Sasaki could only look on in a panicked blur as the water he fired upon began to rapidly expand and solidify, the ice spreading throughout as the violent momentum of the wave began to abate. Yet the scene unfolding in front of him filled him with dread instead of relief. While slowed down, the wave was now far more destructive and dangerous. Had Sasaki made things worse? His heart sunk in his chest as he watched the frozen assault lurch toward King, yet there was something else keeping it wrangled. Just how many quirks were wrestling in this water!? "Figures I'd go my whole life with no one to compare quirk notes to... yet as soon as I make it to the city there are water quirks coming out of every crack." He grumbled under his breath. Sasaki was starting to lose his resolve, what did he think he was doing out here? Did he really think he could just wake up one morning and decide to be a hero? Sure, the TV and news made the job seem glamorous and exciting, but this wasn't some shonen anime in an alternate world, this was real life, with real people and real lives on the line. Maybe... he should evacuate with the others, he wasn't a full fledged hero after all. Hell he hadn't even finished unpacking his dorm room.
Yet no matter how much his heart wavered, Sasaki's feet did not budge from that spot. No matter how much the logical part of his brain screamed for him to turn around and leave this torrent of collateral damage to the professionals, he found it impossible to turn his back on the scene in front of him. If courage wouldn't come naturally to him, then he would just have to fake it until he made it. "No more half measures" He slapped both of his cheeks to center himself and caught Demura's words. "More Ice... that I can do!" Taking a long breath to center himself, Sasaki emptied his quirk into the air around him, his body seemed to shrink ever so slightly as the various sub-dermal bladders through out his physique purged the pressurized fluids from his anatomy.
Once removed, this Sasaki sized ball of water would surge toward the frostbitten frothy foe, freezing over as it began to metaphorically and literally snowball, soaking up all the moisture from the ground and air as further swelled in size as the water expanded into ice, moving to intercept the Tide with Sasaki heading in a different direction. As the two volumes of H20 would collide, Sasaki's Ice would attempt to absorb and solidify as much of the Tide as it could. Meanwhile, Sasaki was continuing to throw caution to the the wind as he climbed into the bus King had pointed out to him. "this-is-stupid-this-is-stupid-this-is-stupid" He pleaded with himself as he ignored his better judgement and slammed on the gas, freezing it in place and sending the vehicle surging down the path his ice-ball cleared for him. With a wince, Sasaki moved back as far as he could in the bus and braced for impact.
Summary: Sasaki feels bad about making the situation seemingly worse. Finds his courage and doubles down on the Ice Plan He creates a massive ball of packed frozen water and rolls it toward the Tide in an attempt to flash-freeze it He then tries to drive a bus at full speed into the Tide W

Of course it was not going to be easy at all. Immediately she felt the difference in power between her and whatever was manipulating this mass of water. For the first time in her life, the one thing she could always count on to respond to her 'summons' was now resisting with all of its might. It was like trying to raise an arm but the arm insisted on staying down and all she could manage was raise it halfway up. That being said, she was having an effect. If she was just completely and utterly brushed off, she would have taken the biggest hit to her confidence in the last couple of years. Now she had a decently good idea of how much influence she could exert in the situation.
As she was focusing on the task, she was suddenly approached by someone whom she recognized was a teacher from UA. Fortunately, it wasn't because she was in trouble. The request however baffled her for a moment and she almost let go of the 'mental rope' that she was tugging at to try and hold back the tide as best a she could. Talking and keeping up her pull was not the easiest but she needed to make her statement.
"With all due respect Sensei, if I 'let go' of my hold of this strange water right now, who knows how much more damage it can cause. My Quirk is water control and I'm currently holding back some of waves from injuring civilians and destroying property. I don't think I can afford to step away at the moment. It was initially trying to head for the bay but I think I was able to shift it off course for now."
How exactly do you show someone you were exercising a huge amount of mental effort to do something? Honestly it was one of the 'disadvantages' of how her Quirk worked. The dorm mother would have to take her word for it.
In the meantime, it seemed like the other heroes present were finally changing up their efforts to better contain the situation. She wasn't sure how much a truck and a bus can stop water but they would just have to wait and see. She knew now where the tide was trying to go so her efforts would be to continue applying resistance to hinder it.
TLDR: Noa feels the difference in power between her and the Tide but continues to apply her control to keep it from moving freely. Noa explains to Fuyuko that if she stops trying to hold back the Tide, the situation might get worse for them. She figured out where the Tide was trying to go from earlier so she is focusing her effort to stall it or make it go elsewhere while waiting for others to execute their plans to stop it.

A feedback that is all she needs to churn more alternative ideas. While she is aware that Noa and Sasaki is one of the UAU students, Fuyuko have no idea on what their quirk is and as Noa mentions about her quirk; Fuyuko decides to alter the idea. Okay Noa, you do what is the best you need to do right now. I will spread myself thin to cover vast area Fuyuko tells Noa and leaves her behind as she summon three spectres and spread it around as far as possible that her quirk can deliver her. She rush to the nearest construction worker and fortunately there are few worker there. While Fuyuko doesn't want to involve civilian but this is emergency.
People, hear me. I need your expertise and combating the tide. UA will cover the expense but I need you to pour as much as cement to this area as fast as possible! Fuyuko rally the worker there with her most sincere tone. Fuyuko swears that they will get a fair payment for this emergency even if she needs to emptied out her own wallet. If the tide get closer, leaves everything and get out to safety! We will handle the rest! Fuyuko shouts one last time before she vanish from her spot and appear in different construction site and conveying the same message.
Three specters after, bit further from the tide current positions. Groups of construction worker with loads of trucks bringing in bags and bags cement to the area. Supervised by Fuyuko, she arranged the pile in a manner where she can drop it easily after rip it apart with her nano drones. Great work everyone! Now, I want you all to move to the safety
Once the tide gets near to her position. Fuyuko will cuts the cement bag and throws it to it with the help of her nano drone.
tl;dr: - Let Noa do her things - Visiting two constructions sites - Rallying the worker there to bring all of their cement bags to the spot that is slightly further from the tide but still within its path - Making a station for Fuyuko to be able to shot the cement away with the help of her nano drone once the tide get closer.

While the group's efforts may not have been noticed by the Tide who was moving on instinct, they still had a profound effect. The pull The Tide was experiencing from Noa's efforts continued to slow it down as it tried its hardest to pull away from her. Whether it was the additional mass of the ice or perhaps her winning the tug of war, it advanced but progressively got slower and slower. The ice had been slowly creeping up and taking over the rest of it's form which continued to make it sluggish but at the same time it was getting stronger, and Noa would be able to feel that.
This was until Sasaki's quirk finished the job, freezing The Tide in place and giving Noa some much-needed relief. If that wasn't enough the combination of vehicles slamming into it shattered it, raining down on the area and spreading throughout the street. It looks like they wouldn't be needing the barricade after all!
Well, it looked like that for a few moments.
From higher up on a second-story building, three jets of water would shoot down in the direction of The Tide's 'demise' and hit the pavement beneath it and spread like a spider web formation until each of the fractured pieces of The Tide was in its grasp. The water would then shimmer, turning a deeper blue as the shattered ice crystals of The Tide responded to this. They melted as steam rose and then boiled before flowing together into a large boiling mass, slightly smaller than before. In the center a large eye formed as The Tide looked around for the first time, taking in its surroundings before its gaze shot up towards the rooftop.
"Do it." the being uttered as The Tide finally took action. It shot out a blast of boiling water, one at Sasaki and the other at King, before it began to backtrack slightly, not making a full dash for the bay but still heading in that direction. The only difference was that it was aware and wasn't just mindlessly heading there.
The woman from up top surveyed her surroundings before she aimed at two separate civilians, firing off a torrent of water at incredible speeds. Depending on how the group reacted, she would continue to fire at civilians recklessly, unconcerned about any collateral damage.
This just got a lot more complicated

- LOCATION - "It means fearless." The student and the Dragon would probably be fine; one could manipulate ice, and the other was of such size that a shot like that would be akin to a flick on the wrist. No, the real problems in all this mess remained with the civilians, constantly under threat of danger and attack. Dauntless' form blurred across the street as he swept up a civilian in his path, the blast of water destined for them crashing into the empty ground where they once stood. Not a moment sooner was he on the move again, dashing towards the other target, only being able to take the brunt of the attack, the torrent crashing into him and blowing the hero off of his feet and into a wall.
Whisps of energy crackled and emanated from his body as the mist subsided, his eyes briefly flashing red with both power and anger as he pulled himself from the crack.
"Hrrghhh! Always something else, isn't it?", he said, tightening his hands into fists.
"We got a new player on the board people! Let's keep up the effort! The ice seemed like did the job, if only for a second! I'll see if I can takedown it's partner!", Dauntless' voice rang through both the street and the communication pieces that connected the students and Fuyuko. Crouching, he would suddenly propel himself upwards into the air, coming to a drop on the building's roof he'd been launched into, and begin charging at the third party.
Dauntless gets one civilian out of the way, while taking he hit for the second one from the torrent blasts of water. Now with a renewed charge to his Quirk, he points out that the combined efforts they'd taken seemed to stop the Tide for a moment. He volunteers to take on the woman head on, and charges for her.

Okay so the idea about using vehicles to block the tide was probably one of the best ones that they could come up with on the spot. Using a building wasn’t even on the table and that was fine; there was a wry grin on kings face as he saw that Sasaki not only froze the tide but slammed the bus into the large water elemental. Something that the large mutant couldn’t really do. The kid would probably be useful for whatever group he was a part of.
Probably would make a good hunter too if he could get water.
What he wasn’t expecting was for the water not only to get unfrozen, but for the golem to reform in a fashion that made it sentient. King stopped with his truck and blinked slowly. What? How did it do that? The jets of water that had shot down a little early drew the balefale gaze of the dragon. Demura wanted to handle that lady? Fine.
He’d turn about; gritting his teeth a little bit. Physically he wasn’t able to do much against water; or at least water in this variety. Hearing the lady say something, seeing the tide shoot out a blast of water, king wasn’t about to be able to dodge the attack. So three things happened in order.
The water hit him on the shoulder, or a little under it.
The sensation of burning; the water wasn’t immediately hot or at least to the point of where his regeneration couldn’t just help him shrug that sensation off.
The next was him feeling his weight on that end shift and his front leg was more or less detached from the rest of his body. The shift in his weight caused him to stumble and slam into the pavement. Pain lancing through his body and there was a growl of pain; hatred flowed into his eyes and his baleful green gaze shifted back to the elemental.
”Tch… Not again.”
Though rather than slip into a rage, or scream in pain the large dragon shifted as though this wasn’t something they were unused to. Huffing and adjusting his body went to work. One blink, then two, then three? First the bone, then the muscle, then the scales, this time around the front leg had five claws, a few dew claws here or there and by the looks of it the joint was a little off at first before it seemed to set into place.
Not to mention it was a little larger than the last instance of the limb. Though king would breathe out slowly, regenerating limbs quickly took a lot of energy and he wasn’t about to just rush the being that was able to slice off one of his legs.
— Tldr -King stops pushing his truck -Thinks Sasaki is pretty useful -IF demura wants to fight the water lady let him -oh no he gets hit by boiling water and loses a front leg -Wait this guy has regen and grows it back? :^]

Sasaki dove behind a bus seat as he braced for the crash. The front slammed into the frozen construct with devastating results. Thrown from his hiding place, Sasaki stumbled his way toward the exit of the totaled public transit vehicle. A cursory glance outside the window told him that his gambit had succeeded at something at least. With a sore groan from having endured a literal car crash, Sasaki lifted a hand out one of the broken windows, his quirk melting some of the chunks of ice and reabsorbing it to quiet the nagging itch that came with draining his reserves of water. Yet as he drew the moisture in around him, the thrum of resistance reestablished itself once again.
"...you gotta be kidding me. IT'S NOT OVER!" he tried to call out in warning before the ice began to rapidly thaw and reform, this time into two different threats. Sasaki's eyes narrowed as the liquids then started to change again. Something about this was eerily familiar, it was almost like when he used his quirk to... oh crap.
Two jets of water erupted from the awakened Tide. One tore through King's shoulder, causing a mighty limb to fall severed. Sasaki didn't have time to gawk in horror at his comrade's injury as a similar attack impacted the Bus he was residing in. The vehicle spared him suffering the same fate as King, but he wasn't spared fully. As the blast tore into the bus, he was drenched in the scalding fluid. His condition was worsened by his quirk's attempts to reabsorb the fluid like a sponge, spreading the burning to his insides as well. Once the pain subsided he extracted himself from the bus and tried to get his bearings for the ensuing fight. Dauntless was engaging the water woman, which meant the original threat should be his own target.
Locking his eyes onto the anthropomorphic puddle, Sasaki turned his whole focus onto his lingering influence on the water making him up. "I don't need to beat you... I just need to stop you." If he couldn't actually hurt this thing, then he would do what he could by running interference. If the Tide tried to go left, he would pull him right. If he tried boiling the water, Sasaki would try yanking the temperature in the opposite direction. Each action the Tide would take, Sasaki would attempt to force the opposite to cancel it out.
Summary: Sasaki is stunned from the crash Sasaki avoids a direct hit, but gets drenched in scalding water Sasaki is attempting interference on the Tide as best as he can.

The combined efforts of the people present seemingly stopped the strange water for a moment, but it was too soon for anyone to sigh with relief. Noa had temporarily lost control of her hold when parts of the Tide were frozen since she couldn't manipulate ice. But someone out there actually thawed the ice for her. Although it wasn't exactly the lucky break she was hoping for.
A second enemy had appeared. The heroes noticed this too and proceeded to reorganize their targets. Someone went after the woman while others continued to hinder the strange water that seemingly gained sentience. It was a change Noa could feel but not explain. Unfortunately this meant that its actions were now more deliberate. She had no choice but to forego tugging at the Tide directly because now attacks from both it and the mysterious woman were being aimed at civilian stragglers still present in the area.
If there was one thing she learned at hero school, it was that innocent lives always came first. Fortunately for Noa, there was a lot of water to work with in the area. It felt oddly refreshing to be able to fully control water again without resistance. Keeping a close eye on where the villains were aiming, Noa would raise domes of water acting like shields to protect people from the incoming shots of compressed water.
But now that she was preoccupied with helping civilians, someone else would have to pick up on stopping the water creature's movements.
TLDR: Noa continues to observe enemy movements and new developments. In response to what everyone else is doing, she decides to switch priorities to protecting people being shot with water by raising shields of water of her own.

At first, Fuyuko thought that all she needs is to wait for everything goes as her plan. Yet, the situation calls otherwise where the movement of the tide suddenly gone haphazard after it got shattered from being iced and the appearance of another smaller entity that ready to bring more trouble. Fuyuko have no time to give much thought on the well being of Sasaki and the dragon as they were doused by a boiling water as her attention drifts into rain of compressed water that is targeted toward the civilian. Fuyuko rush forwards and controls all of her drone from her glasses and create a makeshift rooftop. The intensity of the pressure force her to make a rather small umbrella to actually full block the water but it is better than nothing. Focus on the water lady, leave the citizen to me Fuyuko calls out to Dauntless as she grabs the nearest civilian and push them into under the umbrella.
Stay calm, I need all of your cooperation and make sure that you are under the umbrella. I will move it slowly so please stay focus for the safety of others! Fuyuko shouts at the civilian, begging for them to follow her instruction. She saw Noa is currently helping the civilian too so she decides to call out to her Noa! Is it possible for you to take control over the pressurized water? If so, try your best to decrease the pressure Fuyuko shouts. If she can do that, Fuyuko can spread her drone a bit thinner which should make her be able to protect more people.
tl;dr: - Create a 'rooftop' made out of her drone but it is not too big because of the pressure water - Tell Dauntless that leave the civilian to her - Tell Noa to try an attempt on controlling the water blast from the water lady.

The woman, known as the Tide Empress, wasn't too happy with the situation at hand. The Tide should have already made it to the water and absorbed the ocean to wash away the ward before it expired. They were on a time limit for gods sake! The problem was the interference of the two who had quirks delved into their domain. If not for them they would have already succeeded in their assignment. "Keep moving, you imbecile!" she'd shout down to The Tide. The sentience made it more formidable as it could fight on its own without instruction, but it didn't make it any more effective at doing so. She observed the battlefield, recognizing Noa and Sasaki as the most significant threats with the girl in particular having a much easier time dealing with her. "Get the girl first, then get going!" she shouted, turning her attention back to Demura who was imposing enough that she couldn't focus on raining down chaos.
As he charged forward, she would clasp her hands together, building up a higher-pressure yet smaller blast of water, and fired it at him. If it connected, it would easily pierce through his body, but with such a linear application, this was a big if. Successful or not, she would try to distance the two by manipulating her lower aquatic half and shooting herself over to the next building, not splitting focus between him and taking out more people. The protective drones that Fuyuko had put were also troublesome, and so she hammered away at them with rapid water blasts that would bear down on her long enough to break through if no one intervened. .
The tide itself was rather simple-minded, not smart enough to capitalize on the injuries it had inflicted on both King and Sasaki without instruction. The nagging feeling in the back of its "mind" was to keep moving and the yelling from the Empress just made it move a little quicker. For the observant, they would notice that The Tide was even smaller than before, clearly evaporating slowly the longer it was out on the field. Even still, it obliged the orders of its better half, focusing on Noa and firing a large ball of boiling water which moved slower than the previous shots but was about 3 times larger in diameter. Not strong enough to outright kill her but would leave some decent burns if she wasn't able to get out of the way. With that, it shrunk a little bit more and moved a little bit faster than before, heading towards the ocean and still keeping its massive eye on the people in front of it.
—--------------------------------------------------------------------------- tl;dr - The Tide Empress yells at the Tide to focus on Noa, sends a pressurized water blast at Demura and moves to a new rooftop - She hammers the protective drone shield that Fuyuko had put up with consecutive water blasts and will break through if not stopped. - The Tide is shrinking in size every second and is now noticeably smaller. - It fires a boiling, larger and yet slower orb at Noa. - The Tide moves a little quicker and continues to head toward the ocean.

Mounting frustration.
Physical attacks were useless and it seemed to him that the people making a difference was everyone but him. He couldn’t tell what the two students were doing; or rather he couldn’t fully understand it. He didn’t even know how they were mucking with the tide. Just that whatever they were doing was making it… sloppy? They had to have something that made the water not do what it wanted. The two heroes were definitely doing some lifting too, taking on different roles.
“Get the Girl frist, then get going!”
Kings green baleful eyes flashed, he already knew what he had to do before he had to do it. His body already moved; he wasn’t fast but damn he was big as hell. He could tell that the tide was getting weaker, it was smaller and it seemed to be losing steam. Or something. He had to pick between helping the hero or the fledgling and to him youth were always far more important than himself or anyone else for that matter.
Rather than trying to move in front of the orb, he’d just shoulder charge into it. Taking whatever damage that it presented and crash past it. This group of water flinging individuals was making it really hard to be directly annoyed at the humans. The people here weren’t even doing anything wrong, hell he was just lost and wanted directions for petes sake.

Sasaki was not feeling his best, to say this had been the most exciting day of his life so far, would be an understatement. The adrenaline coursing through him was not limitless, and he could only ignore his injuries for so long. Upon signing up to be a hero, he had known it would be a dangerous path filled with hardships and adversity, but no amount of psyching himself up had prepared him for just how much it would hurt. Before today, Sasaki had only met one other person who's quirk worked on the same wavelength as himself. Now he was in a massive game of quirk tug-of-war with the sake of the city at stake. Yet the chance to run away had already passed, he had made his choice to stay and help, and there was no going back now. Swallowing his complaints Sasaki renewed his focus on the charging Tide. His efforts hadn't been in vain, as the lumbering aquatic behemoth was starting to shrink and lose mass. While this meant it was moving quicker, Sasaki was long past needing to aim to have an effect on the creature.
"You wanna heat things up? Lets really get cooking!" Sasaki belted out as he goaded the charging hulk. The lingering moisture from his clothes began to lift off of him with a sizzle as he attempted to turn his quirk on full blast. It was time Sasaki used every card he had up his sleeve. If the Tide could be flash frozen, then he'd boil just as fast. Two distinct commands were sent out through his hydrosympathetic link, become steam, and condense. Normally Sasaki used his water compaction to pressurize a stream, perfect for power washing the graffiti off his family's shop... but today he had a different idea. "...Used to think this quirk was sorta basic... water is useful, but it's so common and everywhere... how can splashing villains compare to what my peers can do... took getting boiled alive to sink in just how scary water can be" As he stared down the approaching adversary. "...It hurts more when it comes from the inside." With a snap of his fingers he set off his hastily prepared attack, releasing the condensed steam he had tried keep contained inside the tide, letting it violently erupt in all directions, hopefully disrupting the constructs form enough to halt it's charge.
Summary: Sasaki goes all in on evaporating the shrinking Tide even more Sasaki tries to create a pressurized ball of steam inside the Tide Sasaki attempts to detonate it in such a way that it disrupts the Tide's charge

Noa was honestly surprised at how 'coordinated' this makeshift team seemed to be at dealing with the two threats. There was a moment of caution when she heard the villain lady yell instructions at the water giant. They were aiming for her? Or at least it looked like it. But with civilians behind her, Noa couldn't exactly abandon her position. Imagine her surprise when the giant fighting for their side stepped in to block what looked like an attack that was meant to take her out. She would have to thank them later. Tanking that shot couldn't have been a good time. Now she had more room to focus.
The lady villain seemed intent on breaking through the barricade they set up to protect the civilians. Fuyuko wanted her to weaken the enemy's attacks and that was as good a plan as any. She once again attempted to apply her manipulation on the enemy. Having competed directly with their water control earlier, she already got a feel for how strong they were and how Noa was lacking in the ability to fully take over the water they were using. Opposing the control head-on wouldn't be the best option. Instead she would go for redirection. The water blasts were only as dangerous when they hit their marks. Noa would make the blasts veer off course so that they hit the shields at an angle with their force significantly reduced.
"She's stronger than me, but sticking with defense, I can keep her from striking us directly. Hope our friends can take care of the offense."
As she said this, she saw the other boy with water-related abilities launch an attack at the Tide itself. It was definitely getting smaller and weaker. They just needed to keep at it a bit more.
TLDR: Saw King take the shot meant for her and makes a mental note to thank him later. Assists Fuyuko with the civilian defense by applying manipulation to divert the Tide Empress' water blasts from making direct hits at their shields.

As Noa try her best redirect the blast, Fuyuko still able to feel the impact that the drone received. Even with that attempt, Fuyuko know that her swarms wouldn't last long if she just preserve the status quo. A specter emerge from her palm and move discreetly toward the lady water, meanwhile it make way to her - Fuyuko put more focus on the directing civilians to place that has a solid rooftop to decrease the risk of receiving the full brunt of the water blast. It is definitely not a risk free solution but it is the best that she can do. Then through the share sense that she have with the specter, she noticed on how close her specter is at the moment.
Since from her observations that she able to gather - the water lady have a semblance of intelligence to her. Which means, with intelligence, one would have a memory that you don't want to relieve. Trying to exploit that, she want to make a short opening for other to subdues her. Dauntless, once you see an opening - try to subdue her in any way possible Fuyuko calls out to Dauntless as she make her specter appear right in front of the water lady in attempt to inflict a nightmare illusion right into the water lady.
tl;dr - Summon 1 specter, float to the water lady, and attempt to inflict nightmare illusion to the water lady - calls out to Dauntless in the hope that he can exploit the opening, if any - Keep evacuating the civilian

The Tide Empress would scream out of frustration over the developments happening. She was definitely losing composure as she attempted to fire wildly at the group trying to take at least one of them out. It was because of this that she didn't notice the specter approaching her silently until it was too late.
Her pupils would grow wide as the manifestation of the group that captured her and set her down this path to ruin. The sensations surrounded her to the point where it was completely debilitating and she would drop to her knees, clutching her shoulders as her eyes blanked out. This wouldn't last forever so hopefully, someone would take advantage! .
The Tide was struggling against Sasaki in particular. His ability to cause the water to boil just meant that its time was shorter than expected. Even its power had decreased further with the orb that King blocked wouldn't result in any severe burns, not that it mattered much with how great his regeneration was. His time was up and whether it was a matter of following orders or because in its final moments, it gained some additional sentience, it would rush upwards toward The Tide Empress, losing volume at a massive rate as it accelerated. At this rate, it would have just enough time to reach her, unless any of the heroes had anything to say about that.
