Air walls do not fall to the ground once solidified and will stay afloat in midair even when another person hangs onto it. They're soundproof as well, making them effective against Quirks that rely on their user's voice. The Durability of the barriers or constructs is equal to Hebiru's quirk rank.
Quirk Drawbacks: Due to Hebiru's lack of experience with lungs she finds Solid Air very difficult to use and requires optimal circumstances to create any sizeable barriers/constructs. Additionally she is completely incapable of making anything more complex than a flat surface with it and finds herself running out of breath quickly when using her quirk.

The Doctor is InHebiru stayed mesmerized the entire time Rhea sang, hanging onto every note and even finding herself humming along. Something that surprised her greatly. She wasn't prone to unconsciously doing anything, not without it being an ingrained behavior created and internalized through rigorous practice until it became automatic.
She wondered why this singer in particular managed to draw her in so much. If she didn't know better she'd suspect the use of a quirk but if that was the case it'd have to have been exceedingly subtle. Hebiru was no stranger to experimenting with mind altering quirks in her research and had plenty of experience recognizing their effects as a result. While it differed from quirk to quirk of course and she could hardly tell all of them apart it left her fairly convinced this was purely -or at the very least mostly- the singer's skill.
The sudden appearance of Mummy caught her off guard and for a moment she couldn't help but think she was hallucinating, as unlikely as that might be given her physiology.
"Super Awesome Queen Mummy, Future Prime Minister of Japan was it?" Hebiru stated while widening her eyes, pretending she was pleasantly surprised to see her while she takes a moment to collect herself. While emotions are certainly something she wished she felt more often -and more strongly- the few times she does feel them the effects they have on her thought process, particularly the speed and clarity thereof, are quite inconvenient.
Even so she savors this rare occurrence, her eyes darting to the stage where the singer responsible for awakening them stood before refocusing on the possible aide to solving her problem.
"Indeed. Quite the expected find."
Even Hebiru herself isn't quite sure whether she's talking about the singer or Mummy being here. Judging that this was hardly the time for introspection she put the thought aside for later and paid attention to the matters at hand. It wouldn't do to let opportunities slip through her fingers one of the rare few times they occurred. She nodded appreciatively at Mummy's clarification. That the villain would extend such courtesy was promising. Perhaps a collaboration wouldn't be as difficult to attain as she'd feared.
"Of course. Why, thank you for asking. That is very thoughtful of you." Positive reinforcement was bound to leave a good impression on one with a demeanor such as the young Matsui. Hebiru would simply need to be careful not to overdo the praise and to use it to distract from subjects she can't elaborate on instead. Like information about one of UAU's students.
"Recent events have been interesting. Have you seen any of the recent arena challenges hosted by UAU?"
Interesting seemed like the best way of putting it. Bringing down the mood with complaints on how busy recent events had made her -or how they'd given her a newfound dislike and appreciation alike for sea life- would be counterproductive.
"I certainly won't say no to that," Hebiru agreed. She'd been meaning do so regardlessly and keeping both Mummy and the singer out of trouble and danger respectively would provide just the excuse she needed. With the intention to both introduce herself and if possible to establish a connection she headed over as well, simultaneously acting as a sort of chaperone to Mummy to keep the villain's behavior within bounds while ingratiating herself to the horned girl.
If she wasn't used to worse keeping every factor in mind would be positively exhausting. As it was all that she could think of was how to maximize her gains.

The Doctor is InTaking a short rest at the talent show between her patrols through the amusement park was turning out to be a far better decision than Hebiru could have imagined. Originally it had been intended as nothing more than a brief stop for her yet Rhea's performance had drawn the hero-in-plainclothes in. Jazz was one of the genres she most often listened to when trying to relax but none of the songs she'd found thus far measured up to Rhea's performance. In fact, she finally had an inkling of what people meant when they said they were 'lost in the music'.
So lost in the performance was she that she didn't even notice Mummy in the crowd despite her search for the healer ever since their last meeting. She wondered whether she'd have the time to ask whether the singer on stage performed anywhere else. Duty and interest warred in her before for once in her life she let the latter win out. Hebiru was most reluctant to have this be the only time she could hear her sing. Few things could elicit more than the slightest shred of muted emotion in her but this performance was positively... mesmerizing.
There were plenty of other peacekeepers present and it wasn't like she was officially on duty anyway. Patrolling could wait. Hebiru had the distinct feeling that she couldn't afford to let this opportunity slip.

The Doctor is InLone Wolf's reply was vague enough to make Hebiru believe he was merely sparing her pride. Given his clear interest in the subject the words were telling. It was an approach she herself was very familiar with and often employed when encountering first aid provided by untrained good Samaritans. She'd have to make a note to prepare further in advance should there be another barbeque.
Given that there was nothing that could be done about it right now she put the matter aside and accepted a burger.
"One would hope so," She replied to Sadako. "Unfortunately at times feelings of powerlessness combined with an unhealthy dose of muleheadedness seem to combine to get one to confront said trauma over and over no matter how much it hurts them. I fear this may be the case for miss Kanjo.”
For a moment Hebiru looks lost in thought. Perhaps she should invite the third year along for a patrol or a mission to get a better look into her mind. Their previous cooperative effort was not under circumstances that left with her much time to focus on Junsuina's mental state. Hearing May speak up again Hebiru turns to face her.
"In excellent shape. The cow clearly maintained a healthy regime." She replied in an attempt to make a joke. Whether it worked out remained to be seen.

The Doctor is InTaking a long, long swig of her coffee Hebiru pointed May towards Lone Wolf. "The barbecue is his area of expertise." Briefly placing her coffee down on the roof of the man's Caddy she rummaged through the plastic bag she was holding. Heading over to him she handed over the brisket she had delivered through a priority order earlier today.
"It had only been seasoned about four hours ago. I am unaware whether this is sufficient or not." Hebiru had applied a pre-packaged dry rub that was recommended alongside her purchase and wrapped it in plastic wrap no sooner than it came out of the box it was delivered in but it was still very much a last minute order. With some luck it being A5 Wagyu would make up for any potential flaws. Not that she herself would be able to tell the difference. Her muted sense of taste meant she tended to eat for texture instead of taste with the exception of the rare few times she indulged in a large amount of either spice or sugar. Usually the latter. "A relatable problem. At times I wish I had several sets of fully functional arms. Limitation breeds creativity yet there is only so much one can alter a medical procedure."
In a way she was lucky to have an assistant as competent as Shokuhou. Many of the more... interesting injuries students that had occurred as of late would have been difficult to treat solely by herself. She'd petitioned for an additional hire for exactly that reason. Shokuhou performed way above her pay grade but there were a great many things she could not have a student assist with.
"I will pass on the alcohol. It would be rather detrimental at the moment."
Alcohol had little use for her regardlessly. An unfortunate side effect of her unique physiology caused some mind-altering substances to require a far higher dosage to affect her. Others seemingly required far less. It was an interesting conundrum Hebiru could not make heads or tails of, nor did she have a great many opportunities to gather data. It was a prospect that was challenging to tackle without qualified assistance.
Spotting Shirayuki pleadingly looking her way while trying to pry May off her Hebiru took another long swig of her coffee before turning away.
"Indeed it cannot. Counselor Sadako, have there been any particular problems that would require our shared attention? I have been informed miss Kanjo visited the Bay multiple times in a single day recently despite incurring injuries. Do you believe it may be a an interest caused by the incident?" Hebiru queried, confident Sadako know which one she was referring to. There were a great deal when it came to that particular student but one stood out for its lethality.
Despite the myriad warnings said student was far from the only one to return from a beach trip with injuries. Hojirozame had returned with a shark bite, O'rourke with cut on his shin and enough microinjuries to hint at a very busy day and Helt with enough injuries to add a noticeable amount of paperwork to Hebiru's workload, to name but a few.
Hearing their other new colleague join the conversation Hebiru looked his way and returned his greeting.
"Dr. Yanai, school nurse and resident medical researcher. A pleasure to make your acquaintance."
Something about the man reminded her of herself. She couldn't quite put her finger on what but it was enough to catch her interest. Perhaps she should look into his work. There might just be an overlap in their interests that could be beneficial to her research.

The Doctor is In"Perhaps a multitude of objectives could provide a solution. An overwhelming amount of problems oft forces one to neglect certain goals to prioritise others."
As one of UAU's resident healthcare providers it was a conundrum Hebiru was all too familiar with. The constant injuries students seemed to incur both on and off campus left her with far too little free time to focus as much on her own pursuits as she would have wanted. Drinking from the coffee cup she brought with her Hebiru's eyes briefly rested on the new hire. With some luck her workload would be decreasing soon. The woman's quirk was fascinating and while she didn't quite believe it had no side effects the effort that would go into monitoring any student's health after May's quirk had been used on them shouldn't take more time than the usual procedures. Hopefully.
"There has been an uptick in fish-related injuries." Hebiru replied to Sadako with a straight face. "But otherwise summer has been manageable thus far. How has your summer been going?"

The Gorgon WatchesThe moment Gyrfalcon dipped below the surface she pulled her drill appendage back in and angled the thicker one from her lower back to aim straight down. Stabbing it into the floor she intended to both incapacitate her opponent and arrest her own momentum to ensure she remained inbetween Mood Ring and the villain as the former raced by her. Her remaining appendages spread out around her like the branches of a thorn bush, the points aimed in various directions in case his current trajectory was a misdirection and he intended to reappear elsewhere.
Seeing him pop up and immediately fire out a barrage of attacks she assumed her own attack had failed -either due to not stabbing deep enough or him being intangible to more than just concrete- and set to counter his attack. The Gorgon twisted both herself and her appendages to avoid whatever strikes she could, catching the rest on either her appendages or with a counter attack. She flinched minutely when one of the thinner appendages she used to shield herself was severed. Muted as it may be pain was never a pleasant sensation.
Dangerous. That was the main descriptor that came to mind when she looked at Gyrfalcon. Were it fully up her she'd chase after Mummy and Mood Ring at full speed right this instant but she could not afford to lose track of Gyrfalcon. With his ability to strike unseen and from any angle it would endanger herself and Mood Ring alike far too much. Even so there was no guarantee there were no other people assisting in the escape, in fact, it'd be far more unlikely for there to be only one assailant.
That limited her options and with her persona taken into account meant there was really only one option for her to take. From what little she knew of him Gyrfalcon was unlikely to take any officers that hadn't managed to evacuate far enough yet hostage and given that Mummy was likely to be his priority regardlessly they were likely heading to the same place anyway. Keeping her eyes on him for as long as possible Hebiru retreated towards Mood Ring while keeping her guard up.
She arrived at the location of the police pair just in time to catch the tail end of the conversation. Lowering herself down from her appendages and onto her normal legs she walked over to check their injuries, her thorn-bush defense spreading wider to encompass all three of them. Looking the stab and gunshot wounds over she can't help but think how convenient it would be to have an ability like Mummy's right now. Alas, she must handle the matter with more mundane tools.
Which unfortunately takes more time than The Gorgon has, every moment without her following after Mood Ring increases the odds of Gyrfalcon getting there first.
"Maintain pressure as you've been doing." She instructed the first officer before turning to face the second. "Do not lift your foot nor attempt to remove your shoe. Keep it as still as possible and apply pressure to the top. I will return momentarily."
The stab wound looked relatively easy to patch up but the gunshot would to the other officer's foot was likely to be far more complex. Chances were that it had hit the ground right after piercing the entire way through and shot the resulting fragments back up. Ensuring he could walk again would be a lengthy operation. Recalling her thorn-bush defence once more she used another appendage to rocket through the short distance Junsuina had managed to cover while she was delayed. The fact that the student wasn't manifesting any more constructs solidified her decision, as much as she simply wished to chase after Mummy no matter the cost.
"Mood Ring. Continuing the chase would be too dangerous. Let us return to ensure the safety of the injured agents and assist in keeping the peace until power is restored. It would not do for more criminals to make use of the chaos to flee on our watch."
Each words spoken felt like ash in her mouth. Almost longingly she peered deeper into the dark hall before them. A way to advance her research may still be so close yet due to her own restrictions oh so far...

While still in kindergarten she was oft praised for her ability to understand and learn things far beyond what was expected for her age range. The warm feeling she received from such praise is something she clung to and chased harder and harder when her quirk's manifestation gradually robbed her of her emotions. Despite her efforts the warmth inside could not be maintained and with the dampening of her feelings the continual praise began to feel as hollow as her physical form. Even so she clung to what she once knew. The experience she could no longer recreate but forever wished to know again. Her very own internal White Moonlight. She skipped grades in both grade school and middle school and found high school to be so unchallenging as to be boring. It is only when she went to a prestigious university to study medicine and psychology that she found something that could spark her interest. Perhaps caused by her own unique biology she delved entirely into this field of study, co-authoring and even authoring her own papers as she worked her way through her Bachelor's degrees, Master's degrees and PhDs. She took to her studies with such an intensity that legal research was insufficient for her and before long she found herself taking on a second identity as well, that of The Gorgon. While she went through all the official procedures to gain a hero license she preferred to keep her hero-related activities a secret to the open world to prevent them from affecting her other profession. Albeit each of her outings is fully reported, including a full file she submits to the required agencies detailing the full extent of her outing except for what files, data and research material she copied or appropriated. As a result the fact that she operates as a hero was little more than an open secret to anyone with hero-related careers and subject to speculation by anyone else that pays attention.
Trying her best to keep her two identities separate she researched what she could within her civilian identity -often pushing boundaries and reaching heights few of her colleagues expected- while using her alias to collect data that would either be illegal, far too slow to gain through official methods or unethical whenever she came across it. The more she learned the more it became clear to her that her quirk was the cause of the majority of the problems she experienced and studying mundane medicine, even enhanced by her 'other' means as it was, would not lead her to the solution she so desperately needed. So it is that she turned towards quirkology in addition to her previous fields of study, particularly the physiological changes caused by Mutation or Transformation type quirks. Unable to imagine any place better for her continued research than one where a large amount of people growing into their quirks and advancing their understanding and usage thereof gather Yanai Hebiru accepted a job as UAU's school nurse. Her work ethic and devotion to the job allows her no less than complete support for any and all that would seek her assistance, slowly increasing her own understanding of how quirks affect both one's mental and physical state as she interacts with the students of UAU. And as ever should she find her progress too slow, The Gorgon will be acting behind the scenes to secure the data she requires. Much like her physiology Yanai Hebiru's personality is akin to a pit of vipers. Her kindness is skin deep and serves only to hide the horrible truth beneath. To the outside world Hebiru is a friendly and upstanding woman whose sole goal in life is to improve the lives of others. She's diligent and caring, always going the extra mile for her patients whether it be through ensuring they receive the best care possible or following up on them in private. Even outside of her job she's supportive of those she knows, assisting without being asked and seeing anything she does all the way through. Despite her busy schedule as a researcher she always puts those under her care first leading many to wonder when she finds the time to sleep.
As The Gorgon she acts in an analytic manner, her every action planned out in advance taking a wide variety of factors into account. A Pro Hero whose actions few could question The Gorgon always places the safety of innocents and protection of society over her own well being and the success of her mission alike. Even to her enemies she offers advice and a chance at redemption whenever possible, only resorting to violence when the alternative has either failed or would be too dangerous to attempt.
In truth however neither persona is genuine. Much like her body itself she's hollow, ever burdened with a gnawing feeling that something important is missing. To blend into society in spite of how alien she is internally Hebiru employs a series of masks, albeit calling it faces would be more accurate, for a mask implies it can be taken off. The two most commonly used ones are 'The Doctor' and 'The Gorgon' used for her civilian and hero identities respectively. Each has their own set of ingrained behavioral patterns, priorities and ways of interacting with the world that Hebiru sticks to as much as possible so that her facade would not be seen through. Not until she finally manages to feel what she has been feigning all along.
Her entire life she's spent chasing achievements, new discoveries and prestige to fill that hole yet nothing so far has succeeded. Even so she perseveres, knowing there must be a light at the end of the tunnel even if she has no idea how to get to it. A little feigned slip of tongue or a bit of prodding here or there are often enough to set people on a path that'll allow her to gain more information relevant to her fields of study, slowly allowing her to progress further and further. Until she reaches her goal she calculates her every move, feigning emotions she doesn't feel to ensure no one can see through her facade. For fear is an ever present companion to her, one of the few emotions she can feel in full.

Hebiru is relatively tall and slender, her line of work and more importantly her physiology causing her to have little in the way of muscles. Her hair is worn as a braid going down the front of body and she has two stylized snake tattoos, one on each arm. When in public she takes to wearing a knee length backless black dress with two stylized white arrows crossing over her waist. She complements this with a white lab coat she leaves open at the front.
When operating under official capacity as a hero Hebiru wears a hooded sleeveless black onesie that ends right above her ankles and a pair of spiraling bracelets. Additionally her hair is braided right over left instead of left over right to throw off anyone that might link her appearance to her civilian identity.

It is only between the ages of four and six that her quirk began to manifest and her body was slowly changed from the inside out. Over the course of those two years it hollowed out, her insides -organs, veins, bones, muscles and everything else- replaced entirely by slithering, snake-like biological structures. Her emotions receded and her mind changed, its chemistry no longer tied to that of a normal brain. Due to no longer possessing vital organs Hebiru is extremely hardy and needs to lose either half her body or be decapitated in order to be put down for good. The reason severing her head is lethal despite the fact that no brain dwells within is morphological and Yanai Hebiru herself is entirely unaware of this weak point. Should a non-lethal amount of her body be severed or otherwise destroyed Hebiru can over the course of a day redistribute her mass to appear whole again and function once more, albeit with greatly reduced efficiency.
Over time she's discovered she can manifest these serpentine structures as external appendages by consciously using her quirk to compress them into thin, black arrows with razor sharp edges. The easiest place to externalize them from and the one that allows her the most control is her lower back. The quantity she can manifest depends on the length and breadth of the limbs she decides to manifest.

For any motions with more complexity than 'Move straight' Hebiru needs to either consciously control them or link them to pre-existing muscle memory through the use of intricate movements. As such her attacks tend to be choreographed during the time in between her manifesting the appendages she intends to use and the attack moving towards the enemy.
Manipulating her appendages outside of her body is akin to moving muscles one is unused to relying on and using a large amount of them causes her aches and exhaustion similar to a full workout. As such she is only able to use her abilities for minutes at a time before being rendered almost immobile by fatigue. Due to her internal structure lacking the strength of a normal human musculature Yanai Hebiru is incapable of causing any form of significant blunt trauma with her 'external shell' nor is she capable of lifting anything heavier than three kilograms. While Hebiru is capable of reshuffling mass to have her 'shell' maintain or regain its outwards appearance should it be damaged actual regeneration happens at the same pace anyone else could regain mass. Depending on the severity of the damage she can require up to three months to regain full functionality.

The Gorgon Watches With her eyes focused on Gyrfalcon like a predator looking at their prey The Gorgon instantly noticed him move to avoid her arrows and head for Mood Ring even as the latter threw out her chains.
She did not even need to consider her next action, her persona's habits and patterns so ingrained in her she subconsciously followed the appropriate course. As a Pro Hero The Gorgon could not prioritize her own goals over the safety of another.
Immediately she used one of her diagonally pointed limbs to push herself into the path Gyrfalcon with a slight spin, narrowly fitting through the gaps between Junsuina's chains to fit into the herself into the middle of them. The limbs she fired at Gyrfalcon moments before did not idle either, withdrawing as fast as they could to form a threatening display around her the moment they'd come to blows. At the same time she manifested one more slightly bigger limb from her lower back to rocket herself straight at Gyrfalcon and a second thinner one from the middle of her forearm.
Straightening her fingers as if she were about to perform a spear hand strike she twisted her forearm forty five degrees to the right, forming the thinner appendage into a spinning drill ready to be thrust at Gyrfalcon the moment he came into range.
As she prepared to receive the villain's charge and meet it with one of her own she caught Mummy's words but refrained from replying. She couldn't afford to. Even a moment's loss of focus against someone on Gyrfalcon's level could see her life cut short, perhaps literally in this case.
So too does she catch Mood Ring's words. Her quick thinking and improvisational capabilities -while not a surprise since she's read about them on her record- thoroughly impressed Hebiru and she felt secure in entrusting the matter of recapturing the subj- Mummy to her.
"Prioritise your own safety." She replied instinctively, as any Pro Hero would. It occured to her that she herself is likely to be the one that's had the least field experience in recent years of any combatant currently present. A tinge of fear tempered her actions as she prepared to strike. She couldn't afford to let it affect her but she needn't ignore the fact either. Caution would benefit her so long as she did not let it cripple her.

The Gorgon WatchesThere was a faint ringing in The Gorgon's ears as she maintained the bridges. The civilians rushing across them looked like they were moving in slow motion from her point of view, almost allowing her to look into the future when she saw one of them take a wrong step.
There was nothing she could do for him. Turning her gaze away it was almost as if she could see the entire world around her, visualizing it from a top down view as she attempted to figure out a way to resolve this situation. The first thought that crossed her mind was that she would have to schedule a session with Sadako for both Snow Fox and Surplus, the second that she had to get the others across before she incurred more damage. With an impassive expression on her face she disconnected one of her support appendages, slipped it into her clothes through the bottom of her costume's leg opening and all the way up the back until the point sat just behind her neck, forcefully straightening her hollowed out form up while she addressed the civilians.
"Keep moving. We shall save your friend."
When she spoke them the words were a white lie to keep the pair moving, only retroactively made true by the actions of every member of the trio going above and beyond. Her eyes narrowed when Snow Fox dove after the man. Desperately holding the building in place she knew firsthand how much power was behind the wave and feared the worst, for how could he possibly survive such a thing twice?
The fear was nearly paralyzing. It was her actions that likely got him killed yet she had not even the slightest moment to attempt to save him or failing that retrieve his body, let alone to mourn. As if it were someone else doing it she saw her own arm raise and point towards the apartment. She could see the fear in the eyes of the pair that reached her yet pretended she did not.
"Quickly. The faster you are across the faster we can focus on ensuring your friend safety."
She wondered if the words that spilled out of her throat sounded as hollow to them as they did to her. Seeing a spark of hope light up in their eyes, warring with their shock and fear, she supposed they did not. Her teeth grit feeling her appendages rip bit by bit. Hebiru wondered why she was still maintaining the second bridge, was the spark of hope still alive in herself as well or was she punishing herself for her own failure? Whatever the reason, her efforts were far from enough. No matter what she did the building was gradually being dragged along the wave and speeding up more and more as her leverage decreased.
When Snow Fox resurfaced she found the answer to her question. Seeing him hop in place as if gathering his courage she held out for just a bit longer as well even as her body screamed at her to let go.
"Surplus. Release and regroup."
The moment he did and Snow Fox made his jump her own appendages would let loose as well, shooting back at her like a tape measure with its button held.
"Across, now." She ordered whoever was still near while aiming a single nod at the remaining bridge. She could feel the building they were on crumbling, her stability decreasing by the second. Not everyone was across by the time her footing gave out and the bridge began to tilt. She had to act fast. In the exact opposite way she had recalled the first bridge she let herself be drawn along to the apartment instead, recalling her supporting appendages at the same time to return some mass to her form and manifesting several more from her forearms to wrap around the people still on the bridge in case they lost their footing.
Landing roughly in a tangle of limbs she materialized a thicker appendage from her lower back to pull herself up from the floor of the apartment building like a puppet on a string.
"Everyone, head up the stairs quickly." Her words were punctuated by a splash of water flying in through the broken window. With all but one of her appendages withdrawn she turned on the final one, looking over the devastated city as she wondered how many of the countless lives being lost they would be able to save. With a sigh she turned away from the scene and landed on her feet once more before heading over to the stairs as well.
Every inch of her body hurt as she made her way up step by step, the feeling not unlike when one strained a muscle they didn't even know they had. The Gorgon pushed the bone deep exhaustion and torturous pain down as she came to a stop next to Nilmimi.
"Lunara. Have you spotted anyone else from here?"
Her own eyes scanned the surroundings as well while she stood ready like a coiled snake, her form but a moment's notice away from leaping into action once more at the first sign of danger.
For that was what heroes did.

TL;DR: -Hebiru dissociates and guides the remaining civilians across to the apartment, narrowly managing to hold the second bridge long enough for Kupo to jump to the fire escape. -Tells Surplus to let go and gestures for him to make his way across to the apartment as well. -Building collapses beneath her and she has to reel herself in to the apartment, collapsing in a tangle of limbs alongside whoever was still on the bridge -Makes her way up to the next floor and asks Nilmimi if she spotted anyone else, ready to leap back into the fray the moment anyone's sighted.

The Gorgon WatchesDespite it being her own choice it was grating to have to rely on others knowing that if something went wrong she had no capacity to help. Even now her legs weren't supporting her, not nearly enough mass left in the hollowed out shell of her body to bear her full weight. Only the appendages sprouting out from her lower back anchoring down to the roof below held her up. Yet still, that was not the biggest problem.
No, the biggest problem was that even with her quirk in full effect it wasn't proving to be enough and her persona was not one that would prioritize herself over others. Truly, how troublesome.
Scanning her surroundings with analytic eyes she searched for a solution to her quandary and as she did it was her ears instead that provided a potential solution. She wasn't familiar with the name Lunara but from the way Snow Fox said it perhaps the woman was a former hero. If so there was likely a reason it was former but given Kupo's tone it was unlikely to be due to ethical concerns. Of course, there was the possibility his encouragement alluded to something else but she put that thought from her mind. She could not risk a civilian but should her decisions be questioned requesting assistance from a former Pro would be questioned far less. Yes, plausible deniability was required in this case.
"Thank you for asking, Lunara. I shall be alright. If I may be so rude, could you assist by pointing us in the right direction if you spot anyone in trouble from the vantage point the apartment will provide." By prioritizing the potential former Pro's safety there was little scrutiny that could come Hebiru's way no matter the results. Regardless of Nilmimi's reply she'd refocus on her efforts to keep the bridges in tact and the situation under control, a task that became harder by the second.
Condensed like this her appendages were sturdy, could take hits from the front and broad side but when it came to sustained force applied from the side they were less resilient. She could only hope Snow Fox and Surplus were quick, lest they tear off one by one and the bridges collapse. The floating building dragged along by the current was just about to rip her appendages when Kei managed to reinforce the connection taking some of the strain off her just in time.
Even so the timer was still running. She could practically feel the building beneath her losing the fight against the current as well. Before long it too will be swept away and if they're not clear by then, all of them along with it.
TL;DR: Hebiru's at her absolute limit maintaining the bridges, assures Nilmimi she's fine and asks for help in spotting people in danger. Kei's actions narrowly stop her appendages from being ripped off but the clock is still running what with the building she's on showing signs of being swept along soon too.

The Gorgon WatchesThe villain seemed amenable to cooperation. Her personality made Hebiru think she would need careful management to find the results her research demanded but she was no stranger to working with difficult colleagues and manipulating them into productivity. It was a shame her inquiries were interrupted before they could begin. She supposed it mattered not, she'd get another chance soon enough. All that was left was to deal with this incursion first.
When the flashlight's course reversed her guard was raised instantly and she moved to stand between Mood Ring and the incoming projectile, attempting to catch it or failing that absorb the impact. While she didn't know the full extent of Mummy's capabilities nothing in the data she'd gathered so much as hinted at the ability to break free from handcuffs nor reverse anything's momentum without physically catching it. No, this had to be someone else's doing and given that her sensory network failed to detect him their danger level upped in her mind.
Her attempt to catch the catch the flashlight was interrupted when something grabbed her by the throat. Instantly her reactive limb triggered stabbing through empty air where the person should've been standing. Eyes narrowing she considered her next action with a level of calmth unbefitting to the situation. She had too little information to act decisively, if only...
Her train of thought was interrupted when a full fifth of her extended appendages were severed in a neat line from the chair to the now falling door. What could possibly-
The gloom was banished by Junsuina's efforts instantly answering her question. Gyrfalcon. One of the villains caught on camera alongside Mummy during a mall robbery. She didn't have time to contemplate the significance of his appearance here, not with both her own and Junsuina's life at risk. Her persona would not allow that.
She refrains from using her 'scorpion tail' to cut through the shadow limb holding her by the throat, taking half a step backwards instead as if she were struggling under its grasp while covertly retracting her sensory limbs even as Mood Ring caught her. So long as she feigned defeat the villain was unlikely to direct any of those lethal attacks their way before she could recover enough mass to effectively fight back. A decision she briefly believed to have been the right one when the shadow arm dissipates the moment the villains leave the room.
What she failed to account for was Jun's recklessness. Chiding herself she used an appendage to push herself into the air and dash over the top of her head and into the hall.
"Keep your distance. Do not engage Gyrfalcon directly!" She shouted as much to Mood Ring as to any officers in their immediate vicinity. Visibility was against them and she'd rather not have any deaths on her non-existent conscience nor catch any stray bullets during the fight. Sticking close to the ceiling she used another appendage to push her straight forward, rocketing after the pair horizontally to keep her profile to a minimum. At the same time The Gorgon semi-externalized four limbs with a wiggle of her fingers, keeping them close to her waist and aiming the tips diagonally in four different directions to divert her course at a moment's notice should another strike come her way.
Doubtful words would convince Gyrfalcon to stand down she resorted to actions to deal with him and directed her words at Mummy instead. "You have a knife now. Are you unable to 'do something cool' after all?" She spoke monotonously while manifesting several more arrows and aiming them at the would-be 'rescuer'. With visibility provided solely by the spinning shield and no guarantee it would stay on going for limbs was a fool's errand so instead she fired all half a dozen of them towards his body. One to each shoulder, two at center mass and the remaining two at his hips. With some luck it would be enough.

The Gorgon Watches "Surplus. Regroup on the rooftop." The Gorgon stated calmly while pointing towards the building on her left, her voice raised to be heard over the tons of water bearing down on them. She leaned to the right to subtly guide the moth-like civilian there too, her arm extending ready to give the woman something to grasp should she slip while moving from the staircase to the horizontal 'walkway'. She was quite relieved when it ended up being unnecessary, allowing her to focus fully on the last person she'd extended her quirk to. The wave was getting closer and closer and she'd rather not be forced to make a difficult choice.
Luckily it seemed like the reason she couldn't spot the boy down below was that he'd already gotten out of the water. Her additional appendages retracted one by one until only the one anchoring her to the correct building was left as she nodded at the boy. She let it pull her closer as it retracted as well and used the momentum to swing herself slightly up and land smoothly atop the rooftop as well.
"Snow Fox, Surplus. Are you two alright?" She asked before anything else, her eyes flitting over their features and more importantly their postures to see if they were injured and trying to hide it. Figuring they were if nothing else in no immediate danger -or at the very least not of succumbing to injuries- she refocused on the others around them. The other two civilians were fairing much worse than Nilmimi. Something had to be done. The mother was frozen in fear and looking wide-eyed at the approaching wave, too stunned to pay attention to her crying child.
"Everyone, brace yourself!" Hebiru managed to shout right before the wave slammed into their building with a crash. Using several of her appendages to anchor herself just in time two more shot out to catch the mother and child before they plummeted to their doom. She could only hope the others managed to keep themselves safe. The building groaned as thousands of tons of water shattered windows, flooded the inside and threatened to tear it off its foundation. The top of the wave crested the roof and covered her in salt water, something she direly hoped wasn't a premonition of the future. They had little time to act.
"Listen up and stay calm. We need to move, the building on the opposite side of the street is safe, once there, make your way up and await rescue."
With intricate arm movements she manifested three long appendages -one that was two foot spans wide to serve as the walkway and the other two much thinner to be used as handholds- and speared them across the gap, her focus strained to its limit by the sheer distance she had to cover. It paid off however and within seconds contact was made. The larger of the three slammed into the side of the floor creating an almost perfectly horizontal bridge while the thinner ones shattered the window and continued on until they rooted themselves into the inner wall.
"Ma'am." Hebiru addressed Nilmimi in a crisp and even tone. A concrete goal could center a person and allow them to act far more calmly in a stressful situation than they would otherwise. "Please cross first and if possible help along the other two. Can you do that, ma'am?"
She briefly met both Jason's and Kei's eyes, trying to signal them to assist as well if possible. Before she could speak up however she spotted something else out of the corner of her eye. A smaller building being carried along by the tide and more importantly several figures tightly holding on to its roof. She acted faster than she could think, one arm coming up primed and ready to make another bridge the moment the floating building drew near.
Unfortunately she was at her limit and as much as she believed in Plus Ultra there was only so much body she could put into her quirk. When the appendages fired it would not be three more, it would be two. The walkway would be only half the width of the one bridging the gap to the apartment building and the single handhold would not be able to hold a person's full weight should they slip. Even so she hoped it would be enough. She wasn't alone after all. All she had to do was create an opening for her allies to use.
TL;DR: Hebiru joins them on the roof, asks if the two S's are okay and creates a bridge to the apartment as the wave crashes into their building. She then asks Nilmimi to cross first and help the mother and child cross as well and is about to ask S&S as well when she spots more civilians in trouble and strains herself to create a route to them.
