. We go head out into the wilderness, assign teams, run drills, mock battles, really test ourselves. Idleness breeds complacency, I'm sure your Agency members would enjoy a chance to mix things up. And you and I haven't worked together in so long." She gave a wistful sign, it had been some time since she'd fought with the sandshifter. "Anyways, ATSA would fully fund the excursion, we'll provide facilities, amenities, all expenses. I'm sure Sonya won't mind, and if she does... well I have my way with words..." Sunadokei generally had her boss wrapped tight around her fingers. Of course, Miss Chernovna could say the same of her.
