Arc is like if your gay best friend was also a crackhead that occasionally killed people for work, no biggie. He's surprisingly kind and considerate of others despite his work life, often giving 'gifts' to his friends to try and cheer them up, although some of said gifts tend to be things like pretty rocks or shiny things, much like a crow. Still, he's trying. He is very much ride-or-die and would toss his life out the window in a heartbeat to help a friend, or even a complete stranger under the right circumstances. He is especially protective of kids and women, often acting like a mother hen or brother towards them, but can be more instigative towards men. He gets a kick out of angering people he doesn't like, but is never the first to cause violence unless ordered or in defense. He hates seeing people in pain and can become distressed easily over the well-being of the people he cares about, despite the irony of how little he takes care of himself.
Beneath the surface, Arc is incredibly disturbed and despises himself. He has a major substance abuse problem as well as severe issues with disassociation. Because of this, he is often reckless and daring to-a-fault with no regard for his life. Honestly the only reason he is still alive is because Whisp won't let him choose otherwise. As a result, Arc becomes stressed quickly when he is in charge of himself and often looks to others to tell him what to do, essentially treating himself as a living weapon.
Due to his quirk and training, Arc works by the simple philosophy that he should do what makes him the most useful, regardless of personal feelings. He is a good hitman, and the way he sees it is that even if he didn't kill, someone else would. They were a target for a reason, so the least he could do is make it quick, right? However, due to his disassociation he is incredibly obedient once employed and will carry out any order he is given or die trying, even if it was to hurt someone he loved.

His parents, Dr. Alice Blackburn and Dr. Jason Blackburn, worked in a hidden clinic operated from home that catered to villains, which gave them a fair bit of protection in the underground for them and their children. As a young boy he often was the mother hen to his younger twin siblings, Church & Faith, while their parents worked in the clinic. Although his younger siblings weren't aware of this, and Arc was told never to tell them, he was actually their half-sibling. During the early days of the clinic before Alice and her husband raised their reputation, the clinic was ransacked by a Villain while Jason was out on a call. Alice was severely injured in the assault but managed to kill her attacker before he could kill her, however, they later learned that the Villain had left his own form of legacy by the assault. Being the kind of person Alice was, she kept the baby despite Jason being strongly against it, and that was how Arc came to be.
Because of his origin, Arc had always felt an invisible wall between himself and his parents, especially Jason. Although the man had adopted him legally, Jason never treated Arc as a son besides the bare minimum to keep the peace, and keep Arc's real father a secret from their other kids. Due to this, Arc was far closer to his siblings and often simply stayed out of their parent's way, instead focusing on looking after Church and Faith.
As they grew older, Arc began to hear whispers in his head that slowly grew louder as the years went on. By the time he was twelve, the voice had influenced him into seeking escape from his parent's looks by running with a rather bad crowd. When he wasn't caring for his younger siblings, he was often out in the city getting into dangerous situations to distract himself. However, looking back now is painful for him because of what happened while he was avoiding his family, and the choices he made without realizing the consequences.
When his little sister began to practice with her quirk, a dangerous ability able to change the properties of her own blood, Arc knew about it. He had caught her in the act early on, but buckled when she bagged him to stay quiet. He had thought if Church had learned to do it, surely as his twin Faith could too, so instead of reporting her to their parents he helped her as much as he could and offered her support, but it had been the wrong call.
When Arc was seventeen, he came home to a scene that still haunts him to this day. He had been approaching the back door of their building when the screams began, and almost immediately Arc's blood ran cold as he recognized Faith's voice. But as he rushed into their home the sight that waited for him froze him in his tracks. At first Arc thought Faith was having some kind of fit, Church was sitting on the floor holding onto her in his lap as she screamed and thrashed, but as Arc quickly moved closer he noticed the morbid injuries slowly spreading over Faith and had a horrific realization of what was happening to her. ~You should have told them what she was doing.~ That single whisper in his mind broke a part of Arc, and for a moment all he could do was drop to his knees beside them...
At some point, Arc became aware that the screaming had changed. When he snapped out of it, he realized Faith was no longer screaming. The scream was Church. Arc wasn't sure if Church's screaming was from the trauma or the pain from Faith's acid, but the moment his eyes caught the burns on Church's chest, Arc was consumed by a wave of absolute panic. No! Immediately he was moving, wrenching Church away from the remains of their sister and dragging his hysterical brother into the bathroom to drench with water in the bathtub. Arc knew little of chemicals, but due to his mother and sibling's quirks, he had been told safety measures for them. The knowledge had been worthless in Faith's situation, but with Church he knew what to do and absolutely refused to loose both of them. That night their parents came home to the scene and found the brothers both unconscious in the bathroom, Church severely burned across his torso but stable in the bathtub, and Arc collapsed on the floor with similar burns over his arms.
After they lost Faith, Arc pulled away from his family and tried to escape the guilt by throwing himself into his hidden night-life. He began to take drugs and drink to forget, and soon became involved with a Villain named Slater that he worked for to make money for his vices. What started as running drugs quickly escalated as Slater realized Arc's potential as a killer, and through manipulation and drugs, he soon had Arc on a leash. Over the next three years Arc was put through hell in the form of training to become the perfect pawn, both physically and mentally, and all of this he hid from his family. Between the drugs and Whisp's influence, Arc had become unpredictable at home and developed a hair-pin temper with Church. Not because he ever hated his little brother, but because every time he looked at him he was reminded of Faith, and how he had failed as an older brother. Overwhelmed, he sometimes lost control and came to blows with his brother, often leading to serious injuries on both sides. Suffice it to say, this did little to help Arc's negative view of himself, but he thought it fitting that Church had grown to hate him.
As Arc's training with Slater was coming to an end, Arc opened the back door of their home one night to find his Boss standing in the doorway. Although he wasn't aware of it at the time, and might have slammed the door shut had he known, this was the beginning of the second worst night of his life. As Arc hesitated at the door in surprise, Slater walked into the home as if it were his own, and when Arc's parents reacted in surprise to the sudden appearance of a man in their Livingroom, Slater trained a gun on the two of them and casually ordered Arc to kill his own parents in order to pass his final initiation. Arc and his parents had never been close. Frankly he had half a mind that they both hated him, but the moment Slater spoke the words, Arc visibly recoiled at the idea of killing them.
"Get OUT!" Arc's answer was closely followed by the sound of two gunshots, the words hardly out of his mouth before Slater fired the gun and he watched both of his parents drop to the ground. ~HA! That was cruel of you to make their death pointless, moron! I bet Church is NEXT!~ As Whisp's voice echoed in his mind, Arc lost himself to his rage and leaped at Slater.
Despite the difference in age and experience, Arc's quirk held the advantage in the cramped space of the house he knew so well, and he quickly overpowered Slater. But, before he could kill his ex-boss, the man pulled a belt with curious orbs out from under his jacket and tossed them to the ground before immediately propelling himself out of the window with his quirk. Alarm bells went off in Arc's mind as he glanced at the orbs, and the moment he registered a soft ticking sound, his anger vanished and he bolted for the stairs. He had just reached the bottom of the stairs when all hell let loose around him. One moment he was looking up toward the second floor, and the next he was opening his eyes to a smoke-filled night sky. He sat up and looked at the ruins left of his home in a shocked numbness, feeling the last part of himself break. ~Naive. What did saying no get you? Eh?~
After that night, Arc fled overseas to Japan to try and forget everything, vowing to never disobey an order again and make the same mistake.

Referred to by Arc as 'whisper' or 'whisp', his blood often takes the form of two bat-like wings sprouting from Arc's lower back. These 'wings' are unable to give him flight, but often act like an extra pair of arms that can stretch and change shape to aid him, allowing him a startling amount of maneuverability.
QUIRK DRAWBACKS:
Although he can go awhile with the majority of his blood outside of his body, doing do repeatedly drains him quickly and negatively effects his health, which is the reason he rarely uses his quirk to it's full potential and instead has Whisp act as support. Whisp is capable of hardening itself to create blades, however any blood that has hardened can not return to Arc's body afterward, causing a risk of anemia if it is used too much in succession.
Although Arc and Whisp have formed a kind of partnership, it is nearly one-sided and Arc is often harassed or manipulated by Whisp, although not as bad as in the past. When Arc's eyes glow red, Whisp is at his highest influence.
