As for the agenda of the meeting? A meeting of the minds, the instability formed from Elementals and Dream World was something the collective of Tokyo villains hadn't taken advantage of. No one knew the ultimate plan of whoever was behind the bigger events in Tokyo; all they knew was that it was an excellent time to establish any alliances and invite representatives of different organizations to share their thoughts on the recent events. [break][break] "No, I don't trust any of this, and that's why I already have an escape plan." Olivia would quip to her partner as they waited for the meeting to start. If it weren't for other 'Legion' representatives showing up, Olivia wouldn't have bothered, not that she had an obligation to meet with them anyway. She was armed to the teeth and curious to see if there was any value when it came to new connections from this gathering, as so far, Bakuretsu and Djinn had proven to be reliable when it came to rebuilding her arsenal. Plus, Arsenal wanted to go, and she was too valuable to send without backup.[break][break]

Arsenal was quietly drinking her soda while she just sat there and listened to Olivia talk. Olivia was so smart, always thinking of exit strategies and mistrusting people that she got no bad vibes from herself. Maybe paranoia made you smarter, and that was part of what she was lacking. Could paranoia actually turn her into a genius? Like those manga characters that outsmart their opponents using their brains. ''Why not?'' She put her drink down. ''They're the same as us, right? That means we can trust them. Besides, last time I checked none of the people that would show up are on our hitlist.'' She took out her phone and looked at it absentmindedly. She was pretending to look up the hitlist in question, but was actually just shopping for clothes online. ''Do you want me to kill someone? Senpai, you know if you don't trust someone you'll just have to tell me who to kill.'' She paused, putting her phone down. ''Unless it's Mummy. Although maybe if we threw her in one of those volcanos that would kill her for good.'' She sighed, slouching a bit as she picked her soda back up. ''The only problem is no one is putting out bounties on her anymore.'' Her rematch with the immortal Mummy clearly just wasn't meant to be. ''What do you think we're going to talk about? These meetings were always interesting to Date. "Openly Advertising" your villainous meetings on a network that people like her watch was certainly a choice. Granted, Hojo would never raise their nose at finding "resources" for jobs that they rather not have their Counterintelligence division being directly involved in. These sort of meetings offered opportunities and Hojo loves opportunities. The company wasn't necessarily threatened by heroes. Most heroes used some sort of gear provided by them, even if it had little effect on their work. Heroes haven't looked into their business and she hopes that isn't going to change. If it does change though, it is nice to have options. Yes. Villains offer options for Hojo. Villains can play a role in the brighter future Hojo seeks to create. Date arrived at the meeting with her usual Hojo WSA Autopistol, Medusa 2000 (hidden in her suit) and her charming good looks. Her vitals were being watched by a net runner in case anyone played any funny business but she doubted any villain would be so stupid to touch her and risk having a army descend on their position. Getting out of her car, she connected with her driver so she could contact him if need be. Arriving, she gave a glance at some of the company present already. Scanning them with her eyes, a little pop told her they were associated with Legion. Interesting. Wonder what uses those anarchist could have. "I see the party hasn't started yet." Date would remark, scanning the area. She can easily trigger any sort of tech in the room to cause havoc in case she needs to do a get way. Hopefully it doesn't come to that. They were rather useful; she was new in this... villain market and had met a few people who helped her get inside so perhaps this impromptu meeting was the perfect sign. Gathering two of her lackeys, they donned nearly identical outfits. [break][break] Vane wore his armored suit without the jacket, revealing the plates beneath it and providing little to hide his extra gear. Maea wore her suit with a loose fitting jacket, making her stand out like a sore thumb but helped with hiding extra weaponry. Satsu wore hers as normal, but with a very obvious heroic belt around her waist. Stolen technology it was, and she hoped very few people would ask. All three wore pitch black masks with holes for eyes; only Satsu's mask was different, a blatant bit of blunt force had been applied to break off a lopsided chunk of the mask revealing most of her lower lip. With a cigarette poking out from the lips behind her mask, every three breathes sent out a larger puff of smoke; more so if she sighed. [break][break] Finding her way into the room had been relatively easy. She knew this notification was for networking, but which one of these fools were the ones to send it out? Turning the latch, and pushing the door open with her feet, she motioned for her attache to spread out around the building; if those knew sign, she had told them to 'check the premises during meeting.' There she was, Satsu in all her glory standing there in a room full of the villains thirteen years ago she would have beat the shit out of. [break][break] Oh how quaint. With a glance she could tell that she wasn't the only group from Legion here; one of them was another head, and she appeared to be chatting with another, whom could be assumed Legion by her demeanor around the boss, and the final one; he looked familiar, as if he was also in her debriefing as the new head of the Chiyoda branch. Oh well. She would likely be introduced to them shortly. [break][break] Stepping over to the woman scanning the room with her eyes, she'd stand there, waiting to be acknowledged before talking. If ignored, she would take a big huff of her cigarette, before blowing it downward, letting the heat of the smoke bring it back around her before turning to look at the whole room. [break][break] "Which one of you called this meeting?" Her tone was stern, as if the person who did made a critical mistake. It wasn't what she wanted to emphasize, just that she had dealt with plenty of stupid shit taking over Chiyoda that she was tired of dealing with inadequacy. "Sure wasn't me, I'd have opted for a far more preferable venue," Elias snickered from behind his owl mask the moment he crossed into the meeting ground. With his cane in hand, the Djinn strut on over to the bar, eyeing their options. Yes, a far preferable... and advantageous venue. Treat though it was to find this meeting of dark minds in NIrvana's backyard, he would have been far cozier behind the Hibernacula's doors, with his many security measures and devotees. As it was, the Scales Ouroboros had afforded him were probing the perimeter, probably nice and cushy with the abundance of backup those wiser villains would have brought as well. Maybe they were all playing cards? A few red threads slipped from the Djinn's attire, slid behind the bar, and grabbed a bottle of Hibiki whiskey. Ah, there was the honey syrup, some lemon juice, a few other bits and bobs and he would concoct the sweetest Macha Highball. Information was his game, especially that information that could be useful to Ouroboros, but if nobody knew who had assembled this little shindig, then nothing of note had happened yet. He needed a proper drink. And with that drink assembled, Elias turned to the gathering, lifted his mask a smidge, and took a sip. Oh, the newcomer! How was her sword holding up? Well, he hoped. Now, were they to expect more of criminality's finest, the Hibernacula was abuzz with word of such a meeting, or would others choose to steer clear of the potential threat this fine meeting represented?

"Tickets! Tickets please!" Dressed in his finest train conductor silhouette, Nick made his way around the bar, badgering guests for their 'tickets' to be there in a raspy crude voice. Nick was harassing some of the biggest names, bodies and minds in villainy, wicked up-and-comers and long lasting evil veterans, Japan's Most Wanted! well... or at least these doorknobs who actually showed up; most of whom seemed to be wondering who had called for this little get together.
There were no tickets, Nick had no more insight into this meeting than anyone else, Nick was just an attendee like all the others. Hell most of the crowd probably didn't recognize him, but his work spoke for itself: badly and with an out of date translator. Nick had only arrived in Japan less than a month ago and most of his work had gone unnoticed and unappreciated. But when he found the open invitation on the desktop of some low-level low-life third-rate villain he had just smashed with a piano, he just had to make an appearance. "Tickets! Tickets please!" He grumbled out as he made his way around the bar, extorting the less intelligent into paying him an imaginary ticket fee to attend the free meeting or just be baffled by the little rubber-hose cartoon man acting as though they were on a train. "Tickets! Give ya' tickets here! Next stop Saint Louie!"
Ain't Nobody Got Time Ta Read All Dat (TLDR): Nick found the invitation on the desktop of some villain he killed and showed up. Treating the party like a train, he began cycling around asking people for their ticket.

Ultimately, it didn't matter what Amber got up to on her downtime, but she wasn't going to let someone casually approach. She would lock eyes with Rem "Take another step forward and we'll have problems. You two can chat from a distance."[break][break] The rest that entered she didn't recognize and whether that was a good thing or bad thing was yet to be seen. With the exception of Djinn, who she gave a nod of acknowledgment, he had helped her replace some of her weapons so the mutually beneficial relationship came with some respect from Olivia. When the man with the ski mask made himself known and talked down to them Olivia didn't take it personally at all. It was how villains should operate. [break][break]
And then the antithesis of this very idea came walking in shouting about tickets. She'd look over to Arsenal "See? This is why you don't trust anyone. People like this are everywhere."

After all, who knew if she ever needed to turn into a bat barely held together by tape to take out a hero? ''Her?'' She looked over at Olivia before smiling back at Rem. ''That's my senpai! I work for her. She's teaching me all sorts of things.'' She spared a glance at Date and quickly waved at her before turning back to the conversation she was in the middle of. Wait, was Olivia getting scared? She had noticed Tsukiko and those two other people come in, and with Elias here too things were getting awfully crowded... What could she do to put her senpai at ease? Turning her right arm into a katana blade, she pointed it up at Rem's neck. ''Does this make you feel safe, senpai? He won't step any closer now.'' She smiled, before lowering her voice to a whisper, only addressing Rem. ''Sorry, Savior Man. I won't kill you unless I have to.'' She only then realized she might be taking attention away from the hockey mask. ''Please continue.'' She nodded, before spotting Nick and riffling through her pockets for change with her free hand. [attr="class","body"] there’s a lot happening. too many things and i’d rather not think about it. there were a guy asking about tickets and i didn’t have one. there was a dangling piece of paper that was left over from when i taped my bat together that looks like what the rest of everyone else had but that’s coincidental. there ain’t no way that’s a ticket so i’m prolly not meant to be here. i’m never meant to be anywhere though and that’s never stopped me, if most people had it their way, then i’d never be anywhere at all even once except six feet under. and for a lot of people that’s not deep enough. there’s an old lady who smells like smoke. some guy sippin on some wheat p%ss. there was someone talking about an unstarted party only for some other guy to pull out a chair and start it. but i didn’t really care what he was saying in the moment. i was hurt. i knew the mean girl was going to be mean to me. and i understand that arsenal was trying to protect her, she said it as much, but… “friends are supposed to talk to each other…” eyes pink, hair stands up. she stops being a sword. “not fight…”if there was anything yamaguchi taught me, it was that. i don’t want to be wrong about arsenal cos she was nice to me but this isn’t nice, even if it’s for someone else. “hey i would like to know what’s what,” i turn to the mask guy hoping maybe he has answers but he seems pretty rude already. “but what’s ‘what’s what’?”

Great crowd, Date. would her driver remark through her comms relay. One of the fun perks of always being plugged in with her employer. It was interesting experience for first time operatives but Date was very much not that. What was not interesting was this crowd. Some real odd ones, most of which knew each other to some extent. Not that this was an issue for Hojo or Date. Easier to filter out people that Hojo would have no interest in employing on a contract basis. So far, most of them did not reach the criteria that Hojo sets for contractors but the evening was still young. Things can change. For example, the smoke girl that approached Date was something of note. Outside of the smoke blowing, the gear was rather intriguing. Something she Date took a slight interest in. Scanning the gear with her cybernetic eye, she couldn't help but raise her eyebrow slightly. Orion Belt huh? Doesn't have the signature of the released gear before that guy went MIA. Prototype I assume Asuka. Make note of that. Looking at the smoke girl, Date simply remarked "Nice belt. Rarely see Orion's gear much these days." Date didn't really indicate what she knew about the belt manufacture and what Hojo knew about him. Not something everyone needed to know. Date's mood was slightly raised. Maybe she wasn't wasting her time. Ah, the Elemental incident at that tower. That's neat. Wonder what the villains know. Hojo knew a lot and generally didn't care about what happened. It happened to be good for business. Everyone looks for them at time of disaster. As they should. Before Date could think more on that, another psycho had found their way into the event. Asking about train tickets. As if Date carried train tickets on her. If he pressed the matter a little too much, he might receive a little poke from a blade. Lets hope it doesn't come to that. Naomi didn't quite know what to make of the scene around her. The atmosphere here was rather... strange to say the least. She'd been out of the loop on the exact things going on beyond there being multiple crises. Yet she had obviously noted how desperate the dredges of society were becoming and how it seemed like there was an increase in homeless folk at shelters around the city and people seeking aid. With how casually she was hearing the words being thrown around about killing people and the weirdos jabbering on about nonsense, her anxiety being here was only increasing.
Though that was a good question, how the hell did she manage to get here if she didn't have a "ticket". Well firstly, the ticket thing seemed to be bullshit which was good because she didn't have any money. Secondly, she'd snooped around some abandons building where someone had set up shop with their laptop open that seemed to have a connection to the criminal underground darknet. It was a message to the darker side of society to gather at this place to discuss. Though she'd left the laptop, she memorized the location and here she was now. It seemed something was finally getting starts as a man with a chair stepped forward, promptly sat down, and started questioning the man with alcohol. Apparently if people didn't wanna know what was what they could go and she almost wanted to get up and get out of there with her nerves going off like they were. But also she's pretty sure she's in way too deep now to just get up and leave without... some rather dangerous things happening to her. So all she could do was sit there awkwardly, try and use her the tentacles in their hair to mask her face as well as they could. She really didn't look like much as short as she was, and her clothing being a very mismatched and old looking. But she swallowed her personal fears, trying to be resolved and listen in to find out more about this Elemental guy and whatever the Dream World thing was about. "I really went and did this to myself didn't I..." she'd mutter worriedly to herself involuntarily.

If there was going to be a party for villains, it was a given she would attend! After all she was half a day sober and a party was as good a time as any to get drunk. She even had a dedicated chauffeur, so nothing to worry about! Rather than barge in and try to make herself the center of attention as usual, she decided to hang back and get a good look at all the faces, old and new, that were attending the party. She could go bother that Yingshe woman who liked talking to herself, or her Magic Bestie, maybe even ask him if he could show her another trick with his quirk. But then she spotted someone else. A new face. Another potential bestie. With a big grin she finished pouring some suspicious green liquid into one of the two cocktails she was mixing, before carrying them over towards Naomi with a smile. ''Hi bestie!! What are you doing?'' She greeted Naomi like she had known her for years. ''Do you like the party? I think it's a little quiet, but the drinks are great.'' She had to admit, it was refreshing to see another villain here that was around the same height as her. ''Speaking of you should try this.'' She offered one of the cocktails to Naomi. ''I poisoned one of them, but I don't remember which one.'' She giggled, ''isn't that fun? Do you want to take the gamble with me?'' She eagerly anticipated her answer. ''I'm Mummy by the way! Before you ask no I don't have any kids, it's because of my quirk. Do they call you something because of your quirk too?''naomi

Criminality's finest was an odd bunch to be certain. Elias's icy pearls rolled over the room until they locked on ol' Voorhees. Punks? My, my, what a rousing entrance, Elias mused with whimsy and sarcasm reserved for his audience of one. Himself.
His head tilted ever so slightly, looking the man over. Who was "the boss," and just what were his goals. Sharing was all well and good, but their ilk were liable to trade in knives plunged into each other's backs. Playing pal with so many was a doomed effort.
"Oh, I'm afraid I haven't the slightest clue what you're talking about, dear. My business is booming," he explained, amusement weaved into his words. He waited a beat, scanning his peers again, then looked back to Voorhees. Oh, why not play along? He needed to come away with something, too, right? A smile stretched below the mask, and he spoke up again, "Well, maybe I have some idea," he said playfully, "I supposed we all know the basics. Our friend, the Elementalist, had his trial and disappeared. Oddly enough, it sounds as though our honorable and forthright defenders of justice tried their quirk nullification measures on the man... to no effect." That icy gaze shifted to the skunk. His hair was an interesting, standout feature. Not the kind one ignored, especially when considering the murmurs surrounding the death of a notorious villain who laid claim to some of the nearby territories. But that was a conversation for later.
"So, as I was saying, the man disappeared, the monsters showed up, and one of them went along and sprung up into that tower. Sometime later, we know that eerily emerald signal washed over our fine city and sung half its residents to slumber." Elias included. "Sterling Soul and some others weaved a little magic into the world, and we all woke up."
Keep it simple stupid. It would take nothing short of herculean effort to remain ignorant of the grand affairs playing around them—no sense glossing over every obvious detail. But there was more. Little nuggets. Possibilities at play.
"The Elementalist remains at large, though," he said with the swirl of his drink. "Odd, the timely emergence of those overgrown crustaceans. There were so many, too. To go unnoticed, they surely must've been hidden away, unnatural phenomena. I can't imagine a single individual masterminding all on their lonesome"
Elias lifted his mask slightly again and took another sip of his drink, then set it back down, his eyes now following the ticket taker, though he continued to speak with Voorhees.
"And then there's that tower. I hear they looked the thing up and down, scanned it a thousand times over, and found it entirely inert. And yet, it released that gargantuan dream wave. Even more frightening are the whispers that it was incomplete, that a ragtag band of saviors somehow kept it from growing in full. If true, imagine what its true potential."
Word spread from those who fled the attack after the container holding The Tortured landed. A few loose lips dotting the authorities fit a few more pieces in place. Still, the puzzle remained quite incomplete.
"Sounds to me as though the fine doctor, The Elementalist that is, has a touch of the Quirk Singularity theory bouncing about that brilliant brain of his. But I guess there is no telling. Not now, at least."
Such was Ouroboros's interest in the man- controlling such a singularity was the binding agent that held his benefactors together so firmly. That, however, was no conversation for the party at play. No, now it was someone else's turn to talk. He would give the Mummy a nod as she poured her drinks, though. If things got out of hand here, she could whip him back together in a blink. No wishes required.
"And, apologies, but I would have to charge you for the drink," he finished, despite the fact that he wasn't in the Nirvana, and looked back to Voorhees. He would set the bottle on the counter, though.
