The head of each district decides the relationship it has with its neighbors — you might have a peace treaty with one while at war with another. Unclaimed territories are ran by NPCs who must be defeated in a challenge of their choosing or usurped.

Authority over a ward is only reflected within this group. Don't expect the government, corporations, or other alliances to comply to our demands.

	SATSU HEAD OF CHIYODA She's got a hit-list filled to the brim with her vigilante exes. Killer for hire and occasional maid cosplayer — no one knows why. She never leaves behind a drop of blood, let alone a body.
	ARSENAL MEMBER OF MEGURO She was trained to be an assassin since her childhood and makes a living as a villain so she can afford to go to school. She likes cute things!
