strong-willed and stubborn to a fault are the two (technically three) phrases that should come to mind whenever he comes up in conversation. nothing can deter him from what he wants to do, and everything can stand in his way if it wants; he'll rush right through a warzone if it means getting to what he's set his mind on. his determination to keep going may as well be the key to his character: nothing stops him, nothing can make him give up, and nothing shy of divine intervention can make him question what he's doing - and even then, there's a high chance that he'll just squint, roll his eyes, and keep right on going.
in his civilian life, he's relaxed. he books various jobs, does things no one else wants to do, and works enough to get a bit of cash in his account and pay for his apartment. there's a certain honor for him in doing things that the rest of society turns its back to. spending the entire day with someone because they're lonely? sure, if they pay enough. helping with someone's homework? hey, he's smart enough. in that same vein, however, he also won't hesitate to do less-than-legal jobs - as long as his face can be hidden, anyways.
the way he sees it, if no one else wants to do it, then he may as well do it - and he may as well be the best, too.
his faith in the heroic system is effectively at zero. make no mistake, he's sure some heroes are good people. he's sure they have their reasons for deciding to join the enterprise, and frankly he couldn't care less about them. their individual reasons are null and void to him; they're perpetuating a useless system that helps people, sure, but also can give way to some serious issues if his past experience is anything to go by. he's willing to talk to them. he's also willing to try and kick their ass if they try anything.
as willing as he is to do things no one else wants to do, he's also not a moron. he doesn't take every job that comes to him, especially not if it compromises his morals. he refuses to take jobs that would actively hurt someone who doesn't deserve it and, to make sure that his drive isn't taken advantage of, he frequently does his own research into potential targets and jobs. if it doesn't come from a decent source? well, he ain't doing it.
he's still a vigilante at the end of the day. money may be a strong motivator, but his core concern will always be if the people around him are safe and happy. at the end of the day, that's what matters. everything else is just a means to an end.

if it weren't for the bags under his eyes, he'd be pretty handsome. gabriel is a well-built guy, athletic but not overly so; he lifts, but he's nowhere near superhuman in terms of physique. his style outside of his vigilante activities varies from a few high fashion items he can afford to get, to outfits that have a more casual sense to them. he has a variety of keychains dangling off from his phone case, a few of them being notable heroes here and there.

in his suit, he's unrecognizable aside from having a similar build to his civilian self. all black with purple accents is the name of the game, and he may as well be winning; even in his suit, there's a sense of style and purpose to every choice he's made designing it. his helmet often reflects the image of a mask, something he decided to do after hearing about how masks tend to make some civilians feel more comfortable about getting rescued (which is probably bullshit but, hey, he read it somewhere and he'll believe it until proven otherwise).

his parents moved to japan to be closer with his father's side of the family. at the time, gabriel had no idea why; he was three, after all. can't expect a toddler to understand international travel. also can't expect them to understand death.
gabriel was four when his grandfather died. his mother had picked up a job at a hero agency, serving as a close friend to some nameless hero, and his father had easily slotted into a corporate job. growing up, gabriel showed an innate intelligence when it came to building things. hours were spent as he would take apart his toys and put them back together. his parents gave him puzzles and he solved them. they gave him new toys and he broke and repaired them.
when he was sixteen, one of those nameless hero's villains found his family. they were just coming back from a trip to the countryside, and were driving through some tunnel. one second his parents were in the front seat. the next, the windshield broke and the inside became coated in red. nothing but red.
the guy must not have known about him, or maybe he did and it was just chance that he didn't kill gabriel too. regardless, the man went on a full monologue in front of the car full of viscera.
apparently, they were on a quest to take down the agency, and it would start with the civilians. it would start with the defenseless. with the ones no one really cared about.
gabriel hid in the backseat. the villain walked right on by. he could hear the fight happening outside the tunnel as heroes responded to the scene.
the rest of the evening is a blur to him.
his paternal grandmother took over raising him.
he worked with his community, grew close to a few people here and there. his grandmother treated him with care and helped him when his nightmares became too much to bare. she was a kind woman. still is.
when he moved out, he started taking odd jobs. soon enough, he was funding his own little invention escapade. he connected with others who looked at heroism more so as an industry, something to be funded and solely put towards the larger populaces. no one cared about someone regular getting into a spat with a villain, nor did they care for the smaller scale atrocities. at least, in the eyes of the people he spoke to.
in the back of his mind, an idea formed.
heroes were focused on the big bucks. they weren't focused on defending people, not really. warped though his perspective was, hero merchandise proved him right. real heroes were dead and gone. now? now it was just marketing.
a few years passed. he watched tapes of heroes going about their business, focusing on their gear. he taught himself a fair bit of engineering, buying textbooks and watching breakdowns online. nothing told him exactly how to build what he wanted to build, so he took inspiration from those who were using high-end gear, and started working on his own versions. didn't hurt that he knew a handful of family friends who were happy to have a grieving guy hang around or crash there when money was tight, and that they happened to have a few pieces of tech laying around to study when their backs were turned.
now, with his gear completed after years of testing, breaking, remaking, redesigning, and repeating, gabriel has a pretty feeling. an entire city is ahead of him and he's got his gear, of course he's going to see about the whole vigilante thing. someone has to look out for the average person. someone also has to keep wastes of space from causing trouble in their neighborhoods. some might call him a mercenary when he's not protecting his home.
well. fine. let them call him that.
he doesn't care.

MUTATION | C RANK
warper is a mutation type quirk that allows the user to instantly transport their body through space to a desired position. effectively, warper allows gabriel to teleport from point A to B, as long as certain circumstances - described in the drawbacks category - are met.
DRAWBACKS
warper has extremely specific qualifications that must be met in order to be activated successfully.
1. the desired location must be within his line of sight.
2. the desired location cannot be behind any transparent substance, such as glass or force-fields.
3. the desired location cannot be seen through magnified means. this is to say that, if he looks through a telescope pointed at the moon, he won't be able to teleport to the moon. similarly, if he's looking through binoculars, he won't be able to teleport to a rooftop visible through them.
4. the desired location must be big enough for him to exist within it.
5. the desired location must be unoccupied by other entities.
6. the desired location must not be on fire. he cannot teleport into a spot occupied by fire, lightning, or other forms of plasma.
6.5 in addition to rule 6, the desired location cannot be underwater or underground.
7. he must be able to clearly envision himself in that location. if he's in a fight and his mind is scattered, or he can't think straight, he automatically cannot utilize warp. this quirk lives and dies by his ability to focus.
8. he cannot bring other entities with him to the desired location.
9. he can automatically bring items attached to his person, such as clothing, with him to the desired location.
10. he cannot bring other items not directly attached to his person with him if they would not be able to fit in either one hand curled into a fist, or covered completely by both hands. if he can't hide it in his hands, he can't take it with him.
11. per rule 10, he must be able to cover the item completely with no visible parts of it. flashdrives, for example, would be fine, as would a slightly large paperweight if he uses both hands. however, a football or helmet would not be applicable since he cannot cover those items with his hands.
12. per rule 6 and 6.5, the desired location can be in the air. however, it's on him to keep his reactions swift enough to not fall on his face.
13. every usage of his quirk causes his muscles to cramp. repeated usages in a short span of time can cause his entire body to enter a temporary state of paralysis. per rule 12, this prevents him from his quirk to emulate flight.
14. his emotions can impact how he utilizes warp; if he's too angry, upset, or excited, his quirk will function without his directive, causing him to warp wherever he's looking.
15. momentum is carried with him when he teleports, but is not amplified. this is to say if he's running and warps, he'll have the same stride going when he reappears.
16. he can teleport through objects or individuals who may be in the way as long as he can see his desired location and it follows the standards set forth by the above rules. this is to say that, in theory, he can teleport through a door if he can see a spot where he could stand through the key-hole.
