Heya! So there's a few things here about Lylyth's quirk that will have to be adjusted before approval.
All the rank stuff within the quirk itself will have to go. A lot of what is taking place within the quirk could just be flavored with attributes; because we're taking a more narrative approach, a lot of those secondary things could just be descriptions and potentially set yourself up for those weaknesses/strengths. On top of that, we'd like the supermoves to be removed as that also falls under the idea of narrative control.
The second thing would be either removing the flight part from her quirk, or the hellvoid. Because these two things are completely separate (mostly because the wings are part of the mutation), you'd have to either play much more heavily into the demoness aesthetic and ditch the void blasts completely, or be unable to fly and continue to have the blasts.

Heya!
So similar with Lilith, Natsumi's quirk doesn't have to be as wordy in order to explain what it mechanically does, which in this case would just be to make her smaller and improve her stats a little. *However*, I would throw in there that while shrunk down, two attributes be improved up to the rank of her quirk; Strength seems to be a big theme with it, and I'd also go with Speed as it'd make sense for her to get suddenly quicker while under the affects. When making the adjustment try to do something like Pancakes did here.
I'd also recommend altering the skill just a little bit to be more in line with a fighting style. Other than that, it's good ^^

Heya! I've got a few notes here regarding Lilith's skills and quirk that will have to be changed before approval.
To begin, her quirk doesn't need as much mechanical oversight as it did before. It could be summarized as a pheromone that over time causes a character to slowly lose themselves to their inhibitions and negative emotions; this would be the main mechanic that it would take on. Narratively, the intensity could be explained however you want it to.
Gift of Gabble and Acquainted with Pain could be done away with entirely with the Presence and Constitution attributes taking on their EXP. Skills are now things that can only be learned or taught, and while to an extent these two play off of her quirk, these factors could also play into the narrative aspect of it as well with the mechanics of her attributes backing this up.
Lastly, Tool of Fear could potentially be reworded a little bit to be more flavored as a fighting style with a heavy emphasis on the whip. This not only showcases her talent with the whip, but in the event she doesn't have that could also explain her capabilities in hand to hand.

No need to fluff about with it, Rei would say. Why bother? What's the problem? He can feel how nervous you are, tripping over your own feet to try and make sure that you don't say something wrong. Don't worry about it- he's heard the same excuses about "how you didn't realise" and that sorta thing, yadda yadda. It's normal. It's okay. Rei stands at a decent height with a lithe body and his straight ink-black hair usually tied back and out of the way of his eyes- not that it matters. His eyes themselves are murky and unseeing, and he's usually staring off into the distance with that fake one-hundred-mile stare coloured blood red that he might want to cover up with sunglasses if he feels someone else's gaze burning him. When Rei was born, a coin was flipped.
Most of the time in this day and age, it lands on heads, and people are granted powers thought unbelievable mere decades ago when the supernatural was thought to be pure myth. Then the other side of the coin lands on tails, and people are granted nothing but jealousy, and xenophobia towards the self for being... "different" than what we're now used to, what is now favourable. But what if you're so unlucky that the coin doesn't land on either, and only on its side?

Born blind in such a powerful world, Rei hoped for a quirk that would make his life worth living, which of course never came. Miroru is a rather small young woman with a pale complexion and reddish-orange hair that matches the fur on her fox ears and five fox tails. She no longer bears many of her previous hallmarks of being someone who's had a rough upbringing. She almost always sport long gloves or baggy sleeves, as she's uncomfortable with the web of burn scars matching her vasculature reaching about halfway up each forearm. Having little personal concern for fashion, her wardrobe is limited to very basic athletic wear and cheap tee shirts, having mostly had to abandon the caps she used to wear to help wall herself off while in public thanks to her vulpine ears. She's very approachable and friendly-looking thanks to extensive work on controlling her public presentation, though when the facade cracks she can occasionally project a sense of imperiousness.

Her father and siblings all share the same quirk, the powerful ability to create and control electricity. Originally, her parents believed her to be quirkless, and made no bones about informing their young daughter just how big of a disappointment she was. In time, her real quirk was identified- and very little changed. All of her hero relatives could not only control electricity, but generate it as well, something she was completely unable to do, leaving her essentially quirkless without a power source of some kind when she was younger. Unable to wrest control of the electricity her siblings created from them, shocking pranks and torments were common in her younger years.[/span][/div][div style="text-align:left;"][span style="font-size:13.3333px;"]
[/span][/div][div style="text-align:left;"][span style="font-size:10pt;"]This abuse eroded her self-esteem terribly. While she retains her determination and strong morals, Miroru's belief that her health is a thing worth preserving is nearly non-existent, reduced to a currency she spends in pursuit of proving herself to her family. She's overcome her shortcomings thus far with a dearth of hard work and clever approaches, from exploring the edges of her quirk's capabilities to supplementing them with personal research into the science of its function and dedicated studies to bolster her grades and secure a chance to test into UA.[/span][/div][div style="text-align:left;"][span style="font-size:13.3333px;"]

[b]DESCRIPTION:[/b] Power Prism allows the user to sense and control the electromagnetic spectrum within a certain distance, allowing the user to manipulate EM forces in whatever state they currently exist. By drawing these forces into the body, it also allows them to be translated from one variant into another- electricity can be converted directly into radio signals, gamma rays could be converted into a magnetic field, and anything in between.
What Power Prism does NOT do is generate energy from nothing. It is unable to function outside of the strict limitations of directing or converting the energies over which it has domain.
[b]QUIRK DRAWBACKS:[/b] As Power Prism is used, it builds up heat in Miroru's wrists, slowly boiling the blood in her veins as it moves back up her arms. Her cardiovascular system is mercifully resistant to the heat itself, but this is unfortunately accomplished by being so extremely heat conductive as to pass the heat directly into the surrounding flesh. Overuse can and will cause burns tracing her vascular network up her arms and towards her heart. While it, too, is unaffected by this heat, once reaching her heart, the superheated blood will be distributed to her body's organs, which do not enjoy that same protection.

It's a hodgepodge of the best defensive and subdual techniques she's gleaned from multiple martial arts techniques, resulting in a style designed to minimize both harm to the participants, as well as the time to capture.

[b]EQUIPMENT DESCRIPTION: [/b] As a way to augment her own considerable mobility, Miroru has designed something she is tentatively calling Skywalkers. By utilizing her quirk to magnetize the housing of the turbines in the soles of her boots, she is able to create brief bursts of thrust, giving her something to push against and allowing her to walk and run mid-air, and control her descent during falls. This is most useful if already at an even or higher elevation, as ascending requires, essentially, climbing invisible stairs- effective, but slow. She remains able to use her own speed for horizontal movement and can control or slow her speed during descents, but she is limited to this item's stat rank as her speed for upwards movement.
