At a glance, Makitori Hebi is very hard to read. Above all else though, Hebi is ride-or-die loyal and willing to do almost anything to improve the lives of people in need (as she was very fortunate to have happen to her). Very quick to form bonds with people who are nice to her, and very quick to distrust people who go out of their way to be hurtful or oppressive, Hebi is someone who lives with a fire of passion lit beneath her feet (though you'd never guess it, thanks to her typical monotone and stone face). Growing up at the hands of authority figures who consistently treated her as less than human, and escaping that situation into a life of homelessness and fighting for survival against people who saw her as little more than a monster, Hebi was radicalised fairly early in life.
At the tipping point between violence and pacifism, between lashing out and reaching out, between villainy and heroism; a single nudge pushed her in the right direction. After meeting (and being saved by) Takamiya Hoshino, Hebi's personality began to change pretty significantly. Hebi, mirroring her personality, is a clash of two extremes. A stony, stoic visage to most framed by an eye-catching and subtly expressive body. Hebi's appearance is one that is immediately distinctive, one that makes people stop and stare. Even if she'd rather they didn't. When just looking at her main body, the first thing one notices is Hebi's smooth, ivory skin (a result of tiny scales covering some of her body, the rest being soft skin and hair). Red lines streak across this white canvas, seemingly changing every time one sees Hebi. Splitting her lower back in twain and dominating Hebi's appearance from every angle bar the front is her tail. Thick, muscular, prehensile and ~4m/13' long; the tail usually snakes behind Hebi as she moves around, initially leading to her nickname: Maki-tori ('winding'). Also obviously mutant are her mostly digitigrade feet (with a raptor-like extra toe), rows of sharp, predatory teeth; short, pointed ears; plume of fluffy hair/fur from her shoulderblades up through the back of her neck and a particularly long tongue.
Also quite notable when observing Hebi for long enough are a few somewhat inhuman behaviours she exhibits. This includes a tendency to be generally still/unmoving when not required to be active, basking in the sun or on hot/warm objects, absentmindedly sticking out (and probing things with) her tongue, coiling her tail around objects/people, and making a soft (but definitely audible) hissing sound when annoyed or threatened.
Hebi is very muscular, with a pear-shaped figure: wide hips and thicc thighs but quite literally no bust to speak of (which is debatably another result of her Quirk). Her body evokes the lean musculature of an apex predator, with the distinct feeling that she could be incredibly fatal with very little effort on her part. Despite her rather small main body, this powerful compact form (supported by her tail) combined with her general stoic demeanour can make Hebi appear rather intimidating to those who don't know her, an impression she isn't quick to dispel if only because it prevents people from messing with Hebi and her friends. Her tail is usually kept tightly coiled around wherever Hebi is sitting/standing to avoid it being a hindrance/hazard to others, and she usually rests on her tail itself when not in motion, making it hard to make any judgements about Hebi's posture or actual height. Hebi's hair, about the same white colour as her skin, is most often worn down to her mid-back or hips with a fringe following the contour of her eyes and layered bangs framing her face down to the chest. When training or fighting, she sometimes puts her hair in a low ponytail or braid and otherwise she often lets her friend(s) style her hair to their liking.

Her Quirker body was far more important than any personality or will that inhabited it, and the other (more 'human') children always received much more attention from the researchers if they complained or cried. Nagako had learnt not to do either. While some of the younger staff & doctorate students initially took pity on the young girl, they were quickly dissuaded from giving Nagako any 'extra attention'. All but one: Chiaki Ai (千秋 愛). Then a postgrad student, Chiaki always tried her best to ensure that any children in the studies (especially Nagako) were provided for, safe and as comfortable as she could manage. As a result, Hebi formed quite a strong bond with Chiaki, the only person from her old life who Hebi remains in contact with (and regularly visits, having moved to Tokyo as well).
The few years Hebi had attended her local elementary school (as was compulsory, much to Fuyuko's displeasure) had been better than the labs in many ways and worse in a few key ways. As stated, Hebi lived in a small rural village at the time, so the kids (and, to some extent, the teachers) at her area's small school had rarely if ever seen anyone with such an animalistic appearance as Hebi. This, coupled with the tendency for these communities to be rather backwards and xenophobic (even in the 2080s, with many of the children and parents possessing Quirks of their own), led to a significant amount of teasing and isolation for Hebi. It was in this environment that both the nickname Maki-tori ('winding') and the tendency to refer to Nagako as 'Hebi-chan' ('Snake') first arose, aliases she uses today as her 'real' name. Hebi had few friends during this time, only managing to get in the good graces of a couple other outcast kids (defending them at every opportunity, often to her own harm).
Some time in the summer of her 8th year, something within Hebi broke. Years of mistreatment had worn away at her self-esteem and mental health. She couldn't take it any more. Confessing the desire to escape her poor circumstances to Chiaki (who provided her with a cheap mobile phone) in confidence, Hebi took the next chance she got to run away in the middle of the night, when her mother was asleep. Hebi spent the next couple of months on the truly rural outskirts of her area, hunting or stealing food to survive, experience which gave her stealth and combat skills beyond what came naturally from her Quirk. Eventually, Hebi was reported missing. As small and remote as their village was (with no dedicated police of its own), this had taken even longer than it normally would've. In addition, Makihara Fuyuko was glad to be rid of Nagako, and so was in no hurry to report her absence. It was only when her teachers (at least, the couple who cared enough about her) noticed the prolonged absence that anything was done about it. Seeing the police search party and fearing a return to her uncaring mother, Hebi fled. She ran in what she knew was the direction of the nearest train station and once she'd reached the tracks, Hebi jumped on the first freight train that went by. Unbeknownst to Nagako (who would never again be known by that name), that train was headed for Tokyo Prefecture.
For the better part of 2 years, Hebi lived homeless on the streets of Tokyo. Throughout this time, she was forced to further hone her skills to survive among the many villains, thugs, yakuza, thieves and bored delinquents/bigots that walked the world's largest city. The winters, when the city grew cold and frost-covered, were the hardest of all. Hebi, thanks to her Quirk making her ectothermic (cold-blooded), was often unable to find sufficient warmth to sustain her bodily functions. This meant that she'd often collapse, 'hibernating' for several days at a time before some rare concerned civilian, hero or whatever brought her inside somewhere or gave her some form of insulation. She barely survived, and in the weakened, delirious state the winter cold caused, she was often taken advantage of. Whether it was some depraved person who just sought to abuse the young girl for their pleasure, or someone so disturbed that they saw her mutant nature as something monstrous and worthy of punishment. It didn't much matter to Hebi why they did it, the action was just as evil regardless. In most cases, it was an individual. Sometimes Hebi was strong enough to fend/scare them off, sometimes she wasn't. One such instance was the 6th of January 2092. A particularly cold day, Hebi was barely able to keep herself conscious. It was multiple men this time, somewhere between 2 and 6, she couldn't quite recall the number. Had it not been for the intervention of one Takamiya Hoshino, Hebi could well have died that day, or maybe worse.
The 8 years that followed were relative bliss for Hebi. She began to follow the Takamiya heiress around hoping to pay her back for the assistance. After seeing just how bad of a state she was in though, the Takamiya family took Hebi in. The two quickly became almost inseperable, with Hebi offered the opportunity to attend the same schools and exist in the same social circles as Hoshino did. Hebi was always the subordinate of course, the tag-along and supporter, but she took to these roles with vigor. Behind closed doors, she studied hard to catch up and took interest in the many fledgling hobbies Hoshino started. She was ride-or-die. Hebi stood as a radical, determined to right the wrongs at the corrupt heart of the country's attitudes and offenses. She vowed to lift others out of danger and persecution, as had been done for her. Hebi wanted to be a Hero, a true Hero. So, when Hoshino expressed a similar interest and wanted to start doing good right away, how could she say no? It was only a matter of time before they had passed the UAU entrance exams, miraculously, and Hebi could not be more excited for the future.

QUIRK DESCRIPTION: Makitori Hebi's Quirk is really best described by its name. She has mutant features of snakes (most closely resembling a Ball Python, but with some disparate traits), which grant her (among other things) a 4m long muscular serpentine tail which acts as a fifth limb, the ability to move almost silently in a 3D space as a result of this, and an ectothermic body which produces very little heat.
Constrictor (Replaces Strength): Hebi's tail is formed primarily of muscle tissue and weighs about twice as much as the rest of her body (109 kg/241 lbs), making this limb her strongest by far (and quite the powerhouse at that). When striking with blunt force wielded as a weapon and especially when grappling/crushing foes, this strength shines through and overrides the capabilities of her otherwise somewhat weak body (muscular core instead having to be used to support her massive limb). This strength also applies to Hebi's bite force and grip strength with her teeth, though this is much less often used by her.
Slithering Silence (Replaces Dexterity): In addition to its offensive capabilities, Hebi's tail also allows her to slither across the ground and over/around obstacles in much the same way as a snake can, allowing effectively silent movement across most terrain. Hebi's coldblooded nature also makes her invisible to methods of detection based on body heat (e.g. infrared night vision cameras). As stated, Hebi can move her tail with the precision of a spear, and adaptations to her brain/muscular system to account for the extra limb make her very well-coordinated in most other aspects as well.
QUIRK DRAWBACKS: While there are a few mechanical weaknesses I'll outline here, there are a few narrative drawbacks to Hebi's Quirk as well. The animalistic nature of her mutations (especially geared towards such a predatory and culturally significant animal as snakes) makes people less likely to trust Hebi and/or treat her as an equal human. Additionally, the degree to which her Quirk alters the body means that almost all medical care will require a specialist, which means potential waiting time for medical emergencies may be quite a lot longer.
Bulky (Restriction): While it contributes to great strength and grace of movement, the 240 lbs weight that Hebi has to drag around (when not actively moving its entire length) is rather limiting in terms of freedom of movement. This, combined with her slow metabolic rate and higher energy cost for movement than others, makes it so that Hebi can never quite be as fast and nimble as her peers. (Hebi's Speed can never rise above the C tier.)
