Luna is first and foremost, incredibly lazy. While their quirk does make them incredibly sleepy and drowsy most of the time, their laziness has only been amplified by this fact. They struggle to get up and do the things they want or need to do, even when then probably should. It's not uncommon for her to spend her entire day napping away, watching movies in the background or just listening to other people talk. She somehow always remembers what people talked about when she wakes up anyways.
However, beneath that intense laziness is an intense dedication to her goals. She wants to be a Hero, just like her father before her, and she won't stop at anything until she achieves her goal. One day. She just needs to make that step. She's incredibly brilliant, but has no genuine idea how to apply herself when push comes to shove. Luna has managed to mostly coast by so far, but U.A.U. is proving to be a very different environment that she can't remain the same.
The intense pressure put on herself to perform well and be the best she can be, while also struggling to act on these desires, has made her horribly insecure. She'll never admit it, but really all she needs is a few helping hands and lots of kindness. She knows she can do it, she just, can't do it by herself.

Luna is a 24 year old woman, but she is incredibly short for her age, with the running theory that her quirk has somehow stunted her growth, considering the intense height of both of her parents. Incredibly thin, and not even a hundred pounds soaking wet, Luna looks frailer than she actually is.
Her skin however is incredibly smooth to the touch with not a single callus on her body, and her hair itself feels softer than one could imagine. The perfect cuddler, as she'd describe herself, always nice and cozy. It does mean, however, that rougher fabrics irritate her skin fiercely, and whenever she's not wearing the school uniform she is immediately in her pajamas.

At the age of 10 years old, Claire was targeted and slain by individuals who had their plans stopped time and time again by the hero pair, and decided to take action into their own hands.
They would have killed the child too, if she wasn't asleep in the basement, buried under piles of blankets.
It took the police hours for them to even find her after the murder took place, worried that she had been abducted. Only to waddle up the stairs with a blanket in her hands, wondering why so many people were in her home.
Her father was distraught, the loss of the woman he loved was too much to bear. They moved across the world, trying to make a new start for themselves where their old enemies wouldn't reach them, and where the trauma would fade so he could actually heal.
Ending up in Tokyo, Claude became nothing more than a doctor, even while he did still work for the Hero industry, he was no longer a field agent of any kind. Those days were long behind him.
And yet, Luna has never forgotten the great heroes her parents were. She had slipped away from her babysitter to watch them operate on the field so many times, that she had always wanted to become a hero herself. At first, Claude refused his daughter's dream, refusing to allow her to end up like him, or Claire. But Luna never gave up and after a lot of pressure from not only her, but from her father's new Hero coworkers and friends in Japan, he finally acquiesced.
Enrolling in U.A.U. and actually making it in was one of the toughest things Luna ever had to do, but somehow she made it. With all of her Father's connections, she managed to just barely squeeze by in the U.A. Entrance Exam. Although, with the long gap in between graduating highschool and applying to the university, unemployed, there was quite a bit of doubt cast upon her. Even still, she made it in. So many people have put their trust and faith in her to accomplish great things, but the truth is, Luna barely even knows where to start.
It's a little intimidating.

QUIRK DESCRIPTION: Cloud Nine allows Luna to convert water within the air or her body into semi-intelligent cloud-beings that form from her skin. These clouds are very unlike real clouds, except for their looks, soft and fluffy. They're tangible, and able to be grabbed and touched. They can fly around Luna with a decent speed, but often match her energy and will be sluggish if she is. They can't speak or truly think for themselves, but they are able to make soft humming noises for lullabies.
Their physical nature allows her to float atop them, utilize them for unique maneuvers, or simply attempt to have them carry items from a distance upon their back. Multiple smaller clouds can be combined in one giant one, or simply created large at the start, but it doesn't increase the overall strength any further than the same amount of smaller clouds would have had. Luna has a general awareness of where her clouds are and can command them to do tasks mentally just as if they were another part of her body, but she can't fully control their every move. They have their own weak intelligence, after all.
However, the clouds true purpose only becomes apparent as soon as anyone other than Luna comes into contact with them. Energy and Vitality is drained one rank per quirk tier, swiftly upon contact as if being swallowed by the cloud, making up to two targets just as sleepy, drowsy, and drained as Luna traditionally is. Targets particularly vulnerable to the quirk, or through simply prolonged contact (and with OOC Consent!) will eventually fall asleep when all energy has been drained.
QUIRK DRAWBACKS: While the clouds are physical, they are particularly weak to many kinds of damage, and fairly frail by their very nature. Intense heat boils them rapidly and evaporates them, piercing style attacks go straight through. The only thing they can really remotely withstand is blunt weaponry and attacks like trying to punch through a pillow, but even that has its limits.
In dry environments, Luna has no choice but to use her own body's water supplies as fuel for her clouds, which swiftly dehydrates her if she's not careful. After she's reached her limit, nothing but cloudy wisps will form from her skin, unable to create any more.
On top of all of this, the clouds can't actually harm anyone. Slamming their fluffy bodies into something only tickles and after a being is harmlessly knocked unconscious, they can't drain any more energy. Most targets will simply eventually wake up from a nice, comfortable sleep when they regain their energy with no lasting injuries because of it.
