She was there because she wanted to conduct some live research on recreating the methods in which quirks operated and making support equipment for those like herself with less of a ‘traditional’ quirk. Sure, there had been plenty of research into the application of equipment to facilitate quirk usage with heroes and villains popping up over the last few decades with a wide variety of quirks, some similar to what one would expect from a comic book superhero and others swung wildly in either direction from being very mundane to completely uncontrollable. She even knew some people personally who were actively researching the potential to extract the quirk factor to see if it could be applied to other people or even inanimate things! Truly fascinating stuff.
The idea to conduct this study in this originated from a question posed by a student in a class she was subbing. ‘Why can’t we make gear that could work like our quirks?” It was truly one of the few times in recent years she was completely caught off guard, having spent a long time sorting through the well of a brain she had for either an example or any studies actively being conducted before ultimately coming up with nothing. Even though she likely hadn’t been the only person to ever think of this she did have the means to put it into practice. So through a combination of the school's network and navigating the hero network she put a word out
Looking for willing test subjects to demonstrate and explain the functions of their quirk in a controlled environment.
At the predetermined place deep in the heart of Tokyo, she waited in the control room for anyone who chose to accept this offer, sitting at a console in front of a glass window where the person, once they entered the room and greeted her, would end up to conduct the tests.
Now this was a surprise! She flipped through her datapad, seeing that Kei Hada had volunteered for the project. She hadn't expected any second years to give it even a second thought, and with Kei in the support courses, she didn't think he'd be interested in learning more about his quirk. She was more familiar with support students since she filled in often. What made him so interested in her project, perhaps he was working on something similar and wanted pointers? Those who knew Kei well might think he was insane for agreeing with this study, let alone sign himself up for it. For how afraid he was of his Quirk, he couldn't deny how handy it was. He used it everyday, and it was practically essential in his push to minimize resource hogging and financial impact. He can't save too much money of course, he knew well enough not to mess with the economy. But his Quirk was also so, so dangerous. Especially with how much worse it had gotten. Kei needed a way to stop its growth. That's why he volunteered, to see if the host had ideas on how to do such a thing when he specialized in accommodating or amplifying one's use of their Quirk. The little hours he slept was evident in the bags under his eyes and default grimace on his face. He hadn't found a comfortable position to sleep in since his Quirk grew in range, as any time his palms rested on the bed he could sense everything from the leftover tea in his mug to the blood of his roommate across the room. His anxiety would be triggered, he'd shift in his bed, and the cycle began anew. Kei cracked a smile regardless when he saw his substitute teacher through the glass as he entered the testing room. Personally, she felt that he would be a great addition to her agency, but given his talents, there was a pretty big chance he would get offers from other agencies. The only real advantage she had over these larger agencies was that she was personally invested in getting to know students outside of evaluating their abilities which were commonplace in the industry. This was precisely why the Sports Festival and Licensing Exams saw attendance in the hundreds compared to the norm. This was a flaw in the system in her eyes which was part of why she was even conducting this study.
"Good Morning Kei. You look well!" she would smile and get up from her console, opting for a more personal touch by venturing into the room. "What prompted you to sign up for this? If I recall correctly..." she always did, and if Kei remembered her hero name and her quirk, he would understand the 'joke' "You have great control over your quirk and have explored most if not all of its functionality." it was a genuine question. Most of the attendees for this meeting were either doing her a personal favor or freshmen who were diving into the beginning of their quirks potential. She would point to the device to monitor brain activity and wrist wraps for vitals. "Whenever you're ready, you can put those on, but first, I'm interested to hear what's on your mind."

Look well. That couldn't have been right. Pardon his French but he felt like shit, and he's pretty sure his face didn't hide it. Maybe the professor was giving him some mercy by not acknowledging how horrible he looked. The smile remained, thankful for the attempt. "Thanks."The pun got a snort out of him and he sighed. "Good one. But yeah, I have a good grasp on my Quirk." The next sentence came out in a mumble. "At least I used to." He shifted his toothpick from one corner of his mouth to the other, pensive. "You know what it is right? You have records on the students in UAU?" Kei didn't know why he was stalling really, he was pretty sure he had to explain what he could do regardless. Right down to the new things he'd rather not delve into. Kei's grin disappeared, replaced with the worry that stuck with him over the past few days. "Do you think someone's Quirk would stop growin' eventually?" His eyes were on the bands as he strapped them to his wrists, choosing not to look at her face. Iphi cupped her chin as she eyed Kei repeatedly, looking for any physical change. He was an emitter-class quirker which generally didn't come with any extreme mutations. His eyes may have been a product of this slight mutation, but she couldn't comment on that given her own. Besides, they had always been this way. She would take a moment to circle him looking him up and down, trying to find anything different from the last time she had seen him. "Of course. You can duplicate any liquid and fine grain you make physical contact with. A very handy quirk for someone in the support courses." she would stop pacing and take a step back to face him. "Quirks are similar to muscles in their growth potential. The more you use them, the more growth you'll see, and just like a training regime, you'll need to do specific exercises to maximize this potential." she thought the question was odd in itself and initially figured it was some experiment Kei himself was working on until she saw his face. "To force it...?" she had genuinely never considered this an option. The most common sentiment surrounding quirks was how to suppress a quirk factor when it came to an unwanted mutation, but she had never been asked if it was possible.
Perhaps Sadako has rubbed off on her in the last few years, but for the time being, she would remove the headpiece from Kei and gesture for him to sit as she did. "This is a concerning line of discussion. What's going on, Kei? Is something happening with your quirk?" once he dropped the cheery facade, she could see how deep the bags under his eyes were, and the rapid eye movement was likely due to anxiety related to whatever had been eating him. Either way, the study could wait until he was in a proper headspace.

And there was the agreement to the usefulness of his Quirk. A vast improvement over how it was perceived before, where everyone used to think it was weak because he could only refill a glass of water at the time. Once it expanded to more drinks and dry ingredients, oh, suddenly it was one of the strongest ones out there. Capable of ending world hunger, making medication free and keeping blood banks well-stocked. Where it was heading now though? Definitely not necessary to achieve those things. The sole function of this aspect of his Quirk had to be to do harm. Kei pursed his lips, dreading that answer. "But what if you didn't do any trainin'? What if you're just usin' it as you normally do and a new thing came from it one day?" God, he did use it a lot so the growth had to just come from that. Should he stop using it then? But he already told people he could make water, he couldn't just go back and say he was Quirkless- The hands moving towards his head surprised him, and he jolted in a way that made Recall yank the headpiece from him. Kei hissed as he rubbed his ear, sore from the pull. "Ahh, sorry." Typical of him to apologize for hurting himself really. But he did follow her instruction and sat down, eyeing her like he was going to be reprimanded for not telling her his problem before this very moment. "It- it got stronger? I didn't even do anythin' differently." He looked down at his hands, curling his fingers to ensure they faced away from her. "I usually have to touch the substance to make more of it but I don't even need to do that anymore."Iphigenia Pavlina

He was more confident than when she first met him last year, but some residual anxiety continued to plague him. The cheery facade had entirely broken down, and Iphi had a unique situation to give emotional advice rather than her usual logical or practical advice. While she wished Sadako was here as she would have much better advice, she was lucky enough to have been subjected to an explanation as to how she does her job a few years back that Iphi would do her best to translate into this situation.
"If you didn't train? By using your quirk, you are essentially training all the time." She would take a pen out of her pocket and flip it to an empty piece of cardboard. She would quickly sketch an outline of the lower half of the human body, pulling the example from a diagram she saw in a biology textbook. From there, she would highlight the quadriceps and flip them around so Kei could see. "I'm not sure how much you know about biology, but I'll use the quadriceps as an example. It's a powerful muscle usually activated by any exercise, targeted or otherwise, that involves pushing." she would flip it back around and draw another, more built-up. "This would be the result when you do a targeted workout. The muscle has expanded by about 16%." She would place the clipboard back in her lap. "Using your quirk can be considered training, even if it only provides marginal increases. Similar to how by walking around you strengthen your legs. If you're too inactive or immobile, the muscles atrophy. This is also theorized to be true for quirks, except for mutations, such as myself." It was not like Iphi could turn off her brain, so she was constantly training her quirk just by existing.
While Iphi felt concerned for Kei's mental state over this new development, the scientist in her was extremely curious and desperately wanted to see this in action. However, her instinct to ask more questions was overshadowed by her desire to be good and continue to do good. "Can I ask why that's distressing to you? Your quirk being effective at a range opens up many additional options. Especially with someone like yourself who is in the support course." She knew the economic repercussions of Kei's duplication ability could be disastrous if employed without oversight, but there were several short-term benefits without exposing him to the corruption "If it's a matter of loss of control, I could assist in the creation of something to inhibit this, but I wouldn't recommend something like that in the long term. Dependency, especially with quirks, creates a lack of precision and control in the long run." Admittedly, biology wasn't Kei's strong suit. The subject focused more on memorization than calculation; hundreds if not thousands of terms with no real pattern to fall back on in order to make all the connections between them. Not unless one was also a linguist who could divide the words into syllables to depict their literal meaning. Kei, however, was not a linguist either. But he was a logical person. He followed the hero's explanation well enough, eyes focused on the diagram of the muscle she described. Because yes, working the muscle does strengthen it. Ignoring the muscle weakens it. That much made sense. He could get behind that. What he didn't understand was how it related to his issue. "But that's the thing though Pavlina-san- your legs get stronger when you walk but that's all that happens. It's not like you like- suddenly gain the ability to jump ten stories high??" His expression was pained, trying to connect his problem to her words but couldn't in his addled state. "Not even rigorous trainin' can get people to that point in most cases, let alone just stretchin' your muscles a bit."Kei clenched his hands into fists. "They're additional options that weren't necessary." He sighed through his nose. "I work in a lab, Pavlina-san. Everythin' I could use my Quirk with is within reach. If I wanted to add water to a project, I only need to get a cup of water and turn it into a fountain. Cleanin' solution? No problem, I just grab a bottle of it from the shelf. By havin' to hold the thing I duplicate, I could at least ensure my Quirk only works on the one thing. All this range does is make me duplicate things I didn't mean to."He tapped his fists against his head, searching for relief to his pent up energy. "Ultimately I don't want to suppress it- my Quirk before this was still very useful, and I want it to be able to use it. But I don't know how else to stop this growth before it gets out of hand and I hurt somebody y'know?"And that was it. The whole reason why he was so on edge, and why he hadn't touched anything in the room other than the headpiece and wrist wraps, even then picking them up from the table as quickly as he could. From what she knew about Kei from his student profile, marks, and general demeanor, he was kind-hearted and not someone who would ever hurt someone. To her, this fear was irrational and something that she would be able to logic her way out of it, but this was NOT her. She was a teacher and was supposed to support the next generation.
"I should have been more clear with my explanation. Quirks are like muscles in execution but are more akin to dominant and recessive traits passed down through genetics. Quirks naturally get stronger as they're passed down to the next generation, so being able to manifest new powers is not as uncommon as you'd think." she tried to be as reassuring as she could be even though this was difficult for her. "These new powers will only manifest in those who can handle them. Suppose someone in your family had a similar quirk. In that case, yours has evolved." She paused momentarily, considering the ramifications of her next train of thought, but ultimately opted to share anyway. "You're afraid of duplicating fluids in people, aren't you?" she was nothing but direct.
"I have an idea." she would hand him the headpiece. "If I can monitor your brainwaves, I may be able to make you an inhibitor that wouldn't suppress your quirk but instead prevent you from using your quirk on anything considered a living being." From there, she would stand up and head back to her console, still eager in a way to see this new development from a scientific perspective. "Kei. I'm going to provide two water samples. I need you to overflow one purposely, and for the other I'll need you to picture it as a human as best as you can." from the ceiling, two dishes with water were lowered until they were on the floor before him. "Whenever you're ready."

Listening to the hero adjust her reasoning, the tension in Kei's shoulders eased, finding himself to understand her words better. There was no rebuttal he could make even when his brain tried to search for one, wanting his fears to be sensible when ultimately they weren't. His Quirk still operated on a trigger in the end. He could turn it on and off at will. An obvious flinch coursed through him as Recall pinpointed his worry. His laugh came out in a wheeze. "Blood is a liquid," he said simply. "50% water. It means I don't have to expose myself to it at all to..." He trailed off, his eyes looking to the floor as he reminded himself of the exact thing he was so afraid of. The headpiece entered his vision and he looked up, blinking at the woman's proposal. "An inhibitor? But didn't you say it should be temporary?" If Kei was being honest though, he loved the idea of having one. Not to suppress his ability in full, but to prevent him from hurting anyone directly with it. "It sounds amazing though, I'd really like that." The very prospect was what got him to put the reader on his head and stand up. He nodded at her instructions as the two liquids were set. "Okay, I'll try." But not before walking to the very corner of the room to ensure he was as far away from the hero as possible. Kei crouched down then, and with a trembling hand he placed his palm on the floor. "Oh thank God," would be his exclamation of relief when he can't reach Recall from his spot. His Quirk hadn't grown that far yet thankfully. But Kei could sense the two spots of water. "The one on my right is the person," he declared, and the readings on his brain would display such. If she could tell amongst all the other activity from him being a chronic overthinker that is. Try as he might in imagining it either way, both dishes would still overflow at the same rate, causing him to frown. He stopped his Quirk and looked up at Recall. "Can one of them be somethin' else? Not many people know, but I can tell that both of them are water. Like, innately." His eyes flicked to the small puddles that formed and then back to her. She had never made an inhibitor before although conceptually, it was a rather simple task. Luckily, Sadako had tuned her into a lot of lectures and seminars on psychological phenomena and their effect on a quirked society. "Indeed, there is no reason you shouldn't be able to do the same with blood." from a scientific perspective, if it was considered a liquid, then it should be something Kei could affect. "I did say that; however, it is an inhibitor for the mind."
She would scribble down some notes as she watched Kei's brain waves. His amygdala and hippocampus lit up slightly when he attempted to envision the right sample as a human being. "The basics of this inhibitor would be to force the pathways in your brain that let you control your quirk to hijack your higher operating system. This in turn would make you unable to use your quirk on living things. I can condense this into a wrist band and as long as you're wearing it, you won't risk incidental quirk usage."
He made a good point about having a hard time visualizing this. With the data she was given, she couldn't create something as effective at blocking quirk usage on other living beings. "Fairly good point. I don't want to create too many variables so I'll keep the two as water. Still, instead-" she would hit a few buttons on the console in front of her and speak into the microphone "Send down target 9-B, Average Human Size." from the ceiling what could be considered a crash test dummy would be placed next to the glasses of water. I want you to treat the first sample as regular water, the second as you picturing it as water, and the third?" the dummy would stand up, cloaking itself in a hologram of an average person. "Now, if this doesn't work, I have another idea, but hopefully, this will give us what we need."

Kei nodded at her explanation, able to make sense of it. Trick his brain into not triggering his Quirk on a person. Simple enough to understand. "Right. That's not what I mean though, sorry." His toothpick shifted from one corner to his mouth to the other as he tried to find the right words. "You said earlier that dependency on an inhibitor isn't a good idea since it results in lack of precision and control in the long run. If you are makin' one, does that mean I should stop relyin' on it eventually?" He hated to admit it, but it had been an embarrassingly long time since he used his Quirk outside of menial things. He may have to train it for once. Kei watched as a dummy was lowered to the floor, almost taking a step back but bumped into the wall with a yelp since he was already as far back he could go. Sighing through his nose to ease out the shock, he nodded again. "First is water, second is water, third is- yeah, okay." He could only imagine what her next idea would be and... well. Let's just say he'd rather this one worked. The support student set his hand on the floor again. With the test dummy actually providing a visual cue, Recall would see that the readings were much clearer in his imagining of the person. The dishes overflowed as before, but within the hologram, the dyed liquid still rose but at a slower pace. Maybe the results were hidden for the experiment and for Kei's sake, but it would make it clear that he's capable of controlling the output of his Quirk on different sources, it's just that he's too afraid to notice. If Iphi brought down the hologram to reveal the dummy underneath, it would display bruising on the ankles. Kei let go again as another thought occurred to him. Maybe he'd be asking too much but he had to try when she was on board with the inhibitor. "Can it let me control the sensory aspect of my Quirk? So I can at least tone it down, it's always there so it's makin' it really hard for me to sleep." The difference between my earlier explanation and this new development is that this would be less of a quirk suppression device and more of a mental inhibitor. I'm giving you an off switch for how your quirk works, not turning off your quirk entirely." she took a moment to scan the screens, splitting the three brain scans so she could look at them sequentially. The newest addition to the original scans confirmed her hypothesis. "This version of an inhibitor can be used indefinitely. Although, in my professional opinion, I would reach out to Ms. Gotoh, the guidance counselor, as I can attest that she is excellent at working through problems such as yours." Sadako helped Iphi work through her guilt after the Ouros disaster years ago.
As she had gotten all the readings and recorded them in her mental vault, she stood up from the console, clipboard in hand and reentered the room where Kei was performing the test. "A sensory dampener? That one would be easy. I'll extrapolate the patterns for when you identified the water sources and isolate the section of the brain that makes you aware of existing water sources." she jotted down a few extra notes on this for bookkeeping purposes as part of the deal of being able to use this facility was that she needed to write detailed reports on each test subject—not like Iphi needed to write these for her benefit.
"So! I'll evaluate your quirk and you should be able to come back tomorrow as I'll have these ready for you by tonight." she scribbled Sadako's number on a piece of paper and tore it off before handing it to Kei "Glepnir's office. You can tell her Iphi sent you and she'll see you immediately." she would give Kei a reassuring smile and take the headpiece off his head "You got this. Everything will be okay. If you need any more help, you know where to find me."

"Ohhhh." Kei tried to wrap his head around the difference between mentally blocking his ability to use his Quirk and suppressing his Quirk when near living things, but he was failing to do so. Maybe he'd been on edge for too long, or the little sleep was affecting his comprehension. It could very well be both. It was probably both. So he only nodded, noting internally that he should ask her about it again once the device was ready. When Recall entered the room he left the corner he isolated himself to, choosing to meet her halfway. She'd been helping so much; giving her courtesy was the least he could do. He smiled when she accepted his request. "Thank you, that sounds great." As useful as that part of his Quirk was in identifying substances he'd know nothing about otherwise, it wasn't needed when he was just settling in his dorm or hanging out with friends. He'll just switch it back on while he's working or in emergencies. Hopefully the emergencies were few and far between. Eyeing the paper in the woman's hand, Kei took it tentatively. He didn't know how helpful a counsellor would be with his situation but he trusted her intuition. He was probably long due for a therapy session anyway. "Immediately? Wow- I mean sure, I can pay her a visit." Kei closed his eyes when she took the headpiece, his anxiety clear as his hands curled in to prevent himself from reaching out. Once she distanced herself he gave another smile, trying his hardest to show his gratitude despite his fear. "Of course. Thank you Pavlina-sensei, I really appreciate it."Iphigenia Pavlina
