"Toyokama."
"What do you want, rat?""How rude. You had a lot of chances, you know. Seems ill advised to ruin another over an insult." "Fuck you, too. We're not doing business with you or your employer." "I'm sorry to hear that. Was there anything else you wanted to say?" "Go fuck yours-"
BANG An armored limo swerved and slammed into a takoyaki stand on the side of the street. The blood all over the driver's side windshield made it clear the bullet had come from behind- a fact confirmed a moment later as one Toyokama groaned from the impact and twisted in his seat to look back down the street. There, the owner of the contraption that had launched said bullet through his driver was striding idly down the street after them. Toykama frantically tore off his seatbelt and stumbled into the streets, screeching back at the well-dressed, slender figure approaching with an absolutely brutal-looking rifle lazily shouldered in one hand. "YOU FUCKING MANIAC! YOU'RE NOT GONNA GET AWAY WITH THIS! I'M CONNECTED- PROTECTED! YOU CAN'T JU-" BANG
Apparently, he could just.

I got something deep inside of me Courage is the thing that keeps us free
Bloody active shooters in the middle of Tokyo now. What next, a bombing?
Normally Leonid would have some quips about this, assume the self-confident, assuring presence that he had worn like a glove for so many years back when he did this sort of thing full time, but right in this moment, he was entirely focused on what he had to do. He had never engaged with many situations like this in his youth, he had elected to ignore emergency calls of this nature, had let other heroes deal with it. Nothing glamorous about violent public killings that had already resulted in victims, after all. Nothing that could be spun into a great story for him in that, so he had not given it time of day even if he would have been the most reliable first responder.
That was not who he was anymore, however. That was not how he was going to act. His responsibility and top priority now, as he had heard the alert and realized that he was quite close indeed to the site of the incident, was to save as many lives as possible and to apprehend this lowlife before they hurt anyone else.
Bounding across rooftops in a way he hadn't done for over a decade, the old lion ran. His strength and speed, not quite what they had once been but still very formidable in his old age, letting him kick off and soar through the sky with ease, moving from building to building in swift, feline leaps. He was quickly approaching the scene of the crime and, well... What met him wasn't pretty. A knocked over stand, a ruined car, bodies on the road. So much blood already. For a moment, Leonid's gut churned, he had seen enough violence in his days to not be stunned by the sight, but he had avoided the more gruesome things out of a sense of entitlement. This cold splash of reality was a bit starker to him than one might expect for someone with his numerous accolades.
But, he also saw the bastard responsible. Slim man, masked and sharply dressed, carrying one hell of a rifle with him. Looked too put-together and too well-equipped to be a random crime of passion or mass shooting. Hitman? Gang war? Leonid didn't know, and he didn't care to know. He had his target, his first goal was to make sure the lowlife didn't cause any more damage to the fleeing civilians. Stomping off the final building, the veteran flew through the air and began to descend, falling down towards the street below and towards the criminal in question. Rearing his head back and then throwing it forward as he fell, his mouth opened wide and let out a thundering boom of a roar, the ensuing sonic shockwave blasting straight down towards his opponent in what he was hoping would be a surprise attack. No time to waste on being cocky or trading words now. Stun, disarm, apprehend. This situation was far too dangerous for anything else.

The sneak attack was a huge success- or, well, the attack was. While the shooter noticed his approach and turned towards him in his descent, there was no movement to direct the gun in his direction- nor, in fact, in anyone's direction at all.
"Oh, hey! No need to worry, everything's under con-"
The feral scream hit the shooter like a ton of bricks and threw him straight off his feet, leaving him tumbling back a few paces, forced to roll over into a kneeling position to manage his dignity. He groaned as he pushed a gloved hand beneath his shirt, dissolving the fingertips of the glove and probing his ribs- while surreptitiously touching a steel ingot tucked inside his shirt, re-deploying the material as quirk-hardened plated armor beneath his clothing.
"Ow. You really nailed me good," he stated as he flopped backwards into a sitting position, flattening the hand from beneath his shirt to brace himself against the tarmac, holding his other hand out as if to instruct Leonid to stop, its rifle on the ground behind him. "Listen, this is all unnecessary. He had it coming, and our business is- as you can see already concluded. All over the north lane. So, that means the fine people of Tokyo are entirely out of harm's way." He tipped his hand into a palms-up offering gesture. "How about we both head our separate ways and pretend this little bit of unpleasantness between us never happened? I'm happy to let bygones be bygones. What do ya say, old chum?"

Seems like the roar had done its part in sending the gunman back, even sent the rifle clattering even further back just as Leonid had hoped. Experienced eyes scanned the surroundings, the figure before him, tried to figure out exactly what he was dealing with her. Initially he had anticipated a sidearm from the way the villain reached in and touched at his side, but when nothing like that surfaced, it seemed more like he had been feeling his ribs. Bruised or cracked bone from the roar? Not impossible, and an injury like that meant that this guy was going to be all the easier to subdue.
Landing on the road with a heavy 'thud', roughly where the gunman had been standing before he was sent skidding back, Leonid rose to his full height. He listened to the other speak. 'Had it coming', 'business is concluded', so the old lion's initial theories of some kind of assassination was correct, then. The veteran just snorted at the killer's proposition. Yeah, right.
"Sorry, but no. I am sure that you think it works that way, you underworld folks got your own rules and your own laws, seen enough of it to know that. Does not change what has happened here tonight, though. Two dead, a car crash that could have injured or killed far more. You endanger the people of Japan, you're being taken in and tried for it. It's that simple." Slowly, the lion turned his head from side to side, a few low cracks running down his neck and spine. Ready to go.
"So am I looking at a cooperative crazed gunman today? Because let me tell you son, if this is going the other way, I've dealt with plenty of your kind in my days. You'll just be another on the list."

"Hoo, man. You really got a dim view of folx what don't agree with ya, don'tcha, old guy?" The shooter pulled his hat off and fanned himself with it idly, his other still planted against the street. "It's not that I think things work that way. Wouldn't be ASKING if I thought so, I'd just assume it'd work that way."He scoffed aloud at the bit about the car crash endangering people. "You wound me to the quick, good sir! I'm no rank amateur! I COULD have taken out the driver at top speed, but I DID wait until he had just come off a stop. For my own convenience, sure, but my assignment didn't cover axing random citizens of your fine city. And you know what they say. If you're good at something," he explained as he stood, as if it didn't bear repeating. "-never do it for free~"The banter bought time. More than he needed. Enough to draw up a bit of the tarmac under her glove and thread it back down her back and leg in a thin ribbon. A clever and discrete way to create a connection between her left hand and the street's surface to disguise the need to make contact with the substance he wanted to manipulate. "Do the math, friend. Tokoyama and his associate were mad dogs so thoroughly rabid even their own bosses couldn't keep them on a leash. Did I REALLY endanger the people of Japan? Or did I protect them from their nefarious future doings? The way I see it, I did them, and you, a favor!"Another scoff at being called crazed as he used his hat to dust off his rear and hips distractedly. "Crazed, nothing. But hey, I get it. You've been in the business so long, you can't wrap your head around someone that's doing what you and the rest of your colorful ilk shoulda done years ago if you actually valued the future of this nation. But it's okayyyyy, oji-san. I took care of it~"That ultimatum, though. With a sigh, he put his hat back on. "My kind, huh. Gramps, you ain't EVER. Dealt with someone like me.
Go home."
It hadn't taken long for the media to start to cover the situation. Leonid, back in action? A shooting in downtown Japan? No gunshots since Leonid arrived, surely he had it well in hand. The media was already starting to set up shop outside the developing police cordon, clamoring to get the perfect shot of Leonid's triumph over this maniac!

On and on the bastard went, making Leonid sneer. Justifications, excuses, circular logic that only really served to allow the gunman to carry out actions that, at the end of the day, he likely knew were wrong because finding self-justification for it allowed him to continue enjoying the paycheck. Leonid was familiar with that.
Far, far too familiar for it to really be a comfortable experience.
But no, of course the villain was not going to cooperate here. Thought himself special, just like they all did, but that did not change what this was. With a soft sigh the lion reached up, running his hand through his mane, shaking some of it out of his face as it had been whipped around by his rapid approach. No, at the end of the day this was just another nameless maniac that would be apprehended and brought into custody by the Silver King. He was not even remotely as unique as he thought he was, he was just another piece of Leonid's legacy. Just like hundreds before him.
"Right." The lion simply growled with a shake of his head. No point in further discussion here. "I'm not really here to discuss ethics with someone that just gunned down two men in broad daylight, and I'm pretty sure that you know that. So let's just cut to the chase, yeah?" Blue eyes glinted, a shade of a much younger, much more self-assured version of the veteran hero surfacing for just a second. Being back in the thick of it like this really brought something out of him, didn't it? "In case you haven't paid attention to your history classes, this is the part of these encounters where Leonid arrests you."
And just like that Leonid kicked off, rocketing forward towards the other party at staggering speeds. Still hadn't seen any signs of a quirk from this guy, but seeing how he relied on firearms and hadn't done anything yet? Noncombat quirk or quirkless were the most likely options. But he couldn't rule out the possibility that the man was still about to throw out some surprises, so as far as the old lion viewed it, his best option was to neutralize this guy as quick as possible. Just a couple of clean blows, get this whole affair over with.

"Ethics? This ain't ethics, old man, it's mathematics. Me on the streets versus me off the streets has a quantifiably positive societal impact due to the reduced number of scumbags. How many of your collars escaped to ruin more lives later, old timer? One dozen? Two dozen? FIVE dozen over the decades? Arresting scumbags that need put down isn't justice, my friend-"Leonid exploded forwards as the masked figure threw his arms wide as if to welcome the charge as he howled- "It's fucking OPTICS."Throwing his arms forwards, the man triggered his quirk on the tarmac using the wire-thin cord running down the back of his arm and pant leg, crouching as the tarmac swallowed his feet and launched him backwards away from Leonid, the speed of the movement matched just a touch faster than Leonid himself, allowing his reflexes and agility to keep him just a hair's breadth out of Leonid's grasp. "You're runnin' outta road, gramps! I already got paid for this job and you're not part of it. I don't like to do pro bono work, but if you keep pushing me, I ain't gonna have a choice! Find someone else to preach at and leave the street sweepin' to the professionals!"
