Towering waves surged upward, dwarfing many of the surrounding buildings in the surrounding area. The monstrous being known as The Tide had descended from the sky, manifesting in the heart of Koto-Ku. As it made its way south it became quite apparent to first responders that it was making a move towards Tokyo Bay for some strange reason. While the first responders dealt with trying to stop it from achieving whatever its goal was, chaos was unfolding already at its destination. Tokyo Bay had begun to churn and froth with a furious energy. The water level was beginning to rise rapidly, creeping up the Tokyo Bay shore and slowly overtaking the docks. Meanwhile, further off over the horizon, larger swells began to form in the water, rolling forward and traveling on the raised ocean level. The Japan Meteorological Agency had already begun to detect the seismic activity and began blaring the evacuation notice to the coastal region. Panic gripped those who were close to the ocean as residents and tourists alike scrambled for higher ground, desperately seeking refuge from the encroaching tidal waves. Meanwhile, the authorities were being overwhelmed by the sheer magnitude of the disaster, struggling to coordinate an effective evacuation plan. They also had the other disasters that they needed to contend with as other anomalies were appearing. The water level had already risen to spill over the docks, and traffic had set in. Some had even fled their vehicles, running on foot to save their lives. This certainly didn't help the already congested flow of traffic. As the situation grew more and more dire, it became quite evident that the on-site authorities needed help.

Kei wanted to miss the court hearing entirely. Not out of ignorance, but because the very notion of the guilty party's actions made him sick. Missing people? Human trafficking? Experimentation? It was too much for him to stomach. So instead of sitting alone in front of a TV to watch it all go down, he made his way to Tokyo Bay. All he wanted to do was buy some fish from the market. He was trying to find one aquatic creature that Yaoyao could eat, a challenge he imposed on himself when he heard she didn't like seafood and he thought that was the saddest thing he'd ever heard. When he found one that might work - cod, good intro to fish, can be turned into fish sticks - he was supposed to head back but smelled the tasty scent of good food from the trucks parked on the curb. So he thought well, I'll just buy some to eat on the way back, what harm could that do?Cue him standing in line for takoyaki after taking ages to pick a place, just as he heard those foreboding words from the one responsible for all the pain the victims suffered. "They will take care from everything." He thought he could avoid it but the servers were probably listening in from inside the truck. Ugh. The words made his skin crawl. He just needed to wait a few minutes before he could get his order and leave. But a few minutes was all it took for disaster to strike. It started of small. Puddles of water suddenly began to pool at his feet. Coupled with the distant screaming, it was enough for Kei to blink in confusion, turning to the others in line who seemed to be feeling the same from how they whispered their questions to one another. Then more water came rushing in, forcing some to steady their footing against the oncoming rapids. Eventually, a wave crashed on the side of the truck and it threatened to topple over the waiting people. Kei wasn't even the first to react in the moment. As if of their own accord, two metallic arms shot out to hold the truck back, while two more clung to the ground to better push against its weight. The danger was real now, and it's easy to tell where it's coming from as a yell tore itself from his lips. "Run! Get away from the bay!" Panic ensued as civilians ran further inland, with the support student staying behind to help the cooks out of the truck. Before he knew it he pulled himself to the top of the truck, using the vans to stay above the water as metal arms reached out to anyone caught in the waves. The Gorgon Watches It was rare indeed that The Gorgon took to the streets in costume but with the news of the Elementalist's crimes being broadcast far and wide Yanai Hebiru had called in a great many favors to collect as much information as possible in regards to his actions and come to a startling conclusion. This wasn't over yet.
Eventually her search for answers had brought her to Koto where she was to meet an associate that had worked with the Elementalist in the past, albeit not on the projects for which the man was convicted. She'd been following the trial on her phone while making her way to her appointment and hadn't missed his ominous announcement so when the bay started roiling she'd put one and one together, made a call to ensure her associate was safe and changed course.
It couldn't have been more than half a minute since the man's announcement and yet the entire bay was already in dire straits by the time Hebiru arrived. Using her extra limbs to carry herself atop a nearby building she looked over the scene from her vantage point with a frown. There did not seem to be a single source that could be removed to solve the entire malady. With a quick surgical incision being outside of the realm of possibilities The Gorgon decided to focus on the preservation of life until such a time as it became a viable option.
Her first target was a car parked right at the edge of the small strip of beach bordering the water. Its passengers had clearly tried to use it to flee the moment things went awry but the waves had carried enough sand with it to trap it in place. Even worse water was flooding around it with enough strength that opening the doors would be a fool's errand and trying to walk through the full force of the water afterwards would be an even worse idea.
Letting herself drop off the building she was on Hebiru extended an appendage behind her to push off horizontally above the water, one or two more serpentine limbs occasionally stabbing into the ground beneath the roiling tide to push her further before withdrawing. Within moments she landed atop the hood of the car, a few motions of her hands causing four appendages to lash out and neatly cut the entire front windshield out.
"Please remain calm. I will take you to a safe place momentarily."
More intricate hand motions guided the sharp arrowhead-like points of her limbs to slice through the seatbelts before the limbs wrapped around the mother and child, guiding them onto the hood just as the tide started sweeping the car along with it.
"Hold on tight." The Gorgon instructed while she motioned for one of them to hold on to her on the left and the other on the right before she manifested two more limbs from her lower back. Wrapping one around each of the two people she'd be carrying while making sure to keep the sharp ends away from them she stood up assisted by her quirk-granted limbs and made her way back to the same building she was on moments ago in exactly the same way she did moments ago.
She put them down on the flat roof three stories up and used her phone to signal their location to more qualified rescue crews. Her eyes narrowed once more as she took in the chaos below them. She didn't enough time to save everyone nor the capabilities to find those who needed her help most.
Even so she would do what she could until a better alternative presented herself and after a brief pat on the head to the child and an assurance to the mother that help was on the way she leapt back into the fray.

Yasashi had been humming a cheery tune to himself as he made his way down the sidewalk. He'd just ended up at his favorite book shop on the wharf and had been rewarded with a new book! Oh this was a wonderful day! He hadn't heard a word about the trial taking place, it wasn't something he was interested on a day off from classes. Rather he wanted to enjoy a bit of civilian life before- The sound of rushing water in the distance was his first hint that his day off was not to be. The second hint was the screaming. His eyes widened and he whipped his head towards the docks, from where he stood he could see the water swelling already. He turned towards the nearest building and hurried along the side, climbing up as fast as he could. He landed on the roof and peered out, trying to make out- what was that? Flood waters were already beginning to rise in the bay, people were fleeing, cars had crashed or stopped, either by traffic or by giving up on using a vehiclular mode of transportation in favor of reliable feet. His gut twisted, the law said- That he could do what he had to in an emergency. He reminded himself, frowning at his indecisiveness. His trepidation towards life that had been born from his mother's abuse was holding him back again. He pulled out his phone and dialed the school, "This is Taka Yasashi, Hero Name... Vigil," He said after hesitating about the name, "I'm at the bay right now, there's a serious situation..."He explained the situation briefly to dispatch before they let him know that there was a pro hero, a member of the UA staff for that matter, present. Miss Gorgon! He looked around again. Where was she? A strange movement in the distance closer to the rising water drew his eye. That must be her. He ran towards the edge of the building he was standing on and leaped, hurtling towards the next roof, then the next, and the next, when he was as close as he could get he got to the edge and raised his voice, "GORGON SENSEI! I CONTACTED THE SCHOOL! WHAT DO YOU NEED ME TO DO?"She was the pro, it was best to take orders from her rather than do something reckless and get someone hurt- too late. He looked down in time to see a car tip over from the water, rolling towards a civilian who had slipped on the ground. No time. He grit his teeth and jumped towards the ground from atop the building, his powerful body absorbing the shock. The instant he touched the new surface he activated his quirk, a sheet of strangely organic dark-grey material erupting from the earth and taking the impact of the car. He turned his head towards the civilian, his beady, ice-blue eyes looking towards the scared person, "Are you allr-"They screamed in terror and ran away. He sighed and shook his head before letting the bone wall slip back into the ground, water flowing around his ankles. He looked up to spot where Gorgon-sensei had gone.

Running, running and hiding was a cocoon of familiarity...

When would she truly break the confines of fear and truly live her life?

It felt like that day would never come....

Maybe those feelings were right.

...or maybe such feelings were wrong.

Clutching onto a fluffy moth that softly chittered, nuzzling into her chest as she frantically ran with tears rolling down her cheeks, "I...I won't let you die, I promise...I...I promise...w-we will--a-ah..!" Shaking violently as she quickly stopped, the washed up actress saw that there was a great deal of water as far as her eyes could see. Feeling the moth's legs clamber to get a better grip upon their mother, she...she didn't know where to go or what to do. All of this was such a terrible idea to come out into the world and see what was stirring such a commotion....all in the name of inspiration.

Each breath felt like nothing more than a struggle, as though she was trapped in a dense forest with thick fog and even thinner air. Furrowing her brows as those vibrant optic encased in shadowy sclera darted around in sheer panic. Normally, she would quietly stay in the shadows and observe from afar with the help of her moth children, but today was hardly normal. The news reports playing at a restaurant drove her out were all about a case that was...unnerving, to say the least, so much so that she wanted to sleuth threads and strings attached to it.

Perhaps it would have inspired her for a new chapter of her visual novel...well even more than it already did.

...but it looked like curiosity may very well kill the cat, or moth, in this case.

There were people up ahead, individuals that seemed...to be helping others...?

....none of them sparked so much as a shred of her fog ridden memories, there was nothing but fear gripping her heart as though the options were...er...well...not to her liking. The loudest one of the bunch seemed to be associated with the school and called out to someone who went by Gorgon. Well...she could safely assume they were most likely Pro Heroes, looking down at the moth within her tender hold...she could feel it was urging her to take a risk and approach them. They could very well get in serious trouble for unauthorized quirk usage or some such nonsense, but it wasn't worth sacrificing themselves.

Trying to get a grip upon herself, she covered the cat-sized moth in the safety of her cloak further and rushed to the group of seemingly competent heroes. Parting her lips to speak...she...she just couldn't get out a single sound from her mouth. Simply a raspy, terrified chitter...it was all she could manage. Biting her lower lip, her eyes darted around on high alert, trying to keep the concealed moth child of hers from getting so much as a single droplet of water.

...perhaps...if they could survive this, they could find that spark to create a tale spun of this day's events...

Between these three individuals around them so far...they might see tomorrow.

Now Playing: Tubbo, CG5 - Life By The Sea Oh, how quickly even the sweetest calm turns to a violent storm. Unethical human experimentation, especially Quirker experimentation, was one of the few things that made Kupo angry. So, he had been avoiding the Elementalist's trial as much as possible. Instead, he had taken the otherwise beautiful day as a chance to relax on the beach with a penpal/friend of his. It was the curse of his sensitive ears that he was able to perfectly hear the coverage of the trial from another beachgoer's phone anyway. The final statement of that awful villain had sent a chill down the boy's spine. This feeling worsened when the waves that lapped the shore started retreating and swelling.
Kupo had jumped into action quickly, calling for evacuation of the beach and helping to get children and other swimmers out of the water and up onto the road with their groups. His friend, another hero student, separated off and went to help with trapped vehicles and collapsing structures while Kupo focused on rescue. Once he was certain the beach and surrounding water was clear, Kupo moved along the rising shoreline to the area around the docks. There, he could see there was already a heroic response (including Taka Yasashi, his fellow Noblebright, and Hebiru-sensei). So Kupo moved on quickly... or would've. Within the constant churning and splashing of the rising tides, there was something else. The sounds of some pet-sized animal, though he couldn't quite identify it, carried over the water to his twitching ears. Turning to face the sound, Kupo saw Nilmimi.
Kupo bounded between partially-submerged cars, streetlamps and signs, before reaching the clearly distressed moth lady. There was something about her appearance that was deeply familiar, but he couldn't quite put his finger on it. Approaching from within line of sight and speaking with the best comforting tone he could, Kupo spoke up. "Excuse me, miss! Do you need help? I may not look like it, but I'm a Heroics student and I should be able to get you out of the water or get another hero here to help!" He looked like little more than a young child on a beach trip, but Kupo hoped his sincere speech would help with any doubts.

The dock workers and civilians were lucky that there were so many heroic souls nearby to save them. The nearby heroes and police officers didn't bother to verify if anyone had licenses. Likewise, they didn't even bat an eye at anyone attempting to use their Quirk to escape so long as it didn't interfere with the evacuation. There were far more pressing matters at hand, and this emergency situation more than constituted reasonable cause to use one's quirk. "Please remain calm and evacuate and seek high ground in a calm and orderly manner. Thank you." Those words were repeated over and over by an officer standing on the roof his squad car into a megaphone. Initially, people were listening, and that certainly made everyone's job a lot easier; however, it quickly devolved once a series of 15-20 feet high waves slammed into the seawalls, sending plumes of seawater high into the air. Buildings along the waterfront trembled as the waves battered their foundations, and the dock was quickly swallowed by the relentless onslaught of water. As the series of 20-foot waves continued to wreak havoc, there was a collective feeling of despair and panic among the people who were attempting to evacuate. If there was a glimmer of hope created by the efforts of the heroic individuals who stepped up, it was quickly dashed, for the worst had yet to come. A looming 40-foot wave had formed in the ocean, and it was moving relentlessly toward Tokyo Bay. The atmosphere green tense, and may fleeing individuals had stopped to look upon their impending doom. Some had lost all hope of escaping while others might've been stunned as their life flashed before their eyes. As the seconds ticked by, the monstrous wave drew nearer, casting a long shadow over the bay. It was almost eerily quiet the moment before it hit. Then, with a deafening roar, the 40-foot wave crashed into Tokyo Bay. The impact was cataclysmic, sending a wall of water surging forward. Buildings were torn asunder, and the force of the wave swept cars and debris through the streets.

In a way, she couldn't help but be thankful for her height as she kept her little moth child away from the dangers of the waters. The tall woman couldn't help but feel powerless since it wasn't as though her wings could lift her into the sky, learning how to fly was a terrifying thought as a child. This whole situation was starting to feel as though all of her fears decided to creep out of the shadows, all to remind her of how there wasn't a damn thing she could do...

...build a bridge and get over it, those are cold words she was told many times in her life.

One couldn't simply erase years of trauma over night.

The sheer amount of anxiety was making it hard to breathe as her mind continued to drown in a sea of doubt.

Resting her cheek against the moth child she brought into this world through her quirk, she closed her eyes and listened to their soft purrs. They felt calming...calming enough to neglect the terrors around her in that moment. Trying to pace her breathing, she fought against the tears and tried to take in every shred of comfort that she could from the moth child as though they were silently sharing a soft lullaby with one another.

Still, she was visibly shaking and living in fear...

...yet it still wasn't as horrible, just by a little.

Though the sloshes got louder and her pale lashes fluttered open and...someone was approaching them?

The announcement of everyone needing to remain calm, evacuate, seek high ground while somehow remaining orderly...that was like asking to no longer have any financial burdens. An impossible request as the situation worsened, glancing towards the little one approaching her...she...she really wasn't sure what the hero student could do. Yet, she needed to protect the moth child in her arms as well as herself. There was no real option but to let the little one try to help, especially since there wasn't much she could personally think of doing herself to improve the situation.

All too many horrific memories of her moth children dying from a simple splash of water haunted her thoughts, sometimes even twisting dreams into nightmares. Offering a couple nods in desperation, despite her skepticism, she had to focus on this tiny, fluffy hero. "P..Please." Saying those words in a near whisper, yet she hoped it was loud enough to be heard by the little hero. The moth child's wings shuddered as it began to chitter in a panic, which caused her attention to drift over her shoulder and see the oncoming wave...

...was this how it all fell apart?

...no...no...it couldn't be, she made a promise that they would both survive...!

If the little fluffy hero were to guide her, she would do her best to follow him in whatever direction he felt would lead to safety. After all, she was pretty sure he saw her moth child and wasn't giving her grief for it....or maybe he didn't...? There were many uncertainties rolling about in her mind, but she supposed if there was trouble for her...she would figure it out when they were all safe. Well...if she managed to survive, at least she was sure that this would spark inspiration for her visual novel. There were very few sparks of optimism in her life, so she would honestly grasp on to what she could and nurture that dying flame in her soul.

The others who seemed like heroic sorts, at the very least, seemed to be doing their best...so maybe...things would be okay in this dark tunnel of a situation.

Kei's mechanical arms worked like clockwork at this point, casting them out to civilians at the docks to grab them and set them down on the road behind him. Two at a time, don't try for three, stability mattered more than speed, evident in the way his two additional arms kept their grips on the hood of the truck,. He'd be no help if he slipped off and hurt himself. So focused was he on the people below that he didn't realize the oncoming danger until a shadow made the area around him dark. Confused, he slowly looked up at the wave that towered over him. Ah. Yeah, that's not good. That's bad, actually. He turned to the remaining civilians, still swimming in the water below. He... he won't be able to save them all. Not without trading a life for his own, if he was even able to prevent the other's death by the time that happened. He slowly shook his head and took a step back. I'm so sorry. Kei hopped off the vehicle and ran away from the bay, buying him seconds before the tsunami hit the seawall. He tried to distance himself from it but he's not the fastest out there; the water that breached the wall eventually reached him too, swallowing him under the current. Being under moving water was terrifying. It was a miracle at all that he held his breath in time, as water would've entered his lungs if he did so a moment later. More seconds passed before he opened his eyes, trying to calm himself and find something he could grab hold of before the salt burned too much. Like the car floating overhead. Perfect. One of Kei's metallic arms shot out to find purchase through the vehicle's grille - sorry whoever owned it - before he reeled himself towards it, resurfacing with a heave of his breath before crashing into the hood with a thud. Gripping it as best as he could, he let the car carry him to... Anywhere that's not the bay really.
OOC: Kei saves a few more civilians before he has to vacate his post to avoid the incoming monster wave. It caught him regardless, bringing him underwater for a bit before he grabbed hold of a car and is now floating with the current. Kupo Nilmimi Chou Taka Yasashi Yanai Hebiru Koffee-Kun

Now Playing: Toby Fox - Don't Give Up There it was again, that feeling creeping out from the back of the mind. The feeling of hopelessness, of inevitable impending failure. It flared up as Kupo became very quickly aware of the monolithic waves battering the harbour and heading towards them. His pulse and rate of breathing began to grow faster and faster, eyes scanning the way ahead for any salvation. Then, just as quickly as panic had performed its coup, courage regained control. He was not gonna die here, and nor were as many people as he could manage. The fear remained, but without doubting voice nor overwhelming paralysis. Time to fight, if he wanted to flee.
Kupo quickly assessed the situation. These waves were only getting bigger and they'd need to either find a building tall and solid enough to act as a safe zone or facilitate escape far enough inland that the waves lose their momentum. Ideally both, elevation would be ideal. Of the three heroic figures he could see on-scene, Kupo only recognised two of them and saw the third entirely occupied with retrieving other civilians over by them. Gorgon's Quirk was invaluable here, able to move people around as fast as needed, and Yasashi's constructs could be very helpful as floodbreaks or lifts. Objective: Reach backup.
Next, Kupo turned his senses to the closest civilian. Again, something about her rang familiar, but that was only further motivation for now as Kupo couldn't stop to address that feeling. She was very clearly panicking, worse than he'd been, a problem given he'd need her help to get her out of here safely. Luckily, this part of rescue happened to be one of Kupo's specialties. Time for some very quick grounding techniques. "Can you hear me, miss? Can you feel my hand? We're gonna get out of here, safe and sound, alright? You're going to be safe. Your friend, too, they're gonna be safe. I need you to follow me closely, okay?" He raised his voice to try and pierce through the fog of fear that had fallen over this place as the waves grew. Speaking of, here one came now. Kupo pointed forward to Hebiru & Yasashi. "You see those two heroes over there? We're gonna go to them first. Hold on tight and jump when I jump! 3, 2, 1, GO!" With two arms around the much larger woman for safety, Kupo launched off as hard as he could with his powerful legs. They didn't go as far as he would've alone, but it was far enough to reach another platform. "Go!" Again, he propelled the two forward, landing a short time in front of the wave. "Go!" Once more, this time to the roof of an abandoned truck. They extended their lead. "Go!" A final push, and they'd reached a first checkpoint.
"Gorgon-sensei, Taka-san! Need your help, I think I have a plan!" He was speaking quickly, but training helped him maintain volume and clarity. "If we can make an elevated floodbreak, we can evacuate people there and focus on people caught in the water. Can you help with that, Taka? I also need to help get this lady to higher ground and I'm not strong enough to lift her that high, so can I leave that to you, Gorgon?" He gestured to Nilmimi, passively comforting as his tail brushed up against her. As the newest wave approached, Kupo took a ready stance and looked for a shelter, pointing the group towards an alley between two large buildings. "I'm best at search & rescue and I can outpace the waves, so I'm gonna focus on trying to help anyone caught in-" Kupo was interrupted by the mostrous encroaching wave, forcing him to quickly bound between caught objects before falling into the top/crest of the mountain of water.
Kicking and powering against the water to the top, Kupo panted and spluttered, coughing up seawater. What do I do now?

The Gorgon Watches When it came to solving problems The Gorgon was a scalpel. An instrument to precisely cut to the core of the issue, remove what was causing the malady and do as little damage as possible in the process. An approach that made her very unsuited to the current situation should she continue to take action the way she normally did.
It was clear that a change in methodology was required.
Certainly she'd already been focusing on the preservation of life but as she rushed through the street she realized her unconscious biases had left her predisposed to simply retooling her normal way of handling matters to this situation. She'd been handling rescues like the very scalpel she understood was unsuited, targeting a single problem at a time and resolving it before moving to the next. At present that was highly inefficient. She needed to be a net instead. A linked network employing connections to cover a wider area and 'catch' as many within its reach as possible.
Especially with a giant wave forming in the distance.
Withdrawing all of her quirk-granted external appendages she was weightless in the air for a brief second before she focused a large amount of mass into a single appendage spearing down straight from her lower back and into the ground, sending her rocketing upwards as a result. She had mere moments to take in the scene before gravity would once more reassert its effects and send her plummeting down so she focused only on the most immediately important events in her surroundings.
With the wave approaching both faster and being much higher than she'd accounted for the three story building she'd left the civilians on wouldn't last long, even if there were several smaller ones between it and the wave. It would have to do for now. There was a sturdier apartment building -a hotel- half a dozen meters from it. If the civilians could be evacuated into it they could climb the stairs with their own strength instead of requiring extra attention. The apartment should last, it looked new and Japan had faced more than enough disasters over the past century to tsunami-proof their more expensive buildings.
With a bit of luck her appendages might be able to form a makeshift bridge from one to the other. All that mattered now was getting as many people as possible there in time and for that she needed to make use of the greatest strength of this era's heroes. Cooperation.
She would have to risk herself to accomplish it. If this went wrong or she overestimated the others present she'd be swept along with the waves but if it didn't they would be in the perfect position to save as many people as possible.
From her back ten appendages extended as she fell, her arms wiggling rhythmically to and fro in an attempt to control them. First two extended horizontally from her, spearing through both the three-story building and the one next to it to anchor her in place. Next several more aimed down. Two of them moved down and forward in alternating patterns as they extended, forming a staircase-like surface all the way down to the truck Snow Fox had carried one of the civilians onto while three more aimed to repeat the move in the hero student's direction. If she'd calculated the wave's speed correctly their ends would reach just in front of him when the wave carried him there allowing him to climb to her and then to the building as well through the horizontal holdout, hopefully alongside the civilian he was assisting.
With a limited amount of limbs left to use she had to make hard choices. Aegis's son would be fine. He'd received more than enough training to handle himself in a situation such as this and should be able to figure out the plan from seeing her actions. Which left Surplus as the one she needed to focus on first.
There was no way her remaining limbs could handle the weight of his support item for a long duration so she had to use a similar yet different method. Extending the final three of her limbs in a similar yet much wider version of the previous 'steps' she speared the first through the hood of the car he was on while angling the remaining two so they could serve as temporary footholds to leap close enough to the building that his mechanical arms could grab hold of it.
Any other maneuver on her part would have to wait. Time was up and she could only hope everyone managed to cross the distance in time before the wave reached her. If they didn't she was a sitting duck.

TL;DR: Hebiru leaps up to get a better view of the scenario, fixes herself in place between two three-story buildings and creates several sets of stairs and footholds for everyone to reach the top.

The bay was cold this time of year. Not freezing thankfully, else Kei's mental state would go through a downwards spiral thinking of the horrors of frostbite, but it was still cold. Cold enough for him to be shivering, forcing him to grip the car even harder to combat the shaking as letting go would be a death sentence. He should be thinking of how to get himself out of his situation but it was so hard to focus on anything other than his arms cramping up from the strain. He nearly let go altogether when something crashed through the hood of his car. Kei thought something was attacking him at first which, haha, he could not be in a worse position to deal with something like that. It was only when he followed the appendages to the source with his eyes that he realized- "Gorgon-san!" It was a hero giving him a chance to get himself on more stable ground. Well, stable wall in this case, with the side of a nearby building being the only thing not submerged or swept away at the moment. He could see how she was managing multiple appendages at once, meaning he'll have to work fast so her concentration didn't have to be split up like it was. But he also had to be careful; while the hero stopped the car in its tracks, it was by no means stable, rocking with the harsh waves. He closed his eyes and took a deep breath before opening them again. It's go time. With a groan Kei stretched his metal limbs to grab further up the car to pull himself up and out of the water. Then, with a rushed apology in case the hero could feel what he was about to do, he planted his feet on Gorgon's makeshift footholds before launching the arms out to the building. They found purchase on the edge of a window after crashing through it - sorry building manager - and he reeled himself towards it, stopping just before he collided with the wall. By now it should be safe for the hero to let go of the vehicle. Kei made sure to have all four limbs clasp on the wall before calling out to her. "Thank you! Surplus, second year support major at UAU!" She probably already knew that but it was good to follow protocol for these things. "I wanna help! What do you need me to do?"
OOC: Kei takes advantage of Gorgon's footholds to launch himself from the car to a nearby building. While hanging off it with his quarms, he asks The Gorgon if there's anything he can do to improve the situation. Kupo Nilmimi Chou Yanai Hebiru Koffee-Kun

Water was always one of the most terrifying things and the last thing she wanted was to be out here in such horrid conditions...yet here she was. All because she kept reaching and clawing for inspiration to keep herself going these days. Which...maybe if she was completely honest with her therapist about what got her out of the house these days, they'd say it probably wasn't best for her mental health in the long run....

The sound of the young hero's voice rang out once more, reaching out to her as though trying to shine a light within the labyrinth she so often found herself lost in. To her, his voice was soft like an echo in a distant hallway that got closer and closer. Slowly fluttering those lime lashes as paced her breathing, ever so slightly tightening her grip as though to quietly let him know I'm still here, wondering if the promise of keeping them safe was true or a thoughtful falsehood to offer solace and peace.

There was only one way to find out, wasn't there...

Trusting people, even on a surface level was always terrifying...especially since it usually took her on a journey to heart break or simply being broken. Tightening her grasp upon his hand and the moth child in her grasp, the actress who fell from glory many years ago checked right back in and her full focus was now in tact. Responding quietly by making eye contact with the fluffy young hero and nodding, letting him know she understood the instructions laid out before her.

The tall moth woman's grip tightened more with one last firm nod, trying her best to read his body language...which...as much as this whole situation shook her to the core of her very being, it was a reminder that she wasn't someone who could use their quirk to benefit much of anyone out there. Though still yet, she followed the instructions provided and focused intently on the fluffy hero. Once they landed, she tried her best to get her footing and furrowed her brows ever so slightly, the comforting gesture of his tail against her assured that he was trying to keep her safe. Something...she could genuinely trust since he was keeping his word thus far...

...that singular thread woven together from words to actions was strong enough to trust this Gorgon stranger.

Enough to let go of the little hero and rush up the steps...hoping he would truly be okay in those treacherous waters...

Glancing over her shoulder, she muttered a soft, "Th--" but was cut off by witnessing the waters claim the little hero and her eyes shot wide open, beginning to shake gently as tears began to roll down her cheeks. A simple saving grace was that of the Pro-Hero she was entrusted to...Gorgon. It looked as though she was in the process of saving him and although the rare urge to run down and try to help was there...that quickly burnt out when she reminded herself that the water will kill the moth child in her arms, possibly herself and the boy's efforts would have been all for naught.

Gently biting her lower lip, she turned and moved as quickly as she could, muttering softly to herself like a mantra, "..h-he will be okay. He will be okay. He will be okay..." Each step was a quick pace as the moth child chittered softly, sparing a glance downward before pressing on...

The moth child didn't mind the embrace of death if it meant saving someone...but she didn't know how to swim thanks to her fear of large masses of water.

Simply existing here was already a battle in of itself, so this was taking a lot more focus than going from each motion day to day. Though just being here, making it to each moment in an environment that didn't do her mental health any favors...that was a feat in of itself. When she made her way to the top, she looked down at Gorgon down below...the way these came out of her body were almost like extra appendages. Quickly looking up and down the stair case she was provided, she didn't see anyone on it in that moment.

Their focus must have been in many places at once right now seeing how that Pro-Hero's quirk was multi-tasking above and beyond right now. So the moth woman crouched down and gently pat the staircase as a quiet sign that she'd gotten across safely. From up here, it was a good vantage point...her gaze darted around and the moth child within her grasp peered between her cloak, like a second set of eyes.

Now Playing: Yuki Hayashi - You Say Run Struggling to stay afloat as the wave marched onward, it was all Kupo could do to not sink beneath the wave. All he could do to not give in to panic and shock. Believe it or not, this was the second time this month that Kupo had been drenched in seawater against his will. Then, a saving grace. A foothold. All he needed was a foothold. Using the step provided by Hebiru to get above the wave, it was only a second or two before he kicked off it as hard as he could towards the building. Making contact with a windowsill on the building's wall, he scaled it in a few carefully-placed leaps. As long as there was something solid to jump off, this urban landscape was his playground. As soon as he was free from the wave, Kupo cried out as loudly as he could against the sound of the crashing waves. In English: "CLEAR!" Back to Japanese: "I'm okay! Thanks, sensei!"
He found himself on a building a little away from the others, so made his way across the rooftops quickly. The last few bursts of speed had burned through a lot of his stamina, but the boy's tank was still half-full. He spent a little time aiding any stragglers across the bridge, then returned to a position opposite Hebiru on the roof (just in case she fell). Looking and listening over the edge for any sign of others caught in the water. Especially Yasashi, though he trusted his classmate to be okay. Kupo looked like a wet puppy and was breathing/panting heavily, but there was a notable shine of enthusiasm and resolve in his eyes. "Ready for action! Snow Fox, 1st Year Heroics. I'll take your lead!"
tl;dr - Using the steps as a foothold, Kupo leaps to (and up) a nearby building as fast as he can. - "Clear!" (Loudly, in English) - Reaffirms that he's okay and makes his way over to the building with everyone else. - Perched at the edge ready to catch Hebiru if needed, probably pretty close to Kei. - At the ready, receptive to orders and looking out for anyone in trouble. The Gorgon Watches "Surplus. Regroup on the rooftop." The Gorgon stated calmly while pointing towards the building on her left, her voice raised to be heard over the tons of water bearing down on them. She leaned to the right to subtly guide the moth-like civilian there too, her arm extending ready to give the woman something to grasp should she slip while moving from the staircase to the horizontal 'walkway'. She was quite relieved when it ended up being unnecessary, allowing her to focus fully on the last person she'd extended her quirk to. The wave was getting closer and closer and she'd rather not be forced to make a difficult choice.
Luckily it seemed like the reason she couldn't spot the boy down below was that he'd already gotten out of the water. Her additional appendages retracted one by one until only the one anchoring her to the correct building was left as she nodded at the boy. She let it pull her closer as it retracted as well and used the momentum to swing herself slightly up and land smoothly atop the rooftop as well.
"Snow Fox, Surplus. Are you two alright?" She asked before anything else, her eyes flitting over their features and more importantly their postures to see if they were injured and trying to hide it. Figuring they were if nothing else in no immediate danger -or at the very least not of succumbing to injuries- she refocused on the others around them. The other two civilians were fairing much worse than Nilmimi. Something had to be done. The mother was frozen in fear and looking wide-eyed at the approaching wave, too stunned to pay attention to her crying child.
"Everyone, brace yourself!" Hebiru managed to shout right before the wave slammed into their building with a crash. Using several of her appendages to anchor herself just in time two more shot out to catch the mother and child before they plummeted to their doom. She could only hope the others managed to keep themselves safe. The building groaned as thousands of tons of water shattered windows, flooded the inside and threatened to tear it off its foundation. The top of the wave crested the roof and covered her in salt water, something she direly hoped wasn't a premonition of the future. They had little time to act.
"Listen up and stay calm. We need to move, the building on the opposite side of the street is safe, once there, make your way up and await rescue."
With intricate arm movements she manifested three long appendages -one that was two foot spans wide to serve as the walkway and the other two much thinner to be used as handholds- and speared them across the gap, her focus strained to its limit by the sheer distance she had to cover. It paid off however and within seconds contact was made. The larger of the three slammed into the side of the floor creating an almost perfectly horizontal bridge while the thinner ones shattered the window and continued on until they rooted themselves into the inner wall.
"Ma'am." Hebiru addressed Nilmimi in a crisp and even tone. A concrete goal could center a person and allow them to act far more calmly in a stressful situation than they would otherwise. "Please cross first and if possible help along the other two. Can you do that, ma'am?"
She briefly met both Jason's and Kei's eyes, trying to signal them to assist as well if possible. Before she could speak up however she spotted something else out of the corner of her eye. A smaller building being carried along by the tide and more importantly several figures tightly holding on to its roof. She acted faster than she could think, one arm coming up primed and ready to make another bridge the moment the floating building drew near.
Unfortunately she was at her limit and as much as she believed in Plus Ultra there was only so much body she could put into her quirk. When the appendages fired it would not be three more, it would be two. The walkway would be only half the width of the one bridging the gap to the apartment building and the single handhold would not be able to hold a person's full weight should they slip. Even so she hoped it would be enough. She wasn't alone after all. All she had to do was create an opening for her allies to use.
TL;DR: Hebiru joins them on the roof, asks if the two S's are okay and creates a bridge to the apartment as the wave crashes into their building. She then asks Nilmimi to cross first and help the mother and child cross as well and is about to ask S&S as well when she spots more civilians in trouble and strains herself to create a route to them.
